In some countries vocational education and training (VET) suffers from an image problem. Lack of investment, limited quality management and “dead ends” in terms of progression pathways have contributed to a negative perception of the sector and a reticence from learners to choose a VET programme. Current EU education and training policy recognises this issue and improving the quality and attractiveness of VET is therefore a key priority.

This brochure provides an overview of the actions and conditions that make initial vocational education and training (IVET) more attractive to learners. Key characteristics of attractive IVET pathways and programmes are also presented.

These findings are the results of the ENQA-VET thematic group on making VET more attractive for learners. The outcomes of the thematic group’s deliberations are intended to feed into and add value to the debate on the attractiveness of VET and inform approaches to the implementation of the European Quality Assurance Reference Framework for VET (EQARF).

Women represent both half of the world's population – and half the world's economic potential. Their participation in the labour market reduces poverty because they often invest 90 per cent of their income in the well-being, education and nutrition of their families. Yet labour force participation by women has stagnated at about 55 per cent globally since 2010. Moreover, women are disproportionately represented in precarious work – low-paid, low-skilled and insecure jobs.

Training plays an important role in the pursuit of equality of opportunity and treatment for women and men in the world of work. Yet women often lack access to technical and vocational education and training. Many also lack the basic functional skills, such as literacy and numeracy, to participate meaningfully in the work force. Overcoming this challenge requires the adoption of a life-cycle approach. This includes improving girls’ access to basic education; overcoming logistic, economic and cultural barriers to apprenticeships and to secondary and vocational training for young women; and meeting the training needs of women re-entering the labour market and of older women who have not had equal access to opportunities for lifelong learning.

This case study was developed as part of the evaluation of Australian aid support for women’s economic empowerment conducted by the Office of Development Effectiveness. It is based on information collected from informant interviews and group discussions during the field visit to Vanuatu, as well as a review of relevant Vanuatu country program and initiative documents. The case study examines successful approaches to promote gender equality and women’s economic empowerment pursued at the country program level and within initiatives. It discusses what these efforts have achieved and identifies key challenges that have limited effectiveness.

Rwanda is one of the countries in Sub-Saharan Africa that has made great strides in promoting gender equality and women’s empowerment, The country has for example registered great success politically (having the highest number of women parliamentarians in the world, at 56%), and within the education sector, Rwanda has managed to close the gender gap in gross and net enrolments in primary education. Despite these great achievements, however, the challenge remains in applying appropriate strategies to replicate this success in achieving gender parity and equality at other levels of education and skills development and in particular the Technical and Vocational Education and Training (TVET) sub-sector. The TVET sub-sector is usually characterised by gender inequalities and stereotyping; girls and boys are channelled or channel themselves into different paths. The different paths usually result in different outcomes and in particular different earnings. This report provides a gender analysis of the 2008 TVET Policy in Rwanda and outlines gender and education related interventions for the policy with emphasis on girls and young women.

Eight out of 10 of the world’s working poor who live on US $1.25 per day live in rural areas, where many are caught in vulnerable employment, especially in agriculture.Flourishing rural areas are vital to regional and national development. Yet, rural economies tend to face a wide range of challenges that urban areas are more likely to overcome. These include access to transportation, sanitation and health services, and a consumer base in close proximity to support small and medium enterprise development. Women and men working in rural areas also face difficulties associated with a paucity of economic opportunities, under investment, poor infrastructure and public services, including education, and, in many cases, weak governance and underdeveloped markets.

Education, entrepreneurship, and physical and social infrastructure all play an important role in developing rural regions. Skills are central to improving employability and livelihood opportunities, reducing poverty, enhancing productivity and promoting environmentally sustainable development.

In recent years, many tertiary graduates have had difficulties finding a job, while factories have been struggling to recruit workers. Notwithstanding rapidly increasing education attainment, graduates’ skills do not seem to match those demanded by the market. Moreover, structural changes in the economy aggravate the shortage of skills in newly emerging industries. While the problem is widely recognised, empirical studies of the issue are scarce and the skills gap has not been quantified.

This paper aims at gaging the skills and knowledge gap of tertiary graduates of universities and vocational colleges across China. It also looks at the employment and wage prospects of graduates with different educational backgrounds. Inequalities in educational opportunities, stemming in particular from the urban-rural divide and to a lesser extent from the social background, shape careers and lives.

The best primary and middle schools are located in the biggest cities and until recently children competed for a place at such schools. In third and fourth-tier cities or in rural areas, in contrast, there are fewer choices and thus less chance to get into a 'model' high school or a top university. The family background also tends to have an impact on the choice of a school or profession and on future earnings. This paper discusses various aspects of inequalities related to the place of upbringing, family background and geographical area. Micro-level data analysis is complemented by an investigation into inequalities of various aspects of education at the city and county levels.

There is a critical need for a greater overall investment in education and training, particularly in developing countries. Education and training investments should be closely linked to economic and employment growth strategies and programmes. Responsibility should be shared between the government (primary responsibility), enterprises, the social partners, and the individual. To make lifelong learning for all a reality, countries will need to make major reforms of their vocational and education and training systems. School-to-work schemes for young people should integrate education with workplace learning. Training systems need to become more flexible and responsive to rapidly changing skill requirements. Reforms should also focus on how learning can be facilitated, not just on training for specific occupational categories.

The Asia-Pacific region is home to 4.3 billion people, constituting as much as 60 per cent of the world’s population (UNESCAP, 2013). Since 2000, the Asia-Pacific region has had considerable success by measure of the Millennium Development Goals, particularly, in reducing poverty. Despite rapid economic growth, social development, and technological advances, the Asia-Pacific region continues to face significant challenges, especially in providing good governance, improving the quality of life, and reducing inequalities at the regional, sub-regional, and country level. Addressing these challenges will be central to the post-2015 development agenda and vital to the region’s prosperity. This regional synthesis report has been prepared by analysing and consolidating findings of the national EFA reports. Its purpose is to elucidate the major achievements, trends and issues arising from the analysis. Its main focus is to track the progress towards achieving the EFA Goals; which include the development and acquisition of life skills and lifelong learning as well as adult education.

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. An apprenticeship is a training organized by a company to a potential worker in work site to obtain specific skill. For company, the purpose of apprenticeship is to have a worker who has qualified skill as needed by the company. While for the apprentices, the purpose is to obtain the skill needed to get job in line with the skill obtained during the apprenticeship. Therefore, the apprenticeship is a relation between the skill seeker and skill provider within the employment environment. Apprenticeship is not a training given by the company to a student as a condition to obtain specific skill as the requirement in school curriculum.

This book is a survey report concerning the apprenticeship practices conducted by the companies in Jabodetabek (Jakarta-Bogor-Depok-Tangerang-Bekasi) area and Balikpapan. This report reflected various aspects in apprenticeship such as recruitment of apprentices, program and duration of apprenticeship, organization of apprenticeship, certification, recruitment of the worker from the result of apprenticeship, etc.

Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. There is a critical need for a greater overall investment in education and training, particularly in developing countries. Education and training investments should be closely linked to economic and employment growth strategies and programmes. Responsibility should be shared between the government (primary responsibility), enterprises, the social partners, and the individual. To make lifelong learning for all a reality, countries will need to make major reforms of their vocational and education and training systems. School-to-work schemes for young people should integrate education with workplace learning. Training systems need to become more flexible and responsive to rapidly changing skill requirements. Reforms should also focus on how learning can be facilitated, not just on training for specific occupational categories.

Education 2030: Towards inclusive and equitable quality education and lifelong learning for all A transformative vision for education over the next 15 years has been adopted at the World Education Forum in Incheon, Republic of Korea. The Incheon Declaration was welcomed by the global education community, including government ministers from more than 100 countries, non-governmental organizations and youth groups. It encourages countries to provide inclusive, equitable, quality education and life-long learning opportunities for all. The Declaration will underpin the education targets in the Sustainable Development Goals that will be ratified at the United Nations in September 2015.
