OECD Reviews of Vocational Education and Training This review outlines the main features of Kazakhstan vocational education and training system, and compares its main features with those of other countries. It covers both the education system and the labour market. Drawing in the context of the wider OECD study, this review then provides a brief assessment of the main strengths of the system, and the policy challenges which need to be addressed by Kazakhstan in the future.

In Kazakhstan, VET has three main functions: i) qualification: to provide the population with the skills needed to foster economic prosperity and social stability; ii) employment: to help the population to find a job suited to their preferences and responsive to societal needs; and iii) integration: to help individuals to insert successfully in the society (Ouzoun, 2010). Students wishing to enter VET institutions in Kazakhstan may do so either at upper secondary level (currently after 9th grade) or after upper secondary schooling (currently after 11 th grade) (OECD 2013). Overall, upper-secondary and post-secondary VET are provided at the same institutions in Kazakhstan.

This document is a product of Kazakhstan’s Sector Competitiveness Strategy project (co-financed by the European Union), and falls under the confines of the OECD Eurasia Competitiveness Programme. The Kazakhstani Information, Communication and Technology (ICT) sector represents approximately 6% of the value added in the business sector and is overwhelmingly dominated by telecommunications, which represents 83% of the total, compared to only 57% in OECD economies. Developing ICT in Kazakhstan would however require a further development of skills, notably by upgrading the country’s secondary vocational education and its tertiary education, building on reforms already carried out since its independence.

This handbook was produced in consultation with the government of Kazakhstan and with private sector participation. It aims to present solutions for the development of human capital through partnerships between the public and private sectors in Kazakhstan. As an illustration of this approach, it recommends the initiation of a public-private partnership via the creation of a business linkage programme for skills development in the Information Technology (IT) sector. The proposed programme is aimed at developing business linkages between local IT companies and international IT firms through skills development activities, peer learning, matchmaking and promotional activities that would help participating companies exchange experiences and information. Based on the literature, international case studies and the specificities of the Kazakhstani IT sector, a tailored proposal was designed.

Цель данной публикации заключается в предложении способов развития человеческого капитала за счет усиления роли государственно-частного партнерства в Казахстане. В качестве иллюстрации данного подхода рекомендуется разработать программу установления деловых связей для повышения кадрового потенциала сектора информационных технологий (ИТ). Предлагается ориентировать программу на развитие деловых связей между отечественными и иностранными ИТ-компаниями за счет совершенствования профессиональных навыков и проведения мероприятий по обучению, установлению контактов и продвижению, которые способствовали бы обмену опытом и информацией между участвующими компаниями.

Настоящее руководство стало итогом работы, проведенной в рамках Программы ОЭСР по повышению конкурентоспособности стран Евразии под руководством Управляющего комитета Инициативы по странам Центральной Азии совместно с Правительством Республики Казахстан при участии частного сектора страны.

In 2009 Kazakhstan launched a far-reaching programme to diversify its sources of foreign direct investment. To support this effort, Kazakhstan asked the OECD to undertake a Sector Competitiveness Review. This report, which represents the first phase of the review, provides an assessment and strategy to help Kazakhstan enhance the competitiveness of its non-energy sectors including agri-business, fertilizers, logistics, business services and information technology. While it acknowledges that the government has successfully implemented a first generation of business climate reforms, the report recommends that sector-specific policy barriers be further addressed. For example, policy makers could stimulate quality improvements and modernise production in some sectors by facilitating access to finance, attracting modern retailers and addressing skills gaps in the workforce.

This review was carried out under the aegis of the OECD Eurasia Competitiveness Programme, a regional programme that contributes to economic growth and development in eleven countries of the former Soviet Union as well as Afghanistan and Mongolia.

This publication aims to present solutions for the development of human capital through partnerships between the public and private sectors in Kazakhstan. As an illustration of this approach, it recommends setting up a business linkage programme for skills development in the Information Technology (IT) sector. The proposed programme would aim to develop business linkages between local IT companies and international IT firms, through skills development activities and through peer learning, matchmaking and promotional activities, that would help participating companies exchange experiences and information.

The handbook is an outcome of work conducted by the OECD Eurasia Competitiveness Programme under the authority of the Central Asia Initiative Steering Committee, in consultation with the Government of Kazakhstan and with participation of the private sector in Kazakhstan.

This policy handbook offers country-specific recommendations on how to improve human capital and close the skills gap by supporting vocational education and training (VET) systems and make them relevant to the labour markets in the Central Asia region.

It builds on the key findings with regards to Human Capital Development in Central Asia of the Central Asia Competitiveness Outlook, which was published by the OECD in July 2011. The Outlook notes that Central Asian economies can boost their competitiveness by building on the strengths of their education systems, which in most parts of the region include high literacy rates, high primary and secondary enrolment for both sexes and an above-average enrolment in tertiary education. The publication contains the conclusions related to human capital development and provides guidance for policy makers on implementing VET systems in order to better equip graduates with skills they need to get jobs. While VET systems in Central Asia differ in their respective levels of development, all suffer from a misalignment between worker skills and job market requirements. Overcoming these challenges would result in significant progress for all countries in the Central Asia region.

В 2009 году Казахстан приступил к реализации масштабной программы диверсификации источников прямых иностранных инвестиций. С этой целью правительство обратилось к ОЭСР с просьбой о проведении Обзора отраслевой конкурентоспособности. В настоящем докладе, представляющем первую стадию реализации проекта, содержится оценка и излагается стратегия повышения конкурентоспособности неэнергетических отраслей экономики Казахстана, в том числе агропромышленного комплекса, агрохимии, логистики, сектора деловых услуг и информационных технологий. Несмотря на то что правительство страны успешно провело первый этап реформ, направленных на создание благоприятного делового климата, государству рекомендуется устранить основные политические барьеры, препятствующие развитию рассмотренных отраслей. Так, для улучшения качества продукции и модернизации производства необходимо принять меры по обеспечению доступа к финансированию, привлечению современных предприятий розничной торговли и повышению квалификации персонала.

Настоящий обзор был подготовлен в рамках Программы ОЭСР по повышению конкурентоспособности стран Евразии, региональной программы, направленной на содействие экономическому росту и развитию одиннадцати республик бывшего Советсткого Союза, а также Афганистана и Монголии.

The present analytical report is prepared by the UNESCO Institute for Information Technologies in Education (UNESCO IITE) in cooperation with national experts from Armenia, Azerbaijan, Belarus, Kazakhstan, Kyrgyzstan, Moldova, Russia, Tajikistan, Ukraine and Uzbekistan in the framework of the joint project with the Intergovernmental Foundation for Educational, Scientific and Cultural Cooperation (IFESCCO). The report contains information on the current situation and main tendencies in ICT use in TVET in CIS countries, as well as recommendations on its further development, taking into consideration international experience, national priorities and contemporary socio-economic situation.

Отчет содержит анализ текущего состояния и основных тенденций использования информационных и коммуникационных технологий (ИКТ) в профессионально-техническом образовании (ПТО) в странах СНГ, а также рекомендации по совершенствованию и развитию практики применения ИКТ в ПТО с учетом международного опыта, национальных приоритетов и текущей социально-экономической ситуации.
