The costs of a persistent misalignment between the supply and demand for skills are substantial, ranging from lost wages for workers to lower productivity for firms and countries. Addressing skills imbalances has become even more of a concern as OECD governments reflect on the implications of technological progress, digitisation, demographic change and globalisation for jobs and work organisation. In light of these challenges, OECD has undertaken new research to shed light on how countries measure changing skill needs while ensuring that employment, training and migration institutions are responsive to the emergence of new skill requirements. The Getting Skills Right in Sweden review offers an in-depth analysis of the key areas where policy action is required to spur the development of an efficient system for skills assessment and anticipation to inform policy in the country. The report provides an assessment of practices in the following areas: i) the collection of information on existing and future skill needs; ii) the use of skill needs information to guide policy development in the areas of labour, education and migration; and iii) the existence of effective governance arrangements to ensure good co-ordination among the key stakeholders in the collection and use of skill needs information.

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. Career guidance and employment services

Career guidance and counselling, career education and lifelong development of skills for employability are key for success in learning activities, effective career transitions, livelihood planning, entrepreneurship and in increasing labour market participation. They are instrumental in promoting skills utilization, recognition (RPL), as well as in improving enterprise human resource management.

Career development activities encompass a wide variety of support activities including career information and advice, counselling, work exposure (e.g. job shadowing, work experience periods), assessment, coaching, mentoring, professional networking, advocacy, basic and employability skills training (curricular and non-curricular) and entrepreneurship training. It is often an area which is fragmented across different ministries (e.g. education, TVET, employment, youth) requiring an effort to achieve the necessary coordination to provide adequate support to individuals during learning, employment and unemployment/inactivity periods.

Migrant workers

According to the ILO global estimates on migrant workers, there were around 164 million migrant workers in 2017. 

Migrant workers contribute to growth and development in their countries of destination, while countries of origin greatly benefit from their remittances and the skills acquired during their migration experience. Yet, many migrant workers face challenges in accessing quality training and decent jobs including under-utilization of skills, a lack of employment or training opportunities, lack of information, and exploitation of low-skilled workers.

To address these challenges, countries need to strengthen skills anticipation systems to inform migration policies, increase access to education and training, and establish bilateral or multilateral recognition of qualifications and skills.

This manual provides an overview of the Skills for Trade and Economic Diversification (STED) programme’s results based management (RBM), and monitoring and evaluation (M&E) system and guidance on its application. It explains how and what will be: (i) monitored for STED interventions and the programme as a whole, to determine whether they are on track in achieving their intended results; and (ii) measured to estimate the impact and determine the effectiveness and sustainability of interventions.

The manual serves as a guide for programme implementation and RBM, and also as a communication tool that allows STED and other ILO staff, national and sector stakeholders, collaborating experts, donors, and other development partners to understand how the programme’s objectives and targets will be measured.

Aims to deepen understanding of the labour market effects of various types of skill mismatch and how they can be best measured in different country contexts. It will include ILO research and also present the work of other partner international organizations.

High and persistent levels of unemployment together with job vacancies that remain unfilled are often attributed to mismatches between jobs and skills. However, the idea of skills mismatch does not always explain why employers are unable to fill the vacancies they have. Skills mismatches are driven by low quality education and systems, demographic change, rapid technological development, new sources of job creation and newly created forms of work organization. Regardless, skills mismatch can negatively affect labour market outcomes, workers’ productivity, competitiveness and economic growth. Consequently, due to its impact on rising unemployment, the topic is a priority for ILO tripartite constituents and directly linked to the ILO´s work on employment and its Future of Work Initiative. In this context, the ILO´s Global Product on Jobs and Skills Mismatch has been launched to undertake new research, develop new knowledge products and provide support to constituents on how they can better understand the labour market impact of various forms of skill mismatch. The Global Product will also contribute to the 2030 Sustainable Development Agenda by proposing measures for both developed and developing countries to promote jobs and reduce skills mismatches, as well as to improve the quality and relevance of skills and job creation systems.

This conference is one of the major outputs of the Global Product. The conference will consider both new research on the different forms of mismatch and the measurement challenges that impact our understanding of this issue. The conference will also provide a global perspective on the topic by presenting insights from the Asia Pacific, Europe, Latin America and Africa regions.

Part of the new skills at work series This report aims to show how different users—job seekers, employers, and other stakeholders—are interacting with new technologies. It explores how the injection of technological platforms and applications is changing traditional labor market matching interactions. The report also identifies the benefits and challenges of using these technologies, and reveals further questions and realities that must be confronted for labor market matching technology to have its greatest impact.

Throughout the report, the difficulties facing low- and middle-skill workers are highlighted. The report is intended to serve as a platform for discussion as labor market leaders plan for future use of continually evolving technological tools for connecting workers and employers.

This paper looks at the changing world of work, including the role of information and communications technology, and the new virtual, dispersed worker. It outlines mobile technology as a means of reaching the new workers, and collects challenges and lessons learned to inform future outreach. The world of work is changing. A major factor contributing to this is the proliferation of information and communication technologies, with mobile technology playing a central role. More and more people are able to access the Internet through their mobile devices. This has empowered them to work from anywhere but it has also led to the decline of traditional forms of employment. In the broader development context, mobile technology has been used extensively to reach beneficiaries and target audiences. Overall, this presents organizations with a challenge but also an opportunity to adapt projects and interventions to new technologies. This paper outlines technological and institutional hurdles related to the future uptake and implementation of mobile technology platforms and the use of mobile technology as a means of outreach.

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. Developed by the European Training Foundation (ETF), the International Labour Office and the European Centre for the Development of Vocational Training (Cedefop). For developing and transition countries, skills matching and anticipation is becoming an even more complex task given their particular socio-economic conditions, weak institutions, capacities and governance systems. Many developing countries have limited labour market information, considered the backbone of any education and employment strategy, and more effort and investment is needed to build robust information systems. At the same time, even limited evidence can be better, and more efficiently used, with proper methodological tools and analyses.

To respond to these challenges, the European Training Foundation (ETF), the European Centre for the Development of Vocational Training (Cedefop) and the International Labour Office have joined forces and combined expertise and geographic coverage to develop a compendium of methodological guides on anticipation and matching of skills supply and demand. They include:
