Access for all to good quality education, vocational training and workplace learning is a fundamental principle of social cohesion and economic growth. Some groups of people may require targeted attention if they are to benefit from education, training and employment opportunities.  

This is particularly the case for disadvantaged youth, lower skilled workers, people with disabilities, and people in rural communities. The attractiveness of vocational education and training is enhanced when combined with entrepreneurship training and when public policies encourage utilization of higher skills by business.

The first objective of the report is to provide an updated conceptual framework to study skill mismatch. The framework details the possible causes of mismatch and groups them into broad categories. It then reviews the strategies available to measure skill mismatch, discusses the type of mismatch they are supposed to capture, their ability to capture it, and their limits.

The second objective of the report is to understand the links of these measured skills with labor market outcomes to see if they can provide market relevant information that can justify their cost. We analyze whether employment and wage outcomes are explained to a larger extent by measures of skills or by information on education, which is much easier to acquire.

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. Skills and employment policies should be viewed together.  The full value of one policy set is realized when it supports the objectives of the other.  For investments in education and training to yield maximum benefit to workers, enterprises, and economies, countries’ capacities for coordination is critical in three areas: connecting basic education to technical training and then to market entry; ensuring continuous communication between employers and training providers so that training meets the needs and aspirations of workers and enterprises, and integrating skills development policies with industrial, investment, trade, technology, environmental, rural and local development policies.

The Interagency Group on Technical and Vocational Education and Training (IAG-TVET) was convened by UNESCO in 2008 to ensure a good coordination of activities by the key international organisations involved in the delivery of policy advice, programmes and research on TVET. It enhances knowledge-sharing and a common understanding of key issues. Ultimately, the group seeks to better leverage the work of each member organisation to help countries design and implement more effective TVET policies to improve productivity, economic prosperity, sustainable development and employment opportunities.

The IAG-TVET comprises the United Nations Educational, Scientific and Cultural Organization (UNESCO), the International Labour Organization (ILO), the Organisation for Economic Co-operation and Development (OECD), the United Nations Industrial Development Organization (UNIDO), the World Health Organization (WHO) and the World Bank (WB). Regionally-based members include the African Development Bank (AfDB), the Asian Development Bank (ADB), the European Commission (EC), the European Training Foundation (ETF), the European Centre for the Development of Vocational Training (Cedefop) and the Inter-American Development Bank (IADB).

The worst global crisis since the Second World War, the COVID-19 pandemic continues to severely affect public health and cause unprecedented disruptions to economies and labour markets. Since the release of the second edition of the ILO Monitor on 7 April, global COVID-19 infections have more than doubled to reach nearly 2.6 million on 22 April 2020, while the number of deaths has more than tripled, approaching 180,000 worldwide.

Social dialogue has a vital role to play in supporting the transition from the informal to the formal economy. This transition is a key policy issue that demands urgent attention if the brighter future, called for by the International Labour Organization’s (ILO) Global Commission on the Future of Work in 2019, is to be realized.

Drawing on case studies from around the world, this thematic brief illustrates how social dialogue, involving governments and representative employers’ and workers’ organizations, has, in different ways and at different levels, contributed to the transition to formality and the reduction of decent work deficits in the informal economy.

The brief aims to assist all concerned stakeholders in understanding the role of social dialogue in the design and implementation of effective formalization strategies, in the context of the Sustainable Development Agenda 2030 and the relevant international labour standards.

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. Career guidance and counselling, career education and lifelong development of skills for employability are key for success in learning activities, effective career transitions, livelihood planning, entrepreneurship and in increasing labour market participation. They are instrumental in promoting skills utilization, recognition (RPL), as well as in improving enterprise human resource management.

Career development activities encompass a wide variety of support activities including career information and advice, counselling, work exposure (e.g. job shadowing, work experience periods), assessment, coaching, mentoring, professional networking, advocacy, basic and employability skills training (curricular and non-curricular) and entrepreneurship training. It is often an area which is fragmented across different ministries (e.g. education, TVET, employment, youth) requiring an effort to achieve the necessary coordination to provide adequate support to individuals during learning, employment and unemployment/inactivity periods.

También examina los ingresos y la evolución social y proporciona un indicador de malestar social.

Las principales conclusiones son que se espera que el desempleo aumente después de un largo período de estabilidad y que muchas personas trabajen menos horas remuneradas de las que les gustaría o no tienen acceso suficiente al trabajo remunerado. El informe también analiza de cerca los déficits de trabajo decente y las persistentes desigualdades en el mercado laboral, y señala que la desigualdad de ingresos es mayor de lo que se pensaba anteriormente.

This report provides an overview of global and regional trends in employment, unemployment, labour force participation and productivity, as well as dimensions of job quality such as employment status, informal employment and working poverty. It also examines income and social developments, and provides an indicator of social unrest. According to the new World Employment and Social Outlook: Trends 2020 (WESO) report, almost, half a billion people are working fewer paid hours than they would like or lack adequate access to paid work.

In addition, the WESO shows that unemployment is projected to increase by around 2.5 million in 2020.

The report shows that the mismatch between labour supply and demand extends beyond unemployment into broader labour underutilization. In addition to the global number of unemployed (188 million), 165 million people don’t have enough paid work and 120 million have either given up actively searching for work or otherwise lack access to the labour market. In total, more than 470 million people worldwide are affected.

The report also looks at labour market inequalities. Using new data and estimates it shows that, at the global level, income inequality is higher than previously thought, especially in developing countries.

Moderate or extreme working poverty is expected to edge up in 2020-21 in developing countries, increasing the obstacles to achieving Sustainable Development Goal 1 on eradicating poverty everywhere by 2030.

Moreover, the report looks at labour market inequalities. Using new data and estimates it shows that, at the global level, income inequality is higher than previously thought, especially in developing countries. Currently working poverty (defined as earning less than US$3.20 per day in purchasing power parity terms) affects more than 630 million workers, or one in five of the global working population.

Le principal objectif du cours est de conférer aux participants une bonne compréhension des principales fonctions, composantes et applications d’un système d’information sur le marché du travail (SIMT). Le cours mettra en évidence combien un SIMT effi cace est essentiel pour la conception, la mise en œuvre, le suivi et l’évaluation de politiques du marché du travail et de l’emploi fondées sur des preuves.

Adoptant une approche systématique, ce cours conférera les compétences pratiques et dispensera des conseils pour comprendre la dynamique d’un système d’information sur le marché du travail (SIMT) effi cace et effi cient. Il est articulé autour des modules suivants:

• Vue d’ensemble des statistiques du travail et analyse;
• Collecte et compilation de données et informations sur le marché du travail;
• Création d’un référentiel d’informations (données et indicateurs);
• Développement de capacités d’analyse et d’outils, y compris surveillance et suivi des indicateurs, analyse des relations et création de modèles économétriques et projections;
• Arrangements institutionnels, mécanismes de coordination et réseaux pour un SIMT efficace.

Cible: Statisticiens et analystes des offi ces statistiques nationaux, ministères du Travail et des institutions et autres organismes gouvernementaux en charge de l’analyse des données sur le marché du travail; personnel des instituts de recherche, universités, organisations internationales, agences de développement et organisations non gouvernementales.
