UNESCO-UNEVOC follows the United Nations’ stride in celebrating the World Youth Skills Day every year on 15th July, and reaffirms its commitment to enhance the prospects of the youth to access quality skills development through TVET, globally. UNESCO-UNEVOC's theme for this year’s celebration is ‘Improving the image of TVET’.

Pervasive unemployment, underemployment and longer school- to work- transitions, are some of the most significant challenges confronting the youth around the world. These challenges are not just a result of the lack of adequate professional opportunities for the youth, but also skills imbalances, i.e. shortages, surpluses and mismatch of skills acquired with those required by the world of work.

Apart from policy responses to promote job creation for the youth, investing in the skills development for employability and improved capacity of the youth for life-long learning is a critical requirement for an inclusive and equitable future!

Join UNESCO-UNEVOC on the World Youth Skills Day 2018, in its call for ‘’Improving the image of TVET’’ and build a shared understanding of its true prospects.

Access for all to good quality education, vocational training and workplace learning is a fundamental principle of social cohesion and economic growth. Some groups of people may require targeted attention if they are to benefit from education, training and employment opportunities.  

This is particularly the case for disadvantaged youth, lower skilled workers, people with disabilities, and people in rural communities. The attractiveness of vocational education and training is enhanced when combined with entrepreneurship training and when public policies encourage utilization of higher skills by business.

A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Skill deficits are a major bottleneck in sustainable activation of the long-term unemployed. Those managing to get back to work often end up in less complex and skill-intensive jobs and have fewer opportunities to develop their potential. Those long-term unemployed not successful in making a transition to work are likely to face even more severe and complex skill deficits, among other problems. This report makes the case for a more forward-oriented, skills matching approach to activation that aims at sustainable labour market reintegration. Drawing on evidence and diverse practices from around Europe and the views of practitioners and experts, it presents approaches that put sustainable skills matching centre stage.

The report shows how at different steps of the journey towards a job – engagement, programme interventions, and job placement, matching and follow-up – innovative principles, policies and tools can make the return to work of the long-term unemployed a long-lasting outcome.

One of a series of studies on vocational education and training, this review assesses the apprenticeship system and vocational education and training in Israel and provides policy recommendations. Israel has experienced strong economic growth over the last decade, and labour shortages are observed in many sectors and occupations. At the same time, inequity and disadvantage in some population groups are rising.

This report suggests several ways in which Israel might reform its vocational and apprenticeship programmes so that they effectively support the Israeli economy by providing the skills in demand on the labour market, and improve life chances and social mobility of individuals. The report argues for an expansion and integration of apprenticeship programmes into the mainstream upper secondary system, and development of systematic work-based learning placements in selected school-based vocational programmes.

Currently vocational education and training in Israel is fragmented and students and employers often find it difficult to navigate. To address this challenge, the report recommends creating a single strategic body that will plan and guide policy development on vocational education and training, and champion it within government. A relatively large share of adults in Israel has low basic skills, particularly among Arab Israelis and Haredi Jews. Addressing basic skills weaknesses in these populations should be a priority.

According to the ILO global estimates on migrant workers, there were around 164 million migrant workers in 2017. 

Migrant workers contribute to growth and development in their countries of destination, while countries of origin greatly benefit from their remittances and the skills acquired during their migration experience. Yet, many migrant workers face challenges in accessing quality training and decent jobs including under-utilization of skills, a lack of employment or training opportunities, lack of information, and exploitation of low-skilled workers.

To address these challenges, countries need to strengthen skills anticipation systems to inform migration policies, increase access to education and training, and establish bilateral or multilateral recognition of qualifications and skills.

This publication maps and analyses the non-formal and informal learning and competences of Syrian refugee youth and young adults living in Egypt, Iraq, Jordan, Lebanon and Turkey (the five main hosting countries since the beginning of the Syria crisis).

This publication aims at helping policy makers in these countries setting up appropriate recognition systems that will formally recognize, validate and accredit the qualifications of refugees, so that in turn, these refugees are able to re-enter education and training or integrate the work of work and regain their dignity.

This publication is the result of close collaboration between the UNESCO Institute for Lifelong Learning (UIL), in Hamburg, Germany, and the UNESCO Beirut Office and Regional Bureau for Education in the Arab States.

Taking the students’ perspective, 'Education Policy Outlook 2018: Putting Student Learning at the Centre' analyses the evolution of key education priorities and key education policies in 43 education systems. It compares more recent developments in education policy ecosystems (mainly between 2015 and 2017) with various education policies adopted between 2008 and 2014.

This report includes around 200 policies spanning from early childhood education and care (ECEC) to higher education and lifelong learning on topics such as: improving the quality and access to ECEC, promoting education success for all students, reducing the negative impact of some system-level policies and practices, increasing completion of upper secondary education, developing quality vocational education and training, enhancing the quality of tertiary education, supporting transitions across education pathways and the labour market.

This year, 2018, offers the international community a historic opportunity to realize the first global compact for migration, an intergovernmentally negotiated agreement in preparation under the auspices of the United Nations. UNCTAD’s contribution to this historic process is the Economic Development in Africa Report 2018: Migration for Structural Transformation.

Migration benefits both origin and destination countries across Africa. The report argues that African migration can play a key role in the structural transformation of the continent’s economies. Well-managed migration also provides an important means for helping to achieve the Sustainable Development Goals, both in Africa and beyond.

The report adopts an innovative, human-centred narrative that explores how migrants contribute to structural transformation and identifies opportunities for absorption of extra labour in different sectors across the continent. African migrants include from highly skilled to low-skilled persons, who migrate through legal channels and otherwise.

These migrants not only fill skills gaps in destination countries, but also contribute to development in their origin countries. Children remaining in the origin country of a migrant parent are also often more educated than their peers, thanks to their parent’s migration. The connections that migrants create between their origin and their destination countries have led to thriving diaspora communities. They have also opened up new trade and investment opportunities that can help both destination countries and origin countries to diversify their economies and move into productive activities of greater added value.

Contrary to some perceptions, most migration in Africa today is taking place within the continent. This report argues that this intra-African migration is an essential ingredient for deeper regional and continental integration. At the same time, the broad patterns of extra-continental migration out of Africa confirm the positive contribution of migrants to the structural transformation of origin countries.

This report offers new and innovative analytical perspectives, relevant for both long-term policymaking and for the design of demand-driven technical cooperation projects, with a shorter time frame and will help Governments and other stakeholders in reaching informed decisions on appropriate migration policies in the context of Africa’s regional integration process.

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. The ILO Secretariat in offices in 40 countries works with Ministries of Labour, employers’ organizations, and trade unions to integrate skills development into national and sector development strategies in order to better meet current labour market needs and to prepare for the jobs of the future; to expand access to employment-related training so that youth, persons with disabilities and other vulnerable groups are better able to acquire skills and secure productive and decent work; and to improve the ability of public employment services to provide career guidance, maintain labour exchange services, and deliver active labour market programmes.For more information regarding the ILO’s work on skills and employability go to: http://www.ilo.org/skills/lang--en/index.htm; for ILO/Cinterfor's Knowledge Management Plarform, see: http://www.oitcinterfor.org

The Interagency Group on Technical and Vocational Education and Training (IAG-TVET) was established in 2009 to share research findings, coordinate joint research endeavours, and improve collaboration among organizations working at the international and national levels.
