Access for all to good quality education, vocational training and workplace learning is a fundamental principle of social cohesion and economic growth. Some groups of people may require targeted attention if they are to benefit from education, training and employment opportunities.  

This is particularly the case for disadvantaged youth, lower skilled workers, people with disabilities, and people in rural communities. The attractiveness of vocational education and training is enhanced when combined with entrepreneurship training and when public policies encourage utilization of higher skills by business.

The ILO Skills and Employability Branch of the Employment Policy Department and the International Training Centre of the ILO (ITCILO) are organizing this e-learning course on Skills Anticipation and Matching for key stakeholders in labour markets and skills development systems. Understanding the central importance and main instruments for identifying current and future skill needs and labour market imbalances is a key issue for countries all around the world, if they are to make their training offer more demand-driven and coherent with the challenges posed by the future of work.

Who can participate?

Policy-makers and technical advisers in ministries responsible for TVET, employment and labour, and other agencies working in the field of skills development, TVET and apprenticeships; members of sectoral skills councils, national TVET authorities and similar institutions; representatives of workers' and employers' organizations responsible for training, TVET and apprenticeship issues; experts and technical staff working in the field of TVET, skills development, workplace training and apprenticeships; managers and technical staff of institutions responsible for the collection and analysis of labour market-information; staff of development cooperation agencies active in the fields of TVET and skills development.

The project is a continued response of the Russian Federation, represented by the Ministry of Finance and the ILO to support skills development in 6 countries: Armenia, Kyrgyzstan, Tajikistan, the Russian Federation, Jordan and Viet Nam. The Project aimed to assist developing and middle-income countries to assess their skills development needs and support the capacity development of national stakeholders to critically analyze, design, update and adapt national and sectoral skills development systems to find country-specific solutions to improve employability and promote decent employment opportunities for all.

Anticipating and building skills for the future is essential to a rapidly changing labour market. This applies to changes in the types and levels of skills needed as well as in occupational and technical areas. Effective methods to anticipate future skills needs and avoid potential mismatches include: sustained dialogue between employers and trainers, coordination across government institutions, labour market information systems, employment services and performance reviews of training institutions.

Women represent both half of the world's population – and half the world's economic potential. Their participation in the labour market reduces poverty because they often invest 90 per cent of their income in the well-being, education and nutrition of their families. Yet labour force participation by women has stagnated at about 55 per cent globally since 2010. Moreover, women are disproportionately represented in precarious work – low-paid, low-skilled and insecure jobs.

Training plays an important role in the pursuit of equality of opportunity and treatment for women and men in the world of work. Yet women often lack access to technical and vocational education and training. Many also lack the basic functional skills, such as literacy and numeracy, to participate meaningfully in the work force. Overcoming this challenge requires the adoption of a life-cycle approach. This includes improving girls’ access to basic education; overcoming logistic, economic and cultural barriers to apprenticeships and to secondary and vocational training for young women; and meeting the training needs of women re-entering the labour market and of older women who have not had equal access to opportunities for lifelong learning.

Pakistan Country Skills Profile was prepared by ILO Islamabad Office in collaboration with SKILLS Specialists in DWT-Delhi and Geneva.  Profile covers main features of skills development in Pakistan and identifies a few key areas for improvement in the TVET System.  Profile was reviewed by tripartite stakeholders in an online tripartite consultation held on 16th February 2021 and was endorsed by all stakeholders. 

Pakistan Country Skills Profile (2021) provides an overview of TVET situation in Pakistan including demographic situation, coverage of TVET System, regional and gender inequalities, quality issues, and other important features.  Towards the end, the Profile identifies four key areas for improvement.

There is a critical need for a greater overall investment in education and training, particularly in developing countries. Education and training investments should be closely linked to economic and employment growth strategies and programmes. Responsibility should be shared between the government (primary responsibility), enterprises, the social partners, and the individual. To make lifelong learning for all a reality, countries will need to make major reforms of their vocational and education and training systems. School-to-work schemes for young people should integrate education with workplace learning. Training systems need to become more flexible and responsive to rapidly changing skill requirements. Reforms should also focus on how learning can be facilitated, not just on training for specific occupational categories.

3rd ILO Skills Challenge Innovation Call

The ILO Skills Innovation Facility, in collaboration with the Alliance 8.7, is calling on entities or legally recognized non-profit organizations to share innovative ideas and solutions that can contribute to the prevention of forced labour in Africa through skills and lifelong learning.

 

The Alliance 8.7 - a multi-stakeholder and inclusive global partnership committed to achieving SDG Target 8.7 - is launching a competition calling for all innovators who are passionate about bringing new ideas with social impact to develop innovative solutions that can support pathfinder countries to accelerate action for the achievement of SDG Target 8.7.

These solutions can include proposals to:

  • create new skills training programmes or improve existing ones in order to upgrade skills in a vulnerable sector or occupation and facilitate better working conditions, or to generate alternatives in terms of job opportunities in areas affected by forced labour;
  • improve the promotion and the accessibility of skills training programmes for vulnerable groups and put in place inclusive policies to decrease the chances of dropouts;
  • integrate complementary courses into TVET curricula and programmes to raise awareness of the risks and effects of forced labour and strengthen trainees’ resilience to it;
  • support skills trainers and training providers in becoming agents of change to prevent and combat forced labour within their communities;
  • strengthen career and vocational guidance and counselling services and establish partnerships to facilitate the referral of victims of forced labour to appropriate skills training programs and other support services;
  • set up mechanisms for the formal skills recognition of vulnerable persons and victims of forced labour who have acquired skills and competencies to provide them with recognized qualifications on the labour market;
  • integrate new ways of skills development and delivery for young people at risk or victims of forced labour.

South-South and Triangular Cooperation (SSTC) can be defined as the collaboration between two or more developing countries, often supported by traditional partners, guided by the principles of solidarity and non-conditionality, aiming at implementing inclusive and distributive development models that are driven by demand. SSTC is a complement to North-South cooperation in a concerted effort to promote development opportunities. As reflected in the 2030 Sustainable Development Agenda, SSTC has become a key modality of international development cooperation and an essential tool for the United Nations Development System.

Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

Most of the world’s poor today are found in rural Africa, while the backbone of most African economies remains agriculture. Despite increasing urbanisation, there are projections that around half of Africa’s new jobseekers will need to find employment in rural areas, at least until 2030. Africa has a youth employment challenge, which is particularly acute in rural areas, as sustainable and decent employment opportunities for young people are very limited, and poverty rates are high. Agricultural and rural transformation can lead to improved employment outcomes, setting rural and African economies more broadly on a path to decent employment creation. This Evidence Synthesis Paper evaluates the potential of the rural economy to provide decent employment and the outcomes associated with various types of employment for rural young people in Africa.

The Domestic Workers Association of Zimbabwe, winner of the 1st ILO Skills Challenge Innovation Call, has now progressed with refined solutions, action plans and a building, where the innovation starts and flourish.

Over the past six months, the Domestic Workers Association of Zimbabwe (DWAZ), winner of the 1st ILO Skills Challenge Innovation Call, has received the support of the ILO to achieve its long-standing objective: realize decent work for domestic workers by providing them with a space to gain necessary skills to excel in their careers. DWAZ has now progressed with refined solutions, action plans and a building, where the innovation starts and flourish.

Upon winning the competitive call in September 2020, DWAZ was invited to the Skills Innovation Lab to refine, prototype and develop the proposed solution. They benefitted from the participation and contributions of over 25 experts in skills development and domestic workers, as well as ILO Constituents, other UN agencies, research institutions, academic and implementing partners, local partners, and potential beneficiaries.

With the unexpected outbreak of COVID-19 pandemic, not only the awarded idea but also the co-development process to realize the idea has been unprecedentedly innovative. During the innovation bootcamp in November 2020, DWAZ and experts actively exchanged and developed their ideas through video calls, digital mind maps, and virtual break out rooms.

Having secured a suitable building to establish the Centre, the project is now accelerated to develop a formal training for domestic workers, often from rural parts of the country, in modern and urban home settings – to improve their employability and realise decent work through addressing the skills mismatch in the domestic work profession.

Global launch of the YouthForesight knowledge facility 

YouthForesight will serve as a one-stop-shop providing curated publications, databases, tools, and multimedia resources to support evidence-based action on young people’s education and skilling, employment, entrepreneurship, and engagement. 

Hosted by GenU and DJY, the platform will be a one-stop-shop for development practitioners, policymakers, researchers, and young people themselves to learn and share about youth education, skilling, employment, entrepreneurship, and engagement through curated tools, data, and resources. Through a simple sign-up feature, YouthForesight allows partners to share knowledge resources, gain visibility, and tap into a network of stakeholders dedicated to creating positive change for young people.

DJY and GenU share a common vision to enhance the future prospects of young people and aspire towards multi-stakeholder engagement that boost action and impact for youth. The alignment of efforts was strengthened through the Memorandum of Understanding between ILO and UNICEF signed last year. In addition to the What Works? A Guide to Action jointly launched last summer, the YouthForesight is another example of the collaboration between DJY and GenU along with the partners. Going forward, the two initiatives will continue to join forces to ensure coordinated results for and with young people globally.

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. The ILO is looking for entities or organizations that have innovative ideas and solutions that, based on the use of new technologies, promote skills development to facilitate the formalization of labour and economic units in Latin America and the Caribbean.

The ILO is looking for innovative, relevant, feasible, and impactful ideas that, based on the use of new technologies, promote skills development to facilitate the formalization of labour and economic units.

These include solutions that will strengthen skills development and improve apprenticeship systems to reach those in the informal economy. More specifically, innovative solutions that facilitate access to social protection, simplify registration, improve access to finance, increase productivity, support labour inspection, support law enforcement and give a voice to those working in the informal economy.
