The OECD Skills Strategy provides a strategic and comprehensive approach for ensuring that people and countries have the skills to thrive in a complex, interconnected and rapidly changing world. The updated 2019 OECD Skills Strategy takes account of the lessons learned from applying the original skills strategy in 11 countries since 2012, while also incorporating new OECD evidence about the skills implications of megatrends, such as globalisation, digitalisation, population ageing, and migration. The Strategy also incorporates new learning from across the OECD about skills policies that work in these three broad components: developing relevant skills over the life course, using skills effectively in work and society, and strengthening the governance of skills systems.

Part of the European Union funded Skills and Technical Education Programme (STEP) in Malawi.

As part of STEP’s objective of supporting an equitable and gender balanced TEVET system and to improve the quality and relevance of the training, new Codes of Conduct (CoCs) were developed for TEVET Instructors and Administration Staff, and for TEVET Trainees. In addition, a comprehensive trainee orientation programme was designed as a way to create a positive learning environment, where all trainees feel well supported by their college and motivated to complete their course. Instructions on how to run the orientation programme were outlined in an Orientation Programme guide booklet (OP) and principals and instructors from the TEVET institutions were trained in the new Codes of Conduct and in delivering the orientation programme. An orientation pack was developed for new TEVET trainees, which included a Trainee Orientation Manual (OM), along with a set of pamphlets communicating the information from the CoC, OP and OM in accessible formats. Finally, a set of posters was developed with the same information.

According to the ILO global estimates on migrant workers, there were around 164 million migrant workers in 2017. 

Migrant workers contribute to growth and development in their countries of destination, while countries of origin greatly benefit from their remittances and the skills acquired during their migration experience. Yet, many migrant workers face challenges in accessing quality training and decent jobs including under-utilization of skills, a lack of employment or training opportunities, lack of information, and exploitation of low-skilled workers.

To address these challenges, countries need to strengthen skills anticipation systems to inform migration policies, increase access to education and training, and establish bilateral or multilateral recognition of qualifications and skills.

Africa Development Forum Series

Sub-Saharan Africa has the youngest population of any region of the world, and that growing working-age population represents a major opportunity to reduce poverty and increase shared prosperity. But the region’s workforce is the least skilled in the world, constraining economic prospects. Despite economic growth, declining poverty, and investments in skills-building, too many students in too many countries in Sub-Saharan Africa are not acquiring the foundational skills they need to thrive and prosper in an increasingly competitive global economy. This report examines the balancing act that individuals and countries face in making productive investments in both a wide range of skills – cognitive, socio-emotional, and technical – and a wide range of groups – young children through working adults – so that Sub-Saharan Africa will thrive.

Discussion paper In the context of increased international migration, the importance of education and training and a global governance of migration is widely acknowledged in academic and international development debates. This discussion paper looks at the relationship between migration and technical and vocational education and training (TVET), distinguishing between between forced, labour and environmental migration.

The discussion paper was prepared in the context of UNESCO-UNEVOC's Bridging Innovation and Learning in TVET (BILT) project. The BILT project seeks to support TVET institutions in addressing the transformation challenges facing TVET systems today, and to explore innovative approaches and new practices. The BILT Project is carried out in collaboration with the UNEVOC Network, coordinated by UNESCO-UNEVOC with the support of the German Federal Institute for Vocational Education and Training (BIBB) and sponsored by the German Federal Ministry of Education and Research (BMBF).

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. OIT/Cinterfor ha realizado el esfuerzo de organizar en ciertas categorías desagregadas la información compartida por estas instituciones, lo que permitió arribar a un conjunto de conclusiones que aquí se plantean.

Este material es producto de dicho análisis y sintetiza los hechos más destacados de la formación profesional en nuestra región durante 2017. Toma como fuente la información estadística de las instituciones de formación profesional recabada durante el año 2018, donde participaron 24 instituciones que representan a 17 países.

The UNESCO-UNEVOC Skills for Innovation Hubs is part of the initiative 'Developing TVET institutions for entrepreneurship, innovation and sustainability' implemented by UNESCO since 2017 and is supported by the International Vocational Education City (IVEC) China, with contributions from the German Federal Ministry of Education and Research (BMBF) and the Federal Ministry for Economic Cooperation and Development (BMZ) This report captures the key conclusions and action points from the Skills for Innovation Hubs (i-hubs) initiative Launch Meeting, held at UNESCO-UNEVOC in Bonn, Germany, 28-29 March 2019. The agenda, presentations and the participant contact details can be found through links in the annex and on the ‘i-hubs Virtual Platform’. The meeting was attended by representatives from the ten selected i-hubs UNEVOC Centres, together with participants from UNESCO HQ and field offices, as well as UNEVOC staff and experts and staff of the European Training Foundation.

UNEVOC Network Collaborative research This study looks at how community engagement is carried out in UNEVOC Centres across the UNEVOC Network’s five regions: Africa, Arab States, Asia and the Pacific, Europe, Commonwealth of Independent States (CIS) and North America, and Latin America and the Caribbean.

The objectives of the study are to: (i) collect information on how community engagement is addressed in technical and vocational education and training (TVET) institutions in different countries and regions; and (ii) address how to adapt a community engagement framework to different situations and TVET systems. The study’s methodology is adapted from the Delphi model, which is a survey-based methodology for obtaining consensus.

Access for all to good quality education, vocational training and workplace learning is a fundamental principle of social cohesion and economic growth. Some groups of people may require targeted attention if they are to benefit from education, training and employment opportunities.  

This is particularly the case for disadvantaged youth, lower skilled workers, people with disabilities, and people in rural communities. The attractiveness of vocational education and training is enhanced when combined with entrepreneurship training and when public policies encourage utilization of higher skills by business.
