Access for all to good quality education, vocational training and workplace learning is a fundamental principle of social cohesion and economic growth. Some groups of people may require targeted attention if they are to benefit from education, training and employment opportunities.  

This is particularly the case for disadvantaged youth, lower skilled workers, people with disabilities, and people in rural communities. The attractiveness of vocational education and training is enhanced when combined with entrepreneurship training and when public policies encourage utilization of higher skills by business.

According to the ILO global estimates on migrant workers, there were around 164 million migrant workers in 2017. 

Migrant workers contribute to growth and development in their countries of destination, while countries of origin greatly benefit from their remittances and the skills acquired during their migration experience. Yet, many migrant workers face challenges in accessing quality training and decent jobs including under-utilization of skills, a lack of employment or training opportunities, lack of information, and exploitation of low-skilled workers.

To address these challenges, countries need to strengthen skills anticipation systems to inform migration policies, increase access to education and training, and establish bilateral or multilateral recognition of qualifications and skills.

Based on the OECD data from the Survey of Adult Skills (PIAAC) this paper sheds light on the skills of migrants. In line with earlier research the data show that migrants from Poland are more likely to have a tertiary degree than peers at home, but they often work in elementary professions abroad that do not match these high qualifications. This may well be at least partly a language issue, as migrants from Poland resemble migrants from other low-income countries in that their numeracy and literacy skills in the language of their host country is markedly lower than the average across all PIAAC participants, migrants or not. This gap is smaller, though, when looking only at migrants who report having been tested in a language that they use often and master well. The data reveal an interesting difference with migrants from higher-income countries, as their test results do not differ from the average, although they face the same language issues as other migrants. The reason may well be that only migrants from low-income countries can hope to earn higher wages abroad even if they work in low-skill professions, while migrants from higher-income countries need to master the language of their host country to do well. In fact, Polish migrants earn higher wages than their peers who stayed at home, even though they are particularly often overqualified.

This study examines the demand and supply of digital skills in the UK and reviews the risks for the UK if the digital skills needs of the population and businesses are not addressed. The findings of the study aim to inform the government’s digital strategy, as a key element of the Productivity Plan.

The study addressed four key questions:

1. What is the current demand for digital skills across the economy and what are the different types of digital skills requirements?
2. What barriers and market failures to the development of digital skills have emerged during the last decade?
3. What are the areas of shortage or mismatch (skill mismatch is defined as the gap between an individual's job skills and the demands of the job market) of digital skills in the workforce?
4. How can the supply of digital skills meet the demand of the labour market?

This report assesses the effectiveness of traineeship and apprenticeship schemes. Adopting three methodological approaches the report offers a review of existing evaluation studies; an econometric analysis of cross-country data on available schemes at EU level; and an evaluation of the effects of apprenticeship schemes in two countries, Italy and the UK.

The report findings focus on issues such as how a higher incidence of apprenticeships is associated with higher youth (15-24) employment rates; how apprenticeships are associated with lower youth unemployment and the impact of 'apprenticeship coverage rates' on youth employment.

An analysis of Hungary’s performance in the program for international student assessment Facing the prospects of rapid aging and demographic decline over the coming decades, Hungary needs a highly skilled workforce to help generate the productivity growth that it needs to continue fueling a convergence of its living standards with those of its West European neighbors. Skilling up Hungary’s workforce should start by equipping youth with the right cognitive and social-emotional foundation skills. International research has identified three dimensions of skills that matter for good employment outcomes and economic growth: cognitive skills, such as literacy, numeracy, creative and critical thinking, and problem-solving; social-emotional skills and behavioral traits, such as conscientiousness, grit, and openness to experience; and job- or occupation-specific technical skills, such as the ability to work as an engineer. Hungary can do significantly better in preparing its next generation with the right cognitive foundation skills.

This report focuses on cognitive skills and examines results for Hungary from the program for international student assessment (PISA), which assesses the mathematics, reading, and science competencies of 15-year-olds. This report lays out a policy agenda consisting of two parallel elements: first, improving socioeconomic conditions for children and youth in general and in school through policies targeted to the poor and disadvantaged such as welfare and employment policies for parents and education support for children. Second, promoting equity and reducing socioeconomic segregation in basic education through inclusive education policies.

Cedefop and the OECD are co-organising a one day experts’ forum on the role of VET and VET-related measures to help adult refugees, including people in clear need of international protection, to quickly integrate in the labour market and on how countries have responded to the recent arrivals.

Cedefop and the OCedefop and the OECD are co-organising a one day experts’ forum on the role of VET and VET-related measures to help adult refugees, including people in clear need of international protection, to quickly integrate in the labour market and on how countries have responded to the recent arrivals.

The event aims at:

- supporting exchange of national experiences;
- discussing possible European VET and VET-related solutions that could support relocation of adult people in clear need of international protection on the European territory, favouring a rapid labour market integration and possible co-operation mechanisms between a transit country and a host country.

Discussions are expected to have both a technical and policy nature, and will be interdisciplinary with issues touching upon VET, active labour market policies and migration.ECD are co-organising a one day experts’ forum on the role of VET and VET-related measures to help adult refugees, including people in clear need of international protection, to quickly integrate in the labour market and on how countries have responded to the recent arrivals.

EENEE Analytical Report No. 16 Apprenticeship training comes in many different forms. In Europe, many countries have a type of apprenticeship programme that combines education in school and in the workplace. While a portion of apprenticeship models are predominantly school-based and only feature short work placements, other models require apprentices to spend up to 80 per cent of their time with the training firm.

This report discusses the different components of training costs and what types of training benefits a firm can expect, taking into account important external factors that influence the profitability of apprenticeship training and thereby also considering a firm’s training strategy and behaviour.

The Slovak economy is largely driven by manufacturing and could benefit from more diversification to make it less sensitive to economic shocks, encouraging innovation. Vocational education and training (VET) has traditionally played a strong role, responsible for around two-thirds of graduates at upper secondary level. But qualifications do not always match labour market needs. A ‘dual’ VET scheme was introduced in 2015/16 as one way to address mismatch. First results show greater involvement of employers in VET: it is now in their interest to attract learners and to deliver job-relevant training. The government also intends to promote VET at higher levels to make it more attractive. This publication aims to contribute to better understanding of VET in Slovakia, providing an insight into its main features and highlighting recent VET policy developments.
