The SABER-WfD assessment results rate Timor-Leste’s system at the
emerging level in the functional dimensions of Strategic
Framework and System Oversight and at the latent level
in Service Delivery. These results show us a country
where government leaders are committed to WfD and
where significant efforts have been made to coordinate
WfD policies with the country’s strategic goals. The
lower scores when we shift from strategy to
implementation, particularly on the Service Delivery
Dimension, indicate that while WfD is a high political
priority in Timor-Leste, the system’s capacity to deliver
results remains weak.

Equipping the workforce with job-relevant skills is a continuing challenge around the world. In
developing and emerging economies, mismatches in skills demand and supply are a persistent concern.
Many school leavers and graduates are unable to find jobs commensurate with their education and
training while employers complain of difficulty in filling their vacancies. Employers also bemoan the
scarcity of “soft skills” which are considered essential for business productivity in today’s global
economy. More broadly, skills constraints are making it difficult for companies to innovate and move
into more lucrative areas of economic activity. The inability to integrate into and ascend the value chain
in global production networks keeps countries in a low-skills trap and impedes their efforts to accelerate
economic growth and poverty reduction. The persistence of these problems suggests that workforce
development in most low- and middle-income countries is not functioning as well as might be desired.

Malaysia’s technical and vocational training (TVET)1
program is born out of a combination of ambition
and necessity. The country has recorded impressive
economic growth over several decades, bolstering
ambitions that it should make the transition from
middle- to high-income by transforming to a
“knowledge (K)” economy. Vision 2020, announced
by then Prime Minister Mahathir Mohamad, was to
give substance to this plan. The need to make this
transformation was driven home by a deceleration of
this growth after the Asian Financial Crisis at the turn
of the century followed by the Global Financial Crisis
a decade later and has galvanized the country’s
leaders to action to bolster its human capital. TVET
can play an important role in Malaysia’s
transformation to a knowledge economy.

The SABER-WfD diagnosis in
Jordan reveals the weaknesses and gaps in specific
aspects of policies, whereby strategies, institutions
and service delivery fall short of what might be
characterized as global good practice. The various
underlying problems are well understood, yet there
is a lack of consistency in addressing them through
an integrated approach that: (a) examines the
institutional landscape and policies that influence
skills supply and demand such as the government’s
economic policies (including wage, tax, trade and
spending policies), education policies and labor
policies, as well as the external factors and global
trends such as demographic changes, globalization
and technological advances, urbanization, and
climate change; (b) coordinates the implementation
of appropriate policy responses through a unified
vision; and (c) monitors progress on reform.The
results reveal how the lack of an integrated approach
and clear leadership result in disconnect between
economic development priorities and WfD agenda.

The Palestinian Territories, along with six countries in
the Middle East and North Africa Region (Egypt, Iraq,
Jordan, Morocco, Tunisia, and Yemen) have applied the
World Bank workforce development (WfD) diagnostic
tool under the System Approach for Better Education
Results (SABER) Initiative. The diagnostic tool analyzes
and assesses the systems, institutions, and policies in
place to promote the development of an appropriately
skilled workforce. The tool focuses on three important
functional dimensions of policymaking and
implementation—strategic framework, system
oversight, and service delivery. Each dimension is
scored on a four-point scale against standardized
rubrics based on available knowledge on global good
practice. 

The results, summarized on the cover of this report,
rate the Palestinian Territories at the emerging level in
the functional dimensions of strategic framework and
system oversight and at the latent level in service
delivery.

After a decade of sustained growth averaging more
than 5 percent a year, the Bulgarian economy
contracted sharply as the global economic crisis hit
the country in 2008. The subsequent recovery
remains very modest. The employment rate among
the working age population (aged 16 to 64) over the
past three years has been persistently below pre?
crisis levels. Unemployment more than doubled from
5.7 percent in 2008 to 12.4 percent in 2012,
unleashing job?seeking emigration, especially among
the young Bulgarians. The government has
responded with a series of short?term measures
(e.g., subsidized employment) to restore growth and
employment. In the longer term, however,
continuously building a skilled workforce will be
fundamental for Bulgaria’s competitiveness and for
promoting sustained growth and shared prosperity,
especially in light of the country’s projected sharp
decline in the workforce due to population aging. In
light of the above, the government is considering a
number of reforms of the education sector, including
a new underlying law on preschool and school
education and amendments to the law on vocational
and technical training.

de travail du Maroc. Elle est basée sur un outil
