This joint Cedefop-UNESCO global skills conference aims to discuss the implications of global economic trends and market forces for anticipated skill needs and mismatches, and the responses of education and training systems building on labour market intelligence.

The conference will:

- discuss how information on global trends in skill needs is used by countries to review and renew their education and training provisions and how qualifications frameworks (at sector, national, regional and global levels) can support coordination and dialogue between education and training including labour market actors across different regions of the world;
- provide a platform for sharing best practices in skills anticipation and matching approaches and discuss possible ways forward and,
- offer possibilities for setting up and sustaining a modern infrastructure for data collection – a ‘data revolution’ – allowing robust analysis on anticipated skill needs with real-time labour market intelligence, contributing to the effectiveness of informed policy-making.

Global policy priorities, challenges and applicable solutions which can be applied in different regions of the world will be debated by experts in skills, along with representatives of governments and social partners in a series of discussions structured around two key themes:

1. Global trends and skills: common forces, different challenges.
2. Education and training for a global economy: using informed decision-making to adapt to a new landscape.

Career guidance and counselling, career education and lifelong development of skills for employability are key for success in learning activities, effective career transitions, livelihood planning, entrepreneurship and in increasing labour market participation. They are instrumental in promoting skills utilization, recognition (RPL), as well as in improving enterprise human resource management.

Career development activities encompass a wide variety of support activities including career information and advice, counselling, work exposure (e.g. job shadowing, work experience periods), assessment, coaching, mentoring, professional networking, advocacy, basic and employability skills training (curricular and non-curricular) and entrepreneurship training. It is often an area which is fragmented across different ministries (e.g. education, TVET, employment, youth) requiring an effort to achieve the necessary coordination to provide adequate support to individuals during learning, employment and unemployment/inactivity periods.

With the rising economic importance of human resources and skills, employment and training agencies are often expected to play a more important role in local strategies to support new job creation, facilitate restructuring and increase productivity. The OECD Local Economic and Employment Development (LEED) Programme has developed a series of reviews on Local Job Creation to examine the contribution of local labour market policy to boosting quality employment and enhancing productivity. For Poland, the review has looked at the range of institutions and bodies involved in employment and skills policies, focusing on local strategies in the city of Poznan and the Radomski sub-region.

This paper studies the shift from manual to cognitive work in 10 economies of Central and Eastern Europe. It highlights the growth in the non-routine cognitive component of jobs, but pay particular attention to the increase in routine cognitive tasks, a trend that is pronounced in the CEE economies but absent in the most advanced economies. It shows that workforce upgrading and structural change were the main factors behind the increase in all cognitive tasks, but that the growth in routine cognitive tasks is partly attributable to rising shares of routine-intensive occupations. It identifies two groups of workers whose jobs depend most on performing routine cognitive tasks: middle-skilled men in the manufacturing sectors and middle-skilled women in the service sectors, who jointly represent 33% of workers in CEE. It finds that robust employment and wage growth among routine cognitive workers has so far prevented job polarisation in CEE. However, the relative prices of routine cognitive tasks are already higher than those of other tasks. If the prices of routine cognitive tasks rise further while technological progress continues, routine intensive employment may gradually decline. It concludes with policy implications of the findings.

There is a critical need for a greater overall investment in education and training, particularly in developing countries. Education and training investments should be closely linked to economic and employment growth strategies and programmes. Responsibility should be shared between the government (primary responsibility), enterprises, the social partners, and the individual. To make lifelong learning for all a reality, countries will need to make major reforms of their vocational and education and training systems. School-to-work schemes for young people should integrate education with workplace learning. Training systems need to become more flexible and responsive to rapidly changing skill requirements. Reforms should also focus on how learning can be facilitated, not just on training for specific occupational categories.

Strong and adequate skills are essential to support workers’ productivity and to ensure robust employment outcomes. Developing workers’ skills would also increase their personal satisfaction and wages, contributing in making growth more inclusive. The Netherlands performs well in terms of competences of a large part of the population. Moreover, the country has been successful in adjusting the required level of skills over time. The education system plays a key role in developing skills and achieves good results, but there is room to make vocational education and lifelong learning less job-specific to better adapt to new economic trends. There is scope to use more effectively existing skills at work of youth entering the labour market and entrepreneurs, and to reduce labour market mismatches. Another challenge is to help some people to acquire skills by facilitating their labour market integration – in particular first- and second-generation immigrants, long-term unemployed, and people with low educational attainment and health problems -, which requires stronger targeted active labour market policies. This paper presents an analysis of current and future skills trends in the Netherlands.

Our day-to-day lives are more and more dependent on digital technologies. Life without a computer, a tablet or a mobile phone has become unimaginable, and more people than ever have access to the internet. There are 134 mobile subscriptions per 100 people in the EU and 83% of households in Europe have access to the internet at home. These impressive numbers can create an illusion that, by having access to digital technologies, people automatically know how to use them. People tend to assume that if they own a digital device and know how to use certain applications, then they already have all the necessary skills for personal and professional life.

A number of the National Operators of ECDL in Europe have carried out digital literacy studies to find out what the actual digital skills levels in their countries are. Austria, Denmark, Finland, Germany and Switzerland are all considered to be digitally advanced countries – they appear at the top of various international digital development indexes (for example, the Digital Economy and Society Index developed by the European Commission). However, surveys conducted in these countries revealed that gaps exist between self-perceived and actual levels of digital skills. Even young people, who are falsely assumed to be ‘digital natives’, usually under-perform in practical tests. This paper provides an overview of the main findings of the five studies and discusses their implications for digital skills development on the national and European levels.

This publication addresses the alarming situation concerning skills shortages in science, technology, engineering and mathematics (STEM) in the EU. This lack of talent will have severe consequences not only on the competitiveness of individual companies but also on the economy at large. BUSINESSEUROPE's members consider shortages of STEM-skilled people to be one of the key obstacles to economic growth in the years to come. Moreover, it hampers the potential of European business to contribute finding solutions to modern challenges, like climate change and the ageing of the population. Companies across the EU have taken actions in order to increase the supply of STEM-skilled workers. However, they cannot do this alone. A stronger commitment and more joint efforts are needed from national governments and education providers.

This report presents the findings of the employer-led project on the cost-effectiveness of apprenticeship schemes – making the business case for apprenticeships, funded by the European Commission and led by BUSINESSEUROPE. The project aims to explore the business case for apprenticeships by analysing what makes a cost-effective apprenticeship scheme for employers in the ICT, commerce and engineering sectors. It also looks at the broader benefits that apprenticeships bring for enterprises. Bringing together these two aspects, it considers the potential reforms that are needed to make systems more cost-effective to increase employer engagement.

This report provides an overview and analysis of the experiences of Bulgaria; Czech Republic; Estonia; Finland; France; Greece; Hungary; Ireland; Italy; Latvia; Poland; Portugal; Slovakia; Spain; and UK and identifies a set of general recommendations to inspire national reforms that will improve the functioning of apprenticeship systems and increase employer engagement. In providing a unique employer perspective this study supports possible future joint work on apprenticeships by the EU social partners.

This Action Plan is a collaborative effort by Government, the education system and industry. This report indicates a continuing strong demand for high-level ICT skills with 44,500 job openings forecast to arise over the period to 2018 from both expansion and replacement demand. It concludes that all potential policy levers will need to be utilised to build up the ICT skills supply pipeline including through education, conversion and reskilling programmes, continuing professional development and attracting experienced international talent, including expatriate talent.

This paper covers the supply of skills and mismatches between supply and demand for skills in the United Kingdom. It provides an analysis of the stock of skills in the labour market and identifies skills gaps, shortages, under-use and mismatches in an increasingly polarised labour market. It explores the nature and extent of skills mismatches and considers how employers, individuals and the state are investing to overcome these. The paper argues that employers need to be more involved in designing education and training courses.
