The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. The TVET Reform Project is an initiative of the Government of Bangladesh funded by the European Union and executed by the ILO in partnership with government agencies. Its objective is to strengthen economic development by ensuring that technical and vocational education and training (TVET) in Bangladesh is of a consistently high quality, accessible to students, internationally recognized and relevant to the needs of industry. The reform recognises that for Bangladesh to achieve a reduction in poverty, more people need to have access to both formal and informal TVET to develop relevant skills. This includes underprivileged groups, which are traditionally under-represented in skills training. To investigate which models of training and assessment work best with which student groups, the TVET Reform Project has facilitated the development of a number of partnerships between the government and the private sector. The pilot discussed in this publication is one of those collaborative efforts, focusing on increasing access of persons with disabilities and women with low levels of education to skills development programs.This pilot course is an important step in encouraging government and employers to consider the rights of persons with disabilities.

Bangladesh

Bangladesh has a strong track record of growth and development, even in times of elevated global uncertainty.  A robust demographic dividend, strong ready-made garment exports, resilient remittance inflows, and stable macroeconomic conditions have supported rapid economic growth over the past two decades. A strong recovery from the COVID-19 pandemic continued in FY22, although a recent surge in commodity prices has presented new headwinds. 

Bangladesh reached lower-middle income status in 2015. It is on track to graduate from the UN’s Least Developed Countries list in 2026. Poverty declined from 43.5 percent in 1991 to 14.3 percent in 2016, based on the international poverty line of $1.90 a day (1).  

Like many of its Asian neighbours, Bangladesh faces a major challenge trying to develop modern, employability skills for tens of millions of young women and men. It has a large informal sector, which accounts for 94.7 percent of the total employment in 2017 (2). Youth continue to be highly affected by the lack of opportunities, with the share of youth aged 15-24 not in employment, education or training (NEET), estimated at 27.8 percent in 2020 (3). 

TVET has a huge role to play in equipping the vast young labour force of 15-29 years referred to as the country’s “demographic dividend” with employability skills and providing enhanced support services to ensure a better transition from school to work. TVET may also contribute to reducing poverty by providing employability skills, particularly to those who drop out of school early and to a large number of unemployed and underemployed adults.  

Despite many reform initiatives by the government, the TVET sector needs further strengthening through reform of policies and systems in the labour market.  Enhancing industry-relevance of TVET qualifications will furthermore require closer Government cooperation with the private sector. For one and a half decade, the ILO has worked closely with the Government of Bangladesh and its Social Partners to reform the TVET sector and to improve access for people to increase their skills and employability, in particular youth, women and people from other marginalized groups. 

The impact of the COVID-19 pandemic had detrimental effects on the TVET sector, due to the nation-wide closure of all educational institutes for one and a half years, starting on 17 March 2020.  Most students’ learning was effectively abolished for this duration, and learning and certification was only possible through limited online learning facilities in existence at the time. Only recently has the TVET returned to its prior activity level. 

The ILO landmark programmes aim to strengthen and improve the environment for industry skills development, address the mismatch between the supply and demand for skills training, and drive the increased employability of millions of young women and men. ILO’s support to develop the skills system in Bangladesh has focused on skills system governance, development of skills policies and qualifications frameworks; delivery of quality skills training, expanding access to TVET, and involvement by the private sector.

It is structured in five chapters: Chapter one presents a profile of people with disabilities in the country; chapter two summarizes the regulatory and institutional framework and policies in force in relation to disability; chapter three describes the key interventions relating to integrating people with disabilities in the labour market and establishing steps to be taken; chapter four covers the principal bottlenecks that delay or obstruct the implementation of such interventions; and, the fifth chapter presents the National Plan for Vocational Integration for People with Disabilities.

The Ethiopian National Plan of Action of Persons with Disabilities, 2012-2021, presents a plan for enabling Ethiopia to become a more inclusive society. It addresses the needs of persons with disabilities in Ethiopia for a comprehensive rehabilitation service, equal opportunities for education, skills training and work, and full participation in the life of their families, communities and nation. It has been developed in consultation with key Government Ministries, UN organizations, persons with disabilities and their organizations, parents of children with disabilities and organizations working on disability in Ethiopia. To advance Ethiopia towards a fully inclusive society and to achieve the Ethiopian development plan, the National Plan of Action includes 13 objectives, including to: promote and raise awareness for a non-disabling society; provide community-based rehabilitation, specialized medical rehabilitation services and technical aids; provide inclusive HIV/AIDS prevention, case and support services for persons with disabilities; provide the best education and vocational skills training; create opportunities for work and employment; provide social protection for the poor, marginalized and vulnerable sector of the society; support accessible living and transport in the community; support culture, sports, and recreation opportunities; promote full participation and equality for women with disabilities; foster leadership by people with disabilities and their organizations; support research and information dissemination; develop an aware and responsive public service; and, promote international technical cooperation.

The four case studies featured in this publication highlight the steps businesses are undertaking to promote disability inclusion in the workforce in Indonesia. The case study findings indicate increasing interest of companies to promote diversity and disability inclusion in the workplace through Corporate Social Responsibility (CSR), and the business case for hiring persons with disabilities. In addition, it was found that there is a need for deeper understanding of the policies and legislation regarding the hiring of persons with disabilities, and how to best approach mainstreaming disability in the workforce. The publication was prepared for the Indonesian National Multi-stakeholder Workshop on Disability Inclusion which was held in Jakarta, Indonesia on July 25-26, 2011.

The National Action Plan to Support People with Disabilities is the main policy document for persons with disabilities in Viet Nam. It aims to "provide opportunities for people with disabilities to participate fully and equally in social activities, to improve quality of life for people with disabilities and to build a barrier-free society and for the rights of people with disabilities." Key activities of the plan include: a national survey on disability, development of a national disability database and standardized criteria for classification of disability, revision or replacement of existing disability laws, establishment of self-help groups, and access to social security and poverty reduction programs.

Supported by the OSCE Presence in Albania The National Strategy on People with Disabilities (NSPD) is the program of action of the Albanian government to improve the lives of people with disabilities by developing new policies and programs and bringing the existing policies and programs in line with the international guidelines issued by the United Nations, the Council of Europe and the European Union. NSPD is a legal document, Decision of the Council of Ministers (DCM) No. 08, (01/07/ 2005), which defines the objectives to be achieved in the period 2004-2014, and the respective responsibilities of the Albanian central and local government to carry out specific tasks to attain those objectives. The document has stated the following seven objectives that will ensure the achievement of the goal: 1). to encourage education towards a society that creates opportunities for participation for people with disabilities; 2). to guarantee human rights of the people with disabilities; 3). to secure optimal education for people with disabilities; 4). to secure opportunities for employment and economic advancement for people with disabilities; 5). to promote responsible and accountable public social services for people with disabilities; 6). to support the efforts of people with disabilities for good quality of life in the community; 7). and, to collect information on people with disabilities and disability related issues. NSPD has determined five fields of intervention: 1). life without barriers (accessibility); 2). services (medical, social, rehabilitative; 3). employment, vocational training and education; 4). capacity building; 5). and, legislation and research.

Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. This exploratory study examines vocational skills acquisition and employment experiences of people with disabilities in South Africa. It is part of a four-country study undertaken by the ILO. The aims of the study were to: (1) identify effective strategies for vocational skills acquisition by persons with disabilities leading to productive work; (2) promote training policies and effective methods of training and employment services delivery for individuals with different types of disabilities, particularly in mainstream training institutions. While not representative of the South Africa population with disabilities as a whole, the study provides insight into the process of skills development for disabled persons, and its effectiveness in enabling them to obtain work, and highlights possible trends which merit further research.

Women represent both half of the world's population – and half the world's economic potential. Their participation in the labour market reduces poverty because they often invest 90 per cent of their income in the well-being, education and nutrition of their families. Yet labour force participation by women has stagnated at about 55 per cent globally since 2010. Moreover, women are disproportionately represented in precarious work – low-paid, low-skilled and insecure jobs.

Training plays an important role in the pursuit of equality of opportunity and treatment for women and men in the world of work. Yet women often lack access to technical and vocational education and training. Many also lack the basic functional skills, such as literacy and numeracy, to participate meaningfully in the work force. Overcoming this challenge requires the adoption of a life-cycle approach. This includes improving girls’ access to basic education; overcoming logistic, economic and cultural barriers to apprenticeships and to secondary and vocational training for young women; and meeting the training needs of women re-entering the labour market and of older women who have not had equal access to opportunities for lifelong learning.

The Strategy, launched in 2004, builds on existing policy and legislation. Its key parts are: the Disability Act 2005; the Education for Persons with Special Needs Act 2004; the Citizens Information Act 2007. The Strategy also includes six sectoral plans, which are statutory action plans in key government departments.
