Access for all to good quality education, vocational training and workplace learning is a fundamental principle of social cohesion and economic growth. Some groups of people may require targeted attention if they are to benefit from education, training and employment opportunities.

This is particularly the case for disadvantaged youth, lower skilled workers, people with disabilities, and people in rural communities. The attractiveness of vocational education and training is enhanced when combined with entrepreneurship training and when public policies encourage utilization of higher skills by business.

Of an estimated 1 billion people with disabilities in the world today, some 785 million are of working age. While many are successfully employed and fully integrated into society, most face a disproportionate level of poverty and unemployment. This is a massive loss both to them and their countries. A strategy of including people with disabilities in training and employment promotion policies, combined with targeted supports to ensure their participation, can help disabled persons obtain productive mainstream employment.

Kazakhstan has made major economic and social advances in the past decade and a half. Yet, Kazakhstan needs to sustain high growth rates in the future to converge towards the living standards of OECD countries. This report provides a review of the labour market and social policies that could help Kazakhstan in its dual objectives of building more inclusive labour markets, while maintaining a path of strong growth. It explores the role that institutions and policies play in helping vulnerable groups to access gainful and productive jobs, particularly focusing on three key groups: youth, older workers, and people with disabilities, and provides a comprehensive set of policies to increase the employment and employability of these groups. Evaluations and lessons from innovative experiences in OECD and other countries are used to formulate recommendations tailored to Kazakhstan.

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. Young Mongolians continue to experience difficulties in their journey towards the labour market. The 2014 labour force data reveals an unemployment rate of 17.4 per cent among young people. Many young Mongolians also experience a lengthy period of unemployment before finding a job. For those who are in work, many young people are often found in the informal economy, which absorbs over 90 per cent of rural working youth and nearly one- third of urban youth. There is also evidence that despite greater educational attainment by young women, their prospects in the labour market remain limited. Moreover, young women often have lower wages and higher levels of occupational segregation than young men. Nonetheless, young men are also at risk. Young men from rural communities are more likely to enter the labour market early and thus face a long-term trajectory of informal and low-paid jobs.

These weak employment outcomes are all the more striking since they persisted even during previously substantial economic growth rates. This report has been developed to try to shed light on these difficult transitions to the labour market by examining the policy environment, identifying gaps and proposing recommendations to support Mongolian efforts to improve the employment prospects of its young people.

It is published bi-monthly and is the flagship publication of the Institute of Development Studies, a leading global institution for research, teaching and learning, and impact and communications, based at the University of Sussex. Who are the youth and what is the problem? Are entrepreneurship and self-employment the solution? And what about youth aspirations? Such questions are addressed in this issue of the IDS Bulletin, drawing from the literature on how development research affects policy and noting that it says little about how young researchers move into policy engagement. Articles consider the evidence on youth employment policy and interventions, the politics of youth policy, the changing nature of young people’s work, and the promotion of entrepreneurship. They are authored by the ten members of the first cohort of the Matasa Fellows Network (a joint initiative by the MasterCard Foundation and IDS), which has a particular focus on the youth employment challenge in Africa.

Career guidance and counselling, career education and lifelong development of skills for employability are key for success in learning activities, effective career transitions, livelihood planning, entrepreneurship and in increasing labour market participation. They are instrumental in promoting skills utilization, recognition (RPL), as well as in improving enterprise human resource management.

Career development activities encompass a wide variety of support activities including career information and advice, counselling, work exposure (e.g. job shadowing, work experience periods), assessment, coaching, mentoring, professional networking, advocacy, basic and employability skills training (curricular and non-curricular) and entrepreneurship training. It is often an area which is fragmented across different ministries (e.g. education, TVET, employment, youth) requiring an effort to achieve the necessary coordination to provide adequate support to individuals during learning, employment and unemployment/inactivity periods.

Eight out of 10 of the world’s working poor who live on US $1.25 per day live in rural areas, where many are caught in vulnerable employment, especially in agriculture.Flourishing rural areas are vital to regional and national development. Yet, rural economies tend to face a wide range of challenges that urban areas are more likely to overcome. These include access to transportation, sanitation and health services, and a consumer base in close proximity to support small and medium enterprise development. Women and men working in rural areas also face difficulties associated with a paucity of economic opportunities, under investment, poor infrastructure and public services, including education, and, in many cases, weak governance and underdeveloped markets.

Education, entrepreneurship, and physical and social infrastructure all play an important role in developing rural regions. Skills are central to improving employability and livelihood opportunities, reducing poverty, enhancing productivity and promoting environmentally sustainable development.

The Korea International Cooperation Agency (KOICA) and the ILO combine to lift the performance of employment service centres across the country.

Nepal has one of the youngest populations in Asia with approximately 7 million of its people aged between 15 and 29. Unemployment amongst this group is verging on 20 percent and large numbers of Nepalese youth leave the country in search of low skilled or unskilled work. As with many low income economies, addressing the skills gap is one of the key policy improvements needed if this pool of potential talent is to find decent work and contribute to the continued development of the country. Strategies to tackle skills deficits are, by necessity, complex and multifaceted. The G20 Training Strategy for Strong, Sustained and Balanced Growth, which provides a policy framework for developing a skilled workforce for the future, identified a number of key elements for a successful strategy. They included among others: anticipating skills need; the participation of social partners; training quality and relevance; broad access of disadvantaged groups to training; and improving labour market information and employment services.

It was on this last measure that the International Labour Organization, with the support of the Korea International Cooperation Agency (KOICA), has intervened in the labour markets of Nepal since 2014. The project is called Labour Market Information and Employment services (LIfE) and it targets five of the 14 Public Employment Service Centres (ESCs) in the country. Well run Employment Service Centres can help identify job growth potential in their regions, assess skill needs, and provide better information to both young persons and their local training providers. They also assist unemployed youth in making well informed choices about education, training, employment or entrepreneurship opportunities.

Saurav Ram Joshi is the National Project Coordinator of the LIfE project. He says that prior to the ILO’s engagement ESCs were concentrating on just one element of the many roles an effective Centre can achieve: “In the early days the ESCs are simply collecting information from the job seekers, they were not effectively communicating with employer organizations. They were not fulfilling other services for job seekers, such as career counselling as well as services for employers.”

Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

El concurso forma parte de las actividades del Centro Internacional UNESCO-UNEVOC para el próximo Día Mundial de las Competencias Juveniles 2017 a celebrar el próximo 15 de julio.

Considerada a menudo como una vía educativa de segunda categoría, la educación y formación técnica y profesional tiene un problema de imagen desde hace decenios. En todo el planeta, el fomento de la EFTP adolece de una escasa inversión, calidad y relevancia. Pero en un mundo que afronta altos niveles de desempleo juvenil, mercados de trabajo en rápida transformación, evoluciones tecnológicas y desigualdades sociales persistentes, el papel crucial de la EFTP cosecha cada vez más reconocimiento. La orientación de la EFTP hacia el mundo del trabajo práctico y la obtención de competencias empleables la convierte en una buena herramienta para responder a la temática global y le confiere un rol importante para contribuir a un desarrollo sostenible.

Ya estén capacitados por una escuela o por un lugar de trabajo, gentes de todo el planeta emplean cada día sus competencias profesionales para hacer del mundo un lugar mejor. Lamentablemente, apenas quedan huellas prácticas y reveladoras de las ventajas que aporta la educación y formación técnica y profesional a los jóvenes de cualquier país. Sus historias quedan muchas veces sin contarse, y ello obstaculiza difundir la conciencia y promover la inversión en EFTP.

Los objetivos del concurso y del premio son los siguientes:

- Incrementar la conciencia sobre las ventajas de la EFTP.

- Promover la EFTP como medio que permite responder a desafíos globales como la pobreza, el desempleo juvenil y la desigualdad.

- Recompensar el esfuerzo juvenil por promover el desarrollo sostenible en sus comunidades, obteniendo competencias profesionales y llevándolas a la práctica.

- Contribuir al Archivo Fotográfico de UNESCO-UNEVOC, concebido para satisfacer necesidades de los agentes del sector de la EFTP que deseen promover la educación y formación técnica y profesional a través de proyectos de comunicación o publicación.

Ce concours est organisé par le Centre international UNESCO-UNEVOC à l'occasion de la Journée internationale des compétences des jeunes en juillet 2017.

L’EFTP est souvent considéré comme un enseignement de second ordre, et la question de son prestige est discutée depuis des décennies. Dans le monde entier, le développement de l’enseignement et de la formation techniques et professionnels a souffert d’un manque d’investissements, de qualité et de pertinence. Néanmoins, dans un monde où nombre de pays se trouvent confrontés à un fort chômage des jeunes, à une mutation accélérée des marchés du travail, à des percées technologiques et à des inégalités sociales persistantes, le rôle capital de l’EFTP gagne en reconnaissance. L’EFTP étant orienté sur le monde du travail et dispensant des compétences pour l'emploi, il est bien placé pour relever ces défis mondiaux et joue par ailleurs un rôle essentiel dans la promotion du développement durable.

Qu’elles aient été acquises à l’école ou au travail, les compétences sont mises en œuvre tous les jours sur toute la planète pour parvenir à un monde meilleur. Malheureusement, rares sont les études pratiques et instructives témoignant du profit que dans le monde entier on tire de l’enseignement et de la formation techniques et professionnels. Il reste ainsi largement méconnu, ce qui fait obstacle à une prise de conscience et au renforcement des investissements dans l’EFTP.

Les objectifs du concours sont les suivants:

- Sensibiliser aux avantages de l’EFTP.

médiatiser l’EFTP comme un moyen de relever des défis mondiaux tels que la pauvreté, le chômage des jeunes et l’inégalité.

- Récompenser les efforts consentis par les jeunes pour promouvoir le développement durable dans leurs communautés par l’acquisition de compétences et leur mise en œuvre.

- Constituer une photothèque UNESCO-UNEVOC qui permettra aux acteurs de l’EFTP de promouvoir l’enseignement et la formation techniques et professionnels au moyen de divers projets de diffusion et de publication.
