Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. Skills for transition to formality

Most young people around the world do not have the chance to attend formal institutions of learning. The capacity of formal education and training systems is often limited due to inadequate training infrastructures and the relatively high costs of full-time, centre-based training. Consequently, large numbers of youth are learning and then working in the informal economy. 

Informal apprenticeship systems that transmit the skills of a trade to a young person in a micro- or small enterprise have operated for generations in many countries. They are considered by far the most important source of skills training in Africa and South Asia.

Women and men in the informal economy often do not possess a formal proof of their skills. Skills acquired informally are not visible and hence are often not recognized by employers. Transitions to the formal labour market can also be facilitated if skills are assessed and recognized. Systems of Recognition of Prior Learning are being introduced by countries to offer access to further learning or to formal labour markets.

In March 2021, the International Labour Organization (ILO) Governing Body unanimously endorsed the Productivity Ecosystem for Decent Work (hereafter referred to as “Productivity Ecosystem”). The Productivity Ecosystem is an approach that works at the firm, sector and policy level to systematically identify key productivity bottlenecks faced by micro, small and medium enterprises (MSMEs) and address them in an integrated and sustainable manner. The approach has been developed based on the ILO’s previous work and programmes to improve productivity and decent work for MSMEs.

This case study is part of a broader series that seeks to shed light on key drivers of inclusive productivity growth and to showcase how the ILO has helped strengthen those drivers. Concrete examples are presented of how the ILO facilitated or promoted change that led to positive impact on productivity and decent work, especially for MSMEs. The case study series zooms in on skills development as a key driver for a well-functioning productivity ecosystems for decent work. Specifically, the below case study of an ILO-led upgraded informal apprenticeship programme in Jordan’s car servicing and maintenance sector finds that such apprenticeship schemes impact the skills of young apprentices, thereby improving their employability and the productivity of participating MSMEs.

There is a critical need for a greater overall investment in education and training, particularly in developing countries. Education and training investments should be closely linked to economic and employment growth strategies and programmes. Responsibility should be shared between the government (primary responsibility), enterprises, the social partners, and the individual. To make lifelong learning for all a reality, countries will need to make major reforms of their vocational and education and training systems. School-to-work schemes for young people should integrate education with workplace learning. Training systems need to become more flexible and responsive to rapidly changing skill requirements. Reforms should also focus on how learning can be facilitated, not just on training for specific occupational categories.

An enquiry and action framework The digital transition of TVET and skill systems goes far beyond taking training products and services online. A holistic and coordinated approach to digitalisation should be taken that looks at each high-level function of a national skills system, and its potential for digitalisation. This report describes and updates the picture of digital vocational education and training, providing an overview of the issues surrounding digitalisation across the key functional areas of skills systems. It gives an introduction to key frameworks and tools; concrete examples of national initiatives, adaptable digitalisation models and practical guides; as well as providing initial guidance on implementation, to deploy a strategic approach to the digitalisation of national TVET and skills development systems at the country level.

This short description contributes to better understanding of vocational education and training (VET) in Slovenia. It provides insights into its main features and highlights system developments and current challenges.

Slovenia has a strong VET tradition; participation at upper secondary level is the highest in the EU. The VET system in Slovenia is attractive, flexible and offers a variety of learning modes and progression opportunities for learners; the share of early leavers is kept low. The importance of raising adult skills levels is growing, as is the need to focus on strengthening digital skills and broadening opportunities for upskilling and reskilling.

Slovenia is responding to challenges, including those posed by the COVID-19 pandemic, with a focus on modernising vocational education. Its basic goal is adapting education to the digital and sustainable transition and increasing the resilience of the education system.

This report examines partnerships between Technical and Vocational Education and Training (TVET) Institutions and the world of work in Lebanon. It aims to provide a detailed overview and analysis of the status-quo of the partnerships and collaboration between TVET institutions and the world of work represented mainly by the private sector in Lebanon. It focuses on scrutinizing the national context, including the economic, demographic and social perspectives in Lebanon, followed by an overview of PPP in general outlining related legislations, regulations and policies, then it takes a closer view to the nature and extent of PPP in TVET. Afterwards, the report addresses challenges and key constraints facing the implementation of PPP in Lebanon and comparing local initiatives with regional and international ones. Finally, the report summarizes the key findings and recommendations concluding with a proposed comprehensive PPP model in TVET in Lebanon.

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

"Carrying out tracer studies: Guide to anticipating and matching skills and jobs (Vol. 6)".

This guide is a part of the ETF, ILO and Cedefop series of guides on skills anticipation and matching.

It covers development and carrying out of tracer studies and aims to contribute to the improvement of education in TVET and higher education through high quality graduate surveys or tracer studies. The key objective of such studies is to identify the relevance of education/training for transition to a job and further vocational career in the first years after graduating.

The main audience for this guide is those in education institutions who are going to organize and implement their own tracer studies (institutional tracer studies). It is also targeted at users in various categories: policy and decision-makers; research centers and expert networks involved/engaged in carrying out tracer studies for clients; and associations and networks with interest in evidence offered by tracer studies.

Introducing digital teaching and learning (DTL) methodologies in education has been a trend for many years. The pandemic has generated a boost in these reforms in all countries. Priority has been given to the school-based component of education, with the ministries investing in new equipment for schools and training for teachers. Little has been done to support the introduction of DTL methodologies in companies in the context of the different work-based learning models.

The physical nature of the work carried out in companies has, in some cases, generated the false impression in policymakers that DTL would have brought limited added value to this part of the training. But this is only partially true. There are two main reasons which should push policymakers and companies to invest in the development/ strengthening of the use of DTL methodologies. The first refers to the nature of the work, which is changing in almost all economic sectors. For most qualifications, the digital component is becoming a fundamental element of the tasks that the employee will need to perform. The second refers to the organizational aspect of the learning process happening in companies. DTL methodologies are indeed essential to increase the effectiveness of learning at work; among others, digital tools can support learning in companies in different ways

  • They can support the development and monitoring of an individual learning plan, 
  • They can keep apprenticeships always connected
  • They can help the apprenticeships in collecting evidence of their achievements 
  • They can support students in tracking their feedback and progress online.

This webinar, we will try to present what are the benefits of introducing DTL methodologies in companies, highlight the challenges for companies and in-company trainers as well as debating the split of costs and accountabilities between schools and companies.
