Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

Since its launch in 2013, the Youth Guarantee has supported millions of young people across the European Union to find a job, a traineeship, an apprenticeship or to continue in education. Yet despite this, too many young Europeans are still without work. Across the EU, more effort is needed so that all young people can benefit from quality offers under the Youth Guarantee.

This report looks at employment incentives, direct job creation measures and start-up incentives that help young people to overcome employment barriers. It is one in a series of five reports on Youth Guarantee delivery, presenting existing practices from the ground from the first five years of its implementation.

Volume 5: Education and labour market outcomes for graduates from different types of VET system in Europe Based on comparative analysis of labour force survey data from 2014, the report analyses the vocational effect on labour market and education outcomes, asking whether any advantages conferred by vocational qualifications in early career would be offset by disadvantages later in life. The report explores the functioning of the safety net and the diversion effects across countries, demonstrating how these vary considerably with the specific institutional structure of schooling and work-based training. The results indicate that VET graduates are potentially sacrificing the longer-term gains associated with further education in favour of short-term benefits.

According to the ILO global estimates on migrant workers, there were around 164 million migrant workers in 2017. 

Migrant workers contribute to growth and development in their countries of destination, while countries of origin greatly benefit from their remittances and the skills acquired during their migration experience. Yet, many migrant workers face challenges in accessing quality training and decent jobs including under-utilization of skills, a lack of employment or training opportunities, lack of information, and exploitation of low-skilled workers.

To address these challenges, countries need to strengthen skills anticipation systems to inform migration policies, increase access to education and training, and establish bilateral or multilateral recognition of qualifications and skills.

This report explores a range of TVET models that ensure good learning outcomes associated with meaningful employment for disabled people. It includes case studies from policy and practice that illustrate successful UK approaches, provides analysis and makes recommendations to the relevant stakeholders. This report also highlights UK approaches to other countries. The benefits of effective skills development for people facing disability-related barriers include improved income, health and well-being for individuals and broader social and economic benefits.

This report provides a summary and analysis of a range of models of technical and vocational education and training (TVET) where an objective evidence base, qualitative data and/or expert opinion from within the skills sector make a strong case for their inclusion. It also outlines principles for effective provision, largely drawn from codes of practice setting out the legislative and policy framework in the UK.

These principles include:
• High quality provision to meet the needs of young disabled people, including those with special educational needs.
• A focus on innovative inclusive teaching practice and removing barriers to learning.
• Personalised support.
• Supporting successful preparation for adulthood.
• Effective early engagement of employers and an emphasis on work-based learning.
• High expectations and aspirations for young disabled people.

The report outlines a number of areas for continued focus and improvement. These include:
• Creating fair and effective funding for students with the highest needs.
• Investing in independence for 19 to 25 year olds.
• Personalised careers education, advice and guidance.
• Increased employment opportunities.

It also makes specific recommendations for governments, learning providers and employers.

The annual Employment and Social Developments in Europe review (ESDE) analyses key employment and social issues for the European Union and its Member States. This year's edition focuses on the changing world of work and its employment and social implications. In a context of a shrinking working-age population in the EU, technological innovations that increase productivity become ever more crucial, but they also change the organization of production of goods and services and the world of work. Automation entails capital deepening, especially in the manufacturing sector and for low-skill tasks and routine activities. Other innovative technologies enable the emergence of new non-standard forms of work which allow more flexible re-organization of working time and space. Both capital deepening and new forms of work raise concerns about a possible decrease in standard, socially insured full-time employment, about potential job losses and decreasing job quality. Income inequalities and the gender pay gap are impacted as well and could amplify due to these trends. Atypical work also challenges the organization and financing of social protection mechanisms and the traditional way of representing worker and employer interests in the context of social dialogue.

However, the changing relationship between labour and capital brings about many new opportunities: innovative technologies increase productivity, create new jobs, facilitate inclusiveness on the labour market, and allow for a better work-life balance. Investments in education and the promotion of skills are key to reaping the benefits and lowering the risks from technological developments. As human and physical capital are complementary, policies which leverage the strong inter-generational effect of individuals' socio-economic background on their skills and labour market performance are of critical importance. Also, traditional distinctions made by the social protection systems need to be rethought in order to provide inclusive protection. Social partners are adapting to the developments in the labour market and could play a positive role in adjusting the existing legal framework to the new forms of work, including by managing the increased flexibility of working time and space in atypical work. The European Pillar of Social Rights provides a useful framework for adapting labour market and social systems to the new world of work to the benefit of the entire EU population.

This overview report summarises the findings of 20 case studies looking at recent changes in the task content of five manufacturing occupations (car assemblers, meat processing workers, hand-packers, chemical products plant and machine operators and inspection engineers) as a result of factors such as digital transformations, globalisation and offshoring, increasing demand for high quality standards and sustainability. It also discusses some implications in terms of job quality and working life. Overall, the report highlights how qualitative contextual information can complement existing quantitative data, offering a richer understanding of changes in the content and nature of jobs.

Platform work is a form of employment that uses an online platform to match the supply of and demand for paid labour. In Europe, platform work is still small in scale but is rapidly developing. The types of work offered through platforms are ever-increasing, as are the challenges for existing regulatory frameworks. This report explores the working and employment conditions of three of the most common types of platform work in Europe.

For each of these types, Eurofound assesses the physical and social environment, autonomy, employment status and access to social protection, and earnings and taxation based on interviews with platform workers. A comparative analysis of the regulatory frameworks applying to platform work in 18 EU Member States accompanies this review. This looks into workers’ employment status, the formal relationships between clients, workers and platforms, and the organisation and representation of workers and platforms.

This report details Cedefop’s first cross-nation study of apprenticeships in the European Union. The point of departure for the study is what countries define and offer as apprenticeship training. It then applies a purposive approach to identifying the changes that apprenticeships are undergoing in practice, based on their design characteristics.

Largely based on data collected in 2016, the study includes mapping of apprenticeship schemes with a stable/valid legal basis at system level, or mainstream schemes, in the EU Member States, Iceland and Norway; it identifies and analyses the different purposes and functions associated with the schemes, and investigates whether and how they differ in terms of organisation. This report indicates the fundamental differences among apprenticeships in Europe that account for the absence of a shared understanding of the concept of apprenticeship. The design of apprenticeship schemes seems to respond to two different and evolving purposes and functions of apprenticeship, the analysis of which may bring new insights into EU- and national-level policy debates.

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. Issues and Policy Perspectives This report is based on two surveys, a qualitative and a quantitative one, conducted by the Kiev International Institute of Sociology (KIIS) on request of the International Labour Office in September-December 2017.

The surveys focused specifically on working conditions of online platform workers in Ukraine. Most of these workers refer to themselves as 'freelancers'. They find work through digital labour platforms that is posted by clients from Ukraine and from other countries. The work can last from several minutes to several months; it is not classified legally as an employment relationship. This means that the working conditions of these “freelancers” remain outside the scope of labour regulation.

The results of the survey show that digital labour platforms have transformed the modes of work and changed how work is viewed by both businesses and workers. Such transformations inevitably carry both a strong potential for benefiting the Ukrainian society, as well as risks. An understanding of such risks is important for designing policy responses that can enhance the benefits of the work transformation brought about by the platforms.
