There is a critical need for a greater overall investment in education and training, particularly in developing countries. Education and training investments should be closely linked to economic and employment growth strategies and programmes. Responsibility should be shared between the government (primary responsibility), enterprises, the social partners, and the individual. To make lifelong learning for all a reality, countries will need to make major reforms of their vocational and education and training systems. School-to-work schemes for young people should integrate education with workplace learning. Training systems need to become more flexible and responsive to rapidly changing skill requirements. Reforms should also focus on how learning can be facilitated, not just on training for specific occupational categories.

Future [inc] is a series of thought leadership pieces written in conjunction with Chartered Accountants Australia and New Zealand. This analysis contributes to the debate for developing the prosperity of Australia and New Zealand. Our economy and society are being shaped by large-scale shifts, from globalisation to digital disruption. Businesses are facing more intense pressures to respond to changing customer demands and new market entrants. Policy makers are reshaping their agendas. The forces of disruption are not just being driven by start-ups and felt by business leaders – they’re driving change in the workforce and labour market.

Two-thirds of those with less than five years’ experience (early-career Australians) expect that their job will not exist, or will fundamentally change, in the next 15 years. If they are correct, this means that there is likely to be a period of transition. Many will have to reskill, retrain or change jobs.

This paper shows that the workforce will change significantly in coming years. Using an extensive survey, it considers what this means for careers, skills, education and workplaces.

Part of the compendium of methodological guides on anticipation and matching of skills supply and demand developed by the European Training Foundation (ETF), the International Labour Office and the European Centre for the Development of Vocational Training (Cedefop). This guide, which is a part of the ETF, ILO and Cedefop series of guides on skills anticipation and matching, covers the development and carrying out of establishment skills surveys. Such surveys are designed to generate data on employers’ skills needs and their human capital development strategies. If done regularly, the surveys help to analyse the trend in skills needs and identify potential skills bottlenecks. Survey results can be used in designing and improving training provision, career guidance, skills development policy evaluation, and reshaping business strategies for human resource management and development. The audience for this guide is mainly those who make decisions about undertaking surveys and oversee their implementation (in ministries, human resource development agencies and other relevant bodies) and those directly involved in survey design and implementation, such as survey managers, data collectors and analysts.

Youth employability

Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

ILO centenary initiative Around the world, in economies at all stages of development, profound changes in the nature of work are underway. Numerous and diverse drivers account for these: demographic shifts, climate change, technological innovation, shifting contours of poverty and prosperity, growing inequality, economic stagnation and the changing character of production and employment. The transformations we witness now challenge us to imagine the future of work over the long term in order to steer this evolution in the direction of social justice. Rising widespread anxiety about whether the future will produce greater polarization within and between countries brings urgency to this task.

Recognizing the pressing need to begin marshalling global expertise to make the future of work the one we want, the ILO launched the Future of Work Centenary Initiative in 2013. Under the Initiative, this Symposium presents an important step to gain greater understanding of the changes we are witnessing and to develop effective policy responses that can shape the future of work. The Symposium will be structured around the Initiative’s four “centenary conversations” -- work and society, decent jobs for all, the organization of work and production, and the governance of work – and will gather international thinkers and actors who are at the forefront of debates on each topic. A special session will discuss the perspectives for and views of young people – including representatives of the social partners – in the future of work they will experience.

Working paper This analysis provides an overview of the current practices and mechanisms on skills needs identification and matching in the six South Eastern European (SEE) countries: Albania, Bosnia and Herzegovina, Kosovo, the former Yugoslav Republic of Macedonia, Montenegro and Serbia. It complements similar stocktaking activities that have taken place in the six Eastern European countries (Armenia, Azerbaijan, Belarus, Georgia, Moldova and Ukraine). This is in line with the initiative the ETF has started in collaboration with the Organisation for Economic Cooperation and Development (OECD), the European Centre for the Development of Vocational Training (Cedefop) and the International Labour Office (ILO), to identify and support effective strategies among countries in collecting and using skills needs information.

Under this joint initiative, a common instrument, entitled Questionnaire on assessing, anticipating and responding to changing skills needs (the standard questionnaire, see Annex 1), was designed for all the countries and sent to the ministries of Labour and Education (including specialised/executive agencies), employers’ associations, trade unions and other stakeholders in each country. The survey was conducted in the SEE countries from January to April 2015.

In recent years, there has been a revival of concerns that automation and digitalisation might after all result in a jobless future. The debate has been fuelled by studies for the US and Europe arguing that a substantial share of jobs is at “risk of computerisation”. These studies follow an occupation-based approach proposed by Frey and Osborne (2013), i.e. they assume that whole occupations rather than single job-tasks are automated by technology. As we argue, this might lead to an overestimation of job automatibility, as occupations labelled as high-risk occupations often still contain a substantial share of tasks that are hard to automate. Our paper serves two purposes. Firstly, we estimate the job automatibility of jobs for 21 OECD countries based on a task-based approach. In contrast to other studies, we take into account the heterogeneity of workers’ tasks within occupations. Overall, we find that, on average across the 21 OECD countries, 9 % of jobs are automatable. The threat from technological advances thus seems much less pronounced compared to the occupation-based approach. We further find heterogeneities across OECD countries. For instance, while the share of automatable jobs is 6 % in Korea, the corresponding share is 12 % in Austria. Differences between countries may reflect general differences in workplace organisation, differences in previous investments into automation technologies as well as differences in the education of workers across countries.
