ILO

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. This workshop is designed to provide information and allow the sharing of good practice regarding existing mechanisms for financing training and the necessary conditions for acquiring appropriate funding for skills development. Career guidance and counselling, career education and lifelong development of skills for employability are key for success in learning activities, effective career transitions, livelihood planning, entrepreneurship and in increasing labour market participation. They are instrumental in promoting skills utilization, recognition (RPL), as well as in improving enterprise human resource management.

Career development activities encompass a wide variety of support activities including career information and advice, counselling, work exposure (e.g. job shadowing, work experience periods), assessment, coaching, mentoring, professional networking, advocacy, basic and employability skills training (curricular and non-curricular) and entrepreneurship training. It is often an area which is fragmented across different ministries (e.g. education, TVET, employment, youth) requiring an effort to achieve the necessary coordination to provide adequate support to individuals during learning, employment and unemployment/inactivity periods.

This study assesses the administrative costs and the cost effectiveness of a limited number of policy intervention options for reintegration of the long term unemployed into the labour market. To this end, research was done for a sample of five European Union Member States which are perceived as being sufficiently diverse in models of service provision and institutional delivery models to allow conclusions to be drawn of relevance to the EU28 countries.

There is a critical need for a greater overall investment in education and training, particularly in developing countries. Education and training investments should be closely linked to economic and employment growth strategies and programmes. Responsibility should be shared between the government (primary responsibility), enterprises, the social partners, and the individual. To make lifelong learning for all a reality, countries will need to make major reforms of their vocational and education and training systems. School-to-work schemes for young people should integrate education with workplace learning. Training systems need to become more flexible and responsive to rapidly changing skill requirements. Reforms should also focus on how learning can be facilitated, not just on training for specific occupational categories.

Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

This report presents the main findings and general recommendations of the 2015 SOLIDAR Foundation Education and Lifelong Learning Watch. Based on an extensive consultation with SOLIDAR members and partners, this initiative evaluates progress towards the achievement of the educational objectives of the Europe 2020 strategy and Education and Training 2020 strategic framework for Member States. The report assesses the policy actions dedicated to fight youth unemployment and support young people who are not in employment, education or training (NEETs) in 13 countries (Austria, Bulgaria, Croatia, Finland, France, Greece, Hungary, Ireland, Italy, Romania, Spain, Sweden and the United Kingdom).

This report analyses VET governance structures and financing arrangements in Spain, Italy, Latvia, Portugal and Sweden in view of developing and expanding apprenticeship.

The study identifies ‘favourable’ or ‘ideal’ (from a theoretical point of view) governance structures and financing arrangements (normative model) that would support sustainable implementation of high-quality apprenticeship.

Against the backdrop of this model, current structures in these countries are assessed and areas that need action identified. Possible options as to how apprenticeship or similar schemes could be further developed in each country are presented.

Designed as action research in which relevant national stakeholders – government representatives, employers, employees and training providers – were actively involved in carrying out the assessment and discussing future policy options, the study aims to contribute to policy learning and encourage the national and international dialogue on apprenticeship.

A well-functioning labour market is indispensable to promote job creation, increase living standards, and develop a cohesive society. In Italy, the various deficiencies of the labour market have resulted in high unemployment, low labour force participation and job-skill mismatch. These deficiencies have contributed to the problem of allocation of resources, income distribution, and low productivity, reducing people’s well-being. The current government, following on past governments’ reforms, is introducing a package of labour market reforms – the Jobs Act – to improve the labour market in a consistent way. The reform will make the labour market more flexible and inclusive, and reduce duality. The long-lasting problem of effective enforcement will need to be overcome, with an increased focus on rapid implementation by the current government. A set of well-designed institutions, not only labour market policies but also the education system and product market regulation, would encourage higher labour force participation, especially among women, and produce more and better quality jobs in a more skill-intensive economy. The present document assesses how well the government’s plans meet the needs and what further measures are necessary.

L'Italia si è posta com obiettivo strategico quello di rafforzare l'IFP, riconoscendo alla stessa un ruolo essenziale to sustaine la crescita di aziende e persone. It is recent policy policy if it is based on the government's guarantee system (the “youth guarantee scheme”) and it is intended to lead the way in which the bureaucracy supports and promotes cooperation through the imprese. This policy is based on relationship training and training in the labor market, expanding and learning systems based on the labor market, guaranteeing professional training and training and strengthening professional orientation. Innovate and finalize the program to offer professional models for professional learning at universities that are traditionally understood as academics and generalists. The European Union contest for professional apprentices will be important to observe and discuss how to initiate if it is written in the following format, studenti ed imprese.

This connection offers panoramic information on the Italian IFP system. Italy has set itself the strategic objective of strengthening VET, recognising the important role that it can play in supporting its enterprises and empowering its people. The recent policy package focuses on the youth guarantee scheme and measures to reduce red tape for enterprises and promote inter-firm cooperation. These reflect the need to link education and training better with the labour market, extend work-based learning schemes, ensure teachers’ and trainers’ professional development, and strengthen vocational guidance. The initiative to offer apprenticeship-type schemes in higher education and in fields of studies and types of programmes that are traditionally perceived as general and academic education is innovative. Within the context of the European alliance of apprenticeship it will be important to see and discuss how these offers will be taken up by education and training providers, learners and enterprises.

This report provides an insight into the Italian VET system. By presenting its main features and current developments, Cedefop hope that it will contribute to a better understanding of VET in Italy, the challenges ahead and the policy measures devised.

Tali politiche sottolineano l’esigenza di relazionare meglio l'istruzione e la formazione al mercato del lavoro, di ampliare i sistemi di apprendimento basati sul lavoro, di garantire lo sviluppo professionale di insegnanti e formatori e di rafforzare l'orientamento professionale. Innovativa è l’iniziativa finalizzata ad offrire programmi modellati sull'apprendistato professionalizzate a livello di istruzione universitaria per aree e corsi tradizionalmente percepiti come accademici e generalisti. Nel contesto dell' Alleanza europea per l'apprendistato professionalizzante sarà importante osservare e discutere su come questa iniziativa sia ripresa da soggetti formatori, studenti ed imprese.

Questa relazione offre una panoramica informativa sul sistema di IFP italiano. Presentandone le caratteristiche salienti e gli sviluppi correnti, ci proponiamo di contribuire ad una migliore comprensione della IFP in Italia, delle problematiche affrontate e delle misure politiche messe a punto.

Access for all to good quality education, vocational training and workplace learning is a fundamental principle of social cohesion and economic growth. Some groups of people may require targeted attention if they are to benefit from education, training and employment opportunities.  

This is particularly the case for disadvantaged youth, lower skilled workers, people with disabilities, and people in rural communities. The attractiveness of vocational education and training is enhanced when combined with entrepreneurship training and when public policies encourage utilization of higher skills by business.
