With digitalisation, deepening globalisation and population ageing, the world of work is changing. The extent to which individuals, firms and economies can harness the benefits of these changes critically depends on the readiness of adult learning systems to help people develop relevant skills for this changing world of work. This report presents the key results from the Priorities for Adult Learning (PAL) Dashboard which facilitates comparisons between countries along seven dimensions of the readiness of adult learning systems to address future skill challenges. Based on the dashboard, the report highlights in which areas action is needed, and policy examples from OECD and emerging countries throughout the report illustrate how these actions could be implemented.

Co-chaired by South African President Cyril Ramaphosa and Swedish Prime Minister Stefan Löfven, the independent 27-member Commission includes leading global figures from business, trade unions, think tanks, government and non-governmental organizations. It was established by the International Labour Organization in 2017 as part of the ILO’s Future of Work Centenary Initiative. The Organization marks its centenary in 2019.

Among the key issues considered by the Commission are new forms of work, the institutional ramifications of the changing nature of work, lifelong learning, greater inclusivity and gender equality, the measurement of work and human well-being, and the role of universal social protection in a stable and just future of work.

Cette commission indépendante de 27 membres regroupe des personnalités mondiales du monde des affaires, des syndicats, des groupes de réflexion, ainsi que des organisations gouvernementales et non gouvernementales, sous la houlette de ses deux coprésidents, le Président de la République d’Afrique du Sud, Cyril Ramaphosa, et le Premier ministre suédois, Stefan Löfven. La commission a été créée en 2017 dans le cadre de l'Initiative du centenaire sur l'avenir du travail de l'Organisation internationale du Travail. L'OIT célèbre son 100e anniversaire en 2019.

The new Cedefop database ‘Matching skills: Inspiring policies for anticipating and matching skill needs’ presents education and training and labour market policy instruments in EU Member States that aim to match individuals’ skills (jobseekers and students) to current and anticipated labour market needs. The tool, which is designed for policy-makers working on education and training, skills, (active) labour market policy and related policy areas, showcases innovative and recently implemented policy instruments aimed at tackling unemployment or making vocational education and training (VET) more responsive to future labour market developments, using information on labour market trends and anticipated skill needs.

It helps understand, in a comparative manner, the approaches used and the rationales behind them; it provides information on practical organisation, funding and stakeholder involvement; it also provides insight on how innovative and successful a policy instrument is and whether it could be successfully applied elsewhere.

The database structures and displays information in a way that can be readily accessed and interpreted. It includes:
- 126 current skills matching policies – to aid jobseekers’ return to work and job mobility, and provide better guidance for school-to-work transitions;
- 31 anticipating future skills policies – to better prepare the workforce for the future of work;
- Comprehensive overviews for all EU Member States – to learn and understand what EU countries are doing to promote better skills matching;
- A map interface to quickly locate policy instruments in particular countries;
- A user feedback section and a template to report on additional skills matching policies in each Member State.

On the 27th of September, Cedefop will release the European Skills Index. On this occasion, a launch event will take place in Brussels.

The aim of the event is to present and discuss the results of the ESI and debate their implications for skills and labour market policies. Country rankings will be presented along with identifying key areas calling for intervention at both EU and country level. A panel debate will discuss how such an index can be used as a policy tool.

As a composite index, the European Skills Index (ESI) collapses a large number of indicators into a single measurement of a country’s skills system. The ESI considers three dimensions of a skills system: (a) skills development, (b) skills activation, and (c) skills matching. These distinct areas capture three different stages of the route of from learning to skills utilization in the labour market and at work.

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. Anticipating and building skills for the future is essential to a rapidly changing labour market. This applies to changes in the types and levels of skills needed as well as in occupational and technical areas. Effective methods to anticipate future skills needs and avoid potential mismatches include: sustained dialogue between employers and trainers, coordination across government institutions, labour market information systems, employment services and performance reviews of training institutions.

There is a critical need for a greater overall investment in education and training, particularly in developing countries. Education and training investments should be closely linked to economic and employment growth strategies and programmes. Responsibility should be shared between the government (primary responsibility), enterprises, the social partners, and the individual. To make lifelong learning for all a reality, countries will need to make major reforms of their vocational and education and training systems. School-to-work schemes for young people should integrate education with workplace learning. Training systems need to become more flexible and responsive to rapidly changing skill requirements. Reforms should also focus on how learning can be facilitated, not just on training for specific occupational categories.
