Africa development forum series The report notes that many youth employment challenges are problems of employment in general. However, youth is a time of transition, and young people face particular contraints to accessing productive work. The report brings together original analysis of household and labour force surveys; it reviews the experience of a number of promising interventions across the continent; it draws from qualitative studies in several countries; and it surveys the most up-to-date evidence from rigorous evaluations of policies and programs. From this information base, the report provides guidance to policy makers on how to intervene along two dimensions – human capital and the business environment – and in three priority areas – agriculture, household enterprises, and the modern wage sector. The ultimate goals are to increase productivity, improve livelihoods, and multiply opportunities for young people.

Africa development forum series The report examines obstacles faced by households and firms in meeting the youth employment challenge. It focuses primarily on productivity—in agriculture, in nonfarm household enterprises (HEs), and in the modern wage sector—because productivity is the key to higher earnings as well as to more stable, less vulnerable, livelihoods. To respond to the policy makers’ dilemma, the report identifies specific areas where government intervention can reduce those obstacles to productivity for households and firms, leading to brighter employment prospects for youth, their parents, and their own children.

Ce rapport s’attache en premier lieu à esquisser la dynamique du défi de l’emploi des jeunes en Afrique subsaharienne aujourd’hui. Le rapport met essentiellement l’accent sur la productivité (dans l’agriculture, dans les entreprises familiales non agricoles et dans le secteur des emplois salariés modernes) — qui est indispensable pour des revenus plus élevés, plus stables et moins vulnérables.

The report summarizes the discussions that were held during the e-Forum online conference exploring the role of TVET in tackling the youth unemployment issue. The objective of the forum was to gather knowledge, experience, research and ideas on ‘what works’ in youth-focused TVET and what steps TVET institutions need to take to increase their effectiveness in promoting youth employment. Of an estimated 1 billion people with disabilities in the world today, some 785 million are of working age. While many are successfully employed and fully integrated into society, most face a disproportionate level of poverty and unemployment. This is a massive loss both to them and their countries. The publication examines the transition of young adults with disabilities from school to tertiary education and work. It analyses the policy experiences of several OECD countries and identifies recent trends in access to education and employment as well as best transition policies and practices. Which factors foster or hinder the transition to tertiary education and work? What are the strengths and weaknesses of policies and support given to young adults with disabilities?

It shows that access to tertiary education for young adults with disabilities has improved significantly over the past decade. However, despite the progress that has been made, the transition to tertiary education is still harder for young adults with disabilities than it is for other young adults. Students with disabilities are also less likely than their non-disabled peers to successfully complete their studies, or to access employment.

The study also provides policy recommendations for governments and education institutions. These recommendations are designed to give young adults with disabilities the same success and transition opportunities that other young adults already enjoy and to improve hereby their right to education and to inclusion.

OECD Skills Studies The OECD’s international Survey of Adult Skills aims to help countries secure better skills policies by measuring the basic skills of adults in 24 countries and demonstrating how these skills relate to economic and social outcomes. The current report, exploring the main results from the United States, underlines how the U.S. compares with other countries and what this means for policy-making. It puts forward a set of key recommendations that include strengthening initial schooling, supporting adult learning, and developing a set of coherent policies to address the needs of those with the weakest skills.

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. This study represents the results of an international literature review evaluating the state of knowledge on the relationship between practices relating to employee voice, working conditions, safety and health, skills development and to positive outcomes in small and medium-sized enterprises (SMEs). The review is informed by an understanding that firms’ resources and capabilities, and owner/manager motivations, have a role in this relationship, as do external interactions – i.e. the diverse market and regulatory/ institutional contexts that condition competitive advantage and enterprise survival.

The study reveals an increasing research trend to focus on bundles of practice rather than on individual practices, as an approach that can more effectively translate and link practices to positive business outcomes. Many of the bundles identified as being effective by researchers include independent, non-company-driven voice mechanisms such as trade unions, which although sometimes present are also less common in SMEs than in larger enterprises, even in developed economies. State intervention/ regulation and multi-stakeholder involvement are seen to play a significant positive role in this regard, although there is substantial variation in the extent and effectiveness of such influences on firms of different types, size and national contexts.

Access for all to good quality education, vocational training and workplace learning is a fundamental principle of social cohesion and economic growth. Some groups of people may require targeted attention if they are to benefit from education, training and employment opportunities.  

This is particularly the case for disadvantaged youth, lower skilled workers, people with disabilities, and people in rural communities. The attractiveness of vocational education and training is enhanced when combined with entrepreneurship training and when public policies encourage utilization of higher skills by business.

Initial education and training and lifelong learning benefit individuals, employers and society as a whole. Economic principles dictate that the costs for services with public and private benefits should be shared between public and private funding, or else too little training will be provided or taken up. Effective mechanisms for financing skills development vary according to countries’ economic and political circumstances and the degree and level of social dialogue established.

The National Policy on Vocational Education and Training of Botswana has the following objectives:

• providing an integrated system with a close link between general education and vocational education which enhances recognition of prior learning, mobility, open career and educational paths;
• involving all stakeholders in the provision of vocational education and training through joint responsibility for planning, designing, monitoring, financing, and implementing programmes in the most cost-effective manner;
• providing adequate resources and open access to vocational education and training programmes whilst catering for disadvantaged groups;
• providing vocational education and training programmes which promote “total training” (i.e. the development of knowledge, skill, positive work attitudes, quality consciousness, and belief in training as a way of life), and emphasises training for self-employment, adaptability to technological change, increased productivity, and diversification of the economy.

The scope of the Policy encompasses both formal and non-formal skills training; life-long learning as an integral part of overall human resource development; public institutional training, employer-based training, and the private training institutions; and training for both the formal and informal sectors of the economy including self-employment.

Skills and employment policies should be viewed together.  The full value of one policy set is realized when it supports the objectives of the other.  For investments in education and training to yield maximum benefit to workers, enterprises, and economies, countries’ capacities for coordination is critical in three areas: connecting basic education to technical training and then to market entry; ensuring continuous communication between employers and training providers so that training meets the needs and aspirations of workers and enterprises, and integrating skills development policies with industrial, investment, trade, technology, environmental, rural and local development policies.

Youth employability

Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

The G20 Labour and Employment and Finance Ministers’ Communiqué, adopted at the Joint G20 Finance and Labour Ministers' Meeting (19 July 2013, Moscow), stresses the importance of coordinated and integrated policies to act on both the demand and supply sides of labour markets. Among six policy fields identified by Ministers as important for a broad range of countries is promoting well-targeted cost effective and efficient labour activation programs, focused on skills training and upgrading, fostering youth employment, promoting vocational training and apprenticeships and facilitating exchange of best practices among G20 countries and social partners on activation policies.
