The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

Enterprises can drive business success and support inclusive economic growth by making investments into educating, training and reskilling of workers. Workers also face an imperative to proactively upgrade their skills or acquire new ones through training, education, and lifelong learning to remain employable, especially in the face of rapid transformation brought about by advances in automation and digitalisation.

A market systems approach to skills development has the potential to lead to more sustainable employment outcomes at scale, by taking a holistic approach to addressing both supply- and demand-side factors, as well as tackling the cost of skills development programmes and strengthening the link between market needs and the important role of regulation and standards.

Drawing on three case studies, this paper explores how a market systems development (MSD) approach to skills development can lead to employment outcomes and foster sustainable impact through systemic change that is owned, maintained, and further evolved by local stakeholders.

Bangladesh

Bangladesh has a strong track record of growth and development, even in times of elevated global uncertainty.  A robust demographic dividend, strong ready-made garment exports, resilient remittance inflows, and stable macroeconomic conditions have supported rapid economic growth over the past two decades. A strong recovery from the COVID-19 pandemic continued in FY22, although a recent surge in commodity prices has presented new headwinds. 

Bangladesh reached lower-middle income status in 2015. It is on track to graduate from the UN’s Least Developed Countries list in 2026. Poverty declined from 43.5 percent in 1991 to 14.3 percent in 2016, based on the international poverty line of $1.90 a day (1).  

Like many of its Asian neighbours, Bangladesh faces a major challenge trying to develop modern, employability skills for tens of millions of young women and men. It has a large informal sector, which accounts for 94.7 percent of the total employment in 2017 (2). Youth continue to be highly affected by the lack of opportunities, with the share of youth aged 15-24 not in employment, education or training (NEET), estimated at 27.8 percent in 2020 (3). 

TVET has a huge role to play in equipping the vast young labour force of 15-29 years referred to as the country’s “demographic dividend” with employability skills and providing enhanced support services to ensure a better transition from school to work. TVET may also contribute to reducing poverty by providing employability skills, particularly to those who drop out of school early and to a large number of unemployed and underemployed adults.  

Despite many reform initiatives by the government, the TVET sector needs further strengthening through reform of policies and systems in the labour market.  Enhancing industry-relevance of TVET qualifications will furthermore require closer Government cooperation with the private sector. For one and a half decade, the ILO has worked closely with the Government of Bangladesh and its Social Partners to reform the TVET sector and to improve access for people to increase their skills and employability, in particular youth, women and people from other marginalized groups. 

The impact of the COVID-19 pandemic had detrimental effects on the TVET sector, due to the nation-wide closure of all educational institutes for one and a half years, starting on 17 March 2020.  Most students’ learning was effectively abolished for this duration, and learning and certification was only possible through limited online learning facilities in existence at the time. Only recently has the TVET returned to its prior activity level. 

The ILO landmark programmes aim to strengthen and improve the environment for industry skills development, address the mismatch between the supply and demand for skills training, and drive the increased employability of millions of young women and men. ILO’s support to develop the skills system in Bangladesh has focused on skills system governance, development of skills policies and qualifications frameworks; delivery of quality skills training, expanding access to TVET, and involvement by the private sector.

Learning is something that takes place across a variety of settings, both informal and formal, and across various points of time. This has always been a reality. The idea that learning ceases to occur after we step outside the gates of formal education settings gravely devalues all the learning that continues to transpire throughout life. 

Learning is also something that people engage with for a variety of reasons; out of interest, to pursue a line of employment, to become more knowledgable on a topic, for community development, and out of joy.

Affording people the opportunity to pursue learning at any point, however, carries policy, institutional and practical implications. The implementation of effective lifelong learning policies at the national and local levels are crucial to afford each and all the opportunity to exercise their willingness and desire to learn throughout life, irrespective of financial means.

At the Seventh International Conference on Adult Education (CONFINTEA VII), the UNESCO Institute for Lifelong Learning (UIL) internationally launched its publication Making Lifelong Learning a Reality: A Handbook.

This publication provides information, evidence and basic conceptual models to facilitate the implementation of lifelong learning at national and local levels. It provides evidence from international experience and offers guidelines to operationalise lifelong learning in response of major sustainable development issues, in line with the 2030 Agenda for Sustainable Development.

The Handbook is meant as both a source of inspiration and as a guide for policy-makers and for officials responsible for implementing lifelong learning policies.

Organisations centring their operations around human resources, in which skills are instrumental to the attainment of organisational goals, should create a climate to incentivise performance: the returns on any training depend on employee performance.

To elicit such performance, organisations may challenge workers’ skills (through complex job design, delegating decision-making, and employee involvement), stimulate motivation (utilising monetary and non-monetary incentives) and create opportunities for employees to make a contribution.

The importance of the role of human resources in training provision may not be immediately clear because organisational measures to support employee performance are proximally related to training provision. Variables linked to the importance of human resources are positively associated with the incidence of training and on-the-job training. Part of this association is channelled through job design and the use of incentives. Managerial beliefs about the importance of human resources influence group membership which is associated with the amount of training provision.

The changing content and profile of VET: epistemological challenges and opportunities

This study examines changes in the way that knowledge, skills and competence are differentiated in curricula, and how learning is organised across different learning sites: in classrooms, workshops or laboratories, and at workplaces. The study collected information through Cedefop’s ReferNet network, in-depth country case studies, and an online survey among almost 1 000 European VET providers.

Career guidance and employment services

Career guidance and counselling, career education and lifelong development of skills for employability are key for success in learning activities, effective career transitions, livelihood planning, entrepreneurship and in increasing labour market participation. They are instrumental in promoting skills utilization, recognition (RPL), as well as in improving enterprise human resource management.

Career development activities encompass a wide variety of support activities including career information and advice, counselling, work exposure (e.g. job shadowing, work experience periods), assessment, coaching, mentoring, professional networking, advocacy, basic and employability skills training (curricular and non-curricular) and entrepreneurship training. It is often an area which is fragmented across different ministries (e.g. education, TVET, employment, youth) requiring an effort to achieve the necessary coordination to provide adequate support to individuals during learning, employment and unemployment/inactivity periods.

Within the project ‘Reimagining Education for Marginalized Girls and Boys during and post COVID-19’ ILO and Smart Lab created videos for TVET career orientations in technical occupations. The videos are meant to encourage female students to pursue the respective career and learning path.

ILO has cooperated with Smart Lab, a Sarajevo-based company specialized in E-Learning products, within the frame of the project ‘Reimagining Education for Marginalized Girls and Boys during and post COVID-19’. This framework project involved many UN partners, like UNESCO, UNICEF and UN Volunteers. One of its results are 3 career orientation videos of a technical occupation. Each video features a young woman working in the respective position, who explains her professional activities and experiences. Young girls, who consider starting TVET are very much the target group of the orientational videos. They often face more difficulties or obstacles in entering TVET, which leads to underrepresentation. Encouraging female students and showing role-models eventually lead to a more balanced gender ratio and free individual career choice.

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. Access for all to good quality education, vocational training and workplace learning is a fundamental principle of social cohesion and economic growth. Some groups of people may require targeted attention if they are to benefit from education, training and employment opportunities.  

This is particularly the case for disadvantaged youth, lower skilled workers, people with disabilities, and people in rural communities. The attractiveness of vocational education and training is enhanced when combined with entrepreneurship training and when public policies encourage utilization of higher skills by business.

Career guidance and counselling, career education and lifelong development of skills for employability are key for success in learning activities, effective career transitions, livelihood planning, entrepreneurship and in increasing labour market participation. They are instrumental in promoting skills utilization, recognition (RPL), as well as in improving enterprise human resource management.

Career development activities encompass a wide variety of support activities including career information and advice, counselling, work exposure (e.g. job shadowing, work experience periods), assessment, coaching, mentoring, professional networking, advocacy, basic and employability skills training (curricular and non-curricular) and entrepreneurship training. It is often an area which is fragmented across different ministries (e.g. education, TVET, employment, youth) requiring an effort to achieve the necessary coordination to provide adequate support to individuals during learning, employment and unemployment/inactivity periods.

Women represent both half of the world's population – and half the world's economic potential. Their participation in the labour market reduces poverty because they often invest 90 per cent of their income in the well-being, education and nutrition of their families. Yet labour force participation by women has stagnated at about 55 per cent globally since 2010. Moreover, women are disproportionately represented in precarious work – low-paid, low-skilled and insecure jobs.

Training plays an important role in the pursuit of equality of opportunity and treatment for women and men in the world of work. Yet women often lack access to technical and vocational education and training. Many also lack the basic functional skills, such as literacy and numeracy, to participate meaningfully in the work force. Overcoming this challenge requires the adoption of a life-cycle approach. This includes improving girls’ access to basic education; overcoming logistic, economic and cultural barriers to apprenticeships and to secondary and vocational training for young women; and meeting the training needs of women re-entering the labour market and of older women who have not had equal access to opportunities for lifelong learning.

Governance and coordination mechanisms

Effective governance and coordination are key elements of successful skill systems. Whilst coordination is an important factor, it needs to operate alongside other key conditions to strengthen governance. When multi-level governance is supported by effective communication, sustainable financing and effective coordination, it has the best chance of supporting the establishment of a lifelong learning ecosystem that enables individuals and enterprises to more effectively navigate the world of work and learning.

Within the project ‘Reimagining Education for Marginalized Girls and Boys during and post COVID-19’ ILO and Smart Lab created videos for TVET career orientations in technical occupations. The videos are meant to encourage female students to pursue the respective career and learning path.

ILO has cooperated with Smart Lab, a Sarajevo-based company specialized in E-Learning products, within the frame of the project ‘Reimagining Education for Marginalized Girls and Boys during and post COVID-19’. This framework project involved many UN partners, like UNESCO, UNICEF and UN Volunteers. One of its results are 3 career orientation videos of a technical occupation. Each video features a young woman working in the respective position, who explains her professional activities and experiences. Young girls, who consider starting TVET are very much the target group of the orientational videos. They often face more difficulties or obstacles in entering TVET, which leads to underrepresentation. Encouraging female students and showing role-models eventually lead to a more balanced gender ratio and free individual career choice.

This video introduces the occupation Machine Technician.

Youth employability

Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

There is a critical need for a greater overall investment in education and training, particularly in developing countries. Education and training investments should be closely linked to economic and employment growth strategies and programmes. Responsibility should be shared between the government (primary responsibility), enterprises, the social partners, and the individual. To make lifelong learning for all a reality, countries will need to make major reforms of their vocational and education and training systems. School-to-work schemes for young people should integrate education with workplace learning. Training systems need to become more flexible and responsive to rapidly changing skill requirements. Reforms should also focus on how learning can be facilitated, not just on training for specific occupational categories.

This publication contributes to better understanding of vocational education and training (VET) in France and how it operates within the socioeconomic context. It provides an overview of key characteristics, system developments and challenges.

Lifelong learning aims to secure access to training, skills for jobs and social advancement. A main feature is that State-issued vocational qualifications can be acquired in initial education but also in apprenticeship and through continuing training that makes it easier to progress at an individual pace.

The State caters for the under-18 low-qualified and promotes adult learning through an individual training credits system and common quality standards for nationally recognised qualifications. Social partner involvement in regulatory and financial aspects of national lifelong learning policies is another key aspect, as is the role of the regions, implementing territorial continuing training and career guidance schemes and national job support policies.

France’s response to challenges, including those caused by the COVID-19 pandemic, aims at more jobs for young people studying and working and increased investment in education and training towards the digital and green transitions and social resilience.

L’évènement brutal et imprévu qu’a constitué la crise sanitaire a diversement interféré avec les processus de reconversion, et ce, en lien avec la temporalité des projets professionnels. Celle-ci pouvait se rapporter à des phases de réflexion (phase de « latence »), de formulation du projet et de prise de décision (délibération), ou encore de mise en oeuvre du changement voire de réengagement dans un nouveau métier (bifurcation).

D’une manière globale, moins le projet était précis plus la période de crise a entravé le processus de conversion. À partir des entretiens conduits auprès de salariés peu qualifiés, quatre situations-types se dégagent.

En premier lieu, le processus de reconversion est freiné avec en parallèle une reconsidération du projet, ou même un renoncement.

Dans un deuxième cas de figure, les projets sont reportés à une période ultérieure sans que l’objectif professionnel ne soit révisé, ou en le reformulant.

Dans une troisième configuration, la période de crise Covid a constitué une opportunité pour « se lancer ».

Une dernière situation-type rassemble les personnes qui ont gardé le cap en dépit des effets de la crise sanitaire sur les conditions de réalisation de leur projet dans le cadre d’une formation déjà en cours par exemple.
