According to the ILO global estimates on migrant workers, there were around 164 million migrant workers in 2017. 

Migrant workers contribute to growth and development in their countries of destination, while countries of origin greatly benefit from their remittances and the skills acquired during their migration experience. Yet, many migrant workers face challenges in accessing quality training and decent jobs including under-utilization of skills, a lack of employment or training opportunities, lack of information, and exploitation of low-skilled workers.

To address these challenges, countries need to strengthen skills anticipation systems to inform migration policies, increase access to education and training, and establish bilateral or multilateral recognition of qualifications and skills.

This research report examines the underutilisation of the skills of migrants in regional areas, particularly women who are often the spouse of a primary applicant but are also skilled in their own right. It considers the interplay of the regional labour market, support services for migrants and the role education and training providers play in supporting the participation of migrants in the labour force and in other social activities. The research suggests social inclusion is increased for skilled migrants when they have opportunities to maintain and develop their professional networks and social capital.

This document consists of a policy statement, implementation plan and supporting annexes, which consider and discuss aspects of the TVET Policy in Pakistan which aims to:

- Secure a national commitment to the importance of skills development to achieve sustained economic growth, to increase productivity and to provide opportunities for people to contribute to the economy and to their communities, particularly the country’s growing youthful population;
- Increase the number and quality of training opportunities so that in the short-term at least one million will be trained each year. By 2025, the objective is to train 20 percent of all school-leavers, in addition to up-skilling and re-skilling existing workers. Such expansion will not be achieved by the public sector alone and the active engagement of the private sector will be required;
- Introduce a national standards-based qualification, assessment and certification system;
- Design and deliver competence-based education and training programmes that concentrate on the skills required to perform jobs;
- Forge new partnerships between the public and private sectors and to encourage employers to train more directly and to contribute to the reform of public TVET provision;
- Maintain and expand the export of labour by encouraging people to obtain internationally recognised qualifications;
- Encourage linkages with the informal sector of the economy by providing people with opportunities to gain formal qualifications;
- Continue the reform and revitalisation of the public TVET sector.

Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

To assist member States in building a knowledge base on youth employment that helps better and informed policy-making, the ILO has designed a methodology referred to as a “School-to-Work Transition Survey” (SWTS). The SWTS is developed to quantify the relative ease or difficulty faced by young people in “transiting” to a job that meets the basic criteria of “decency”, namely a job that provides the worker with a sense of permanency, security and personal satisfaction.

This paper presents the results of the SWTS conducted in Mongolia between October and December 2006. It seeks to measure the quality of the transition to decent work. It captures the labour market status of young people, the different types of transitions leading to work and provides information on both quantity and quality of employment. The study also incorporates the results of an employers’ survey that enriches the analysis with data concerning labour demand.

This report presents the outcomes of the Regional Workshop on Improving Workplace Learning and TVET Quality Assurance in Asia and the Pacific. This workshop was designed to assist countries in the region to deal with the challenge of improving productivity and employment growth through workplace learning and to review options for improving the quality of technical and vocational education and training (TVET). The specific objectives of this workshop were to:

• increase the knowledge base and understanding of member States on workplace learning and quality assurance,
• strengthen existing initiatives in workplace learning and quality assurance, and
• provide a forum for participating countries to share their experiences and to develop tripartite action plans.

The discussions during the workshop are summarized in this document.

This document presents the project results of the 'Kyrgyz Republic: Vocational Education and Skills Development Project'. Since 2008, more than 30,000 students in 25 schools have learned new skills in tailoring, hairdressing, mechanical engineering, carpentry, welding, and other areas under the ADB-supported Vocational Education and Skills Development Project. Placement rates are high: 85% of 211 budding seamstresses in one recent class were immediately hired by private companies upon graduation. A follow-on initiative, the Second Vocational Education and Skills Development Project, is building on this work to expand access to programs in rural areas and strengthen schools’ financial viability.

There is a critical need for a greater overall investment in education and training, particularly in developing countries. Education and training investments should be closely linked to economic and employment growth strategies and programmes. Responsibility should be shared between the government (primary responsibility), enterprises, the social partners, and the individual. To make lifelong learning for all a reality, countries will need to make major reforms of their vocational and education and training systems. School-to-work schemes for young people should integrate education with workplace learning. Training systems need to become more flexible and responsive to rapidly changing skill requirements. Reforms should also focus on how learning can be facilitated, not just on training for specific occupational categories.

Presented at the APEC Forum on Human Resources Development, Chiba, Japan 14 – 16 November, 2007 This paper maintains that most career development efforts are directed to occupation and preparation in response to technological advances, new management process, and the changing economy. However, other workplace characteristics have career implications as well –characteristics such as the changing conditions of employment, alternative work arrangements, and aging population. Career development in the education and training of youth and adults must move to new levels to keep up with these workplace developments. Career management skills such as creative thinking and problem solving may have a new focus as workers strive to navigate through new and uncharted employment practices for their sustainable career development throughout working life.

Women represent both half of the world's population – and half the world's economic potential. Their participation in the labour market reduces poverty because they often invest 90 per cent of their income in the well-being, education and nutrition of their families. Yet labour force participation by women has stagnated at about 55 per cent globally since 2010. Moreover, women are disproportionately represented in precarious work – low-paid, low-skilled and insecure jobs.

Training plays an important role in the pursuit of equality of opportunity and treatment for women and men in the world of work. Yet women often lack access to technical and vocational education and training. Many also lack the basic functional skills, such as literacy and numeracy, to participate meaningfully in the work force. Overcoming this challenge requires the adoption of a life-cycle approach. This includes improving girls’ access to basic education; overcoming logistic, economic and cultural barriers to apprenticeships and to secondary and vocational training for young women; and meeting the training needs of women re-entering the labour market and of older women who have not had equal access to opportunities for lifelong learning.

ILO Research Paper No. 10 This paper attempts to shed light on the causes behind the recent sharp decline in female labour force participation in India and to identify factors underpinning the long-term stagnation in female participation. Through an examination of labour market trends, a series of scenario exercises, and econometric analysis, we analyse four prominent hypotheses of the root causes of declining female participation. The findings in this paper indicate that a number of factors were responsible for the recent sharp decline in estimated labour force participation rates among working-age women. Some factors, such as increased attendance in education and higher household income levels, are no doubt a positive reflection of rapid economic development. Additionally, it was found that evidence that changes in measurement methodology across survey rounds is likely to have contributed to the estimated decline in female participation, due to the difficulty of differentiating between domestic duties and contributing family work. However, the key long-run issue is the lack of employment opportunities for India’s women, owing to factors such as occupational segregation.

This report compares the achievements of the People’s Republic of China (PRC) and India in human capital development in the past 5 decades (1960-2010) and identifies the factors behind the similarities and differences between them. It highlights the high-level policy lessons and insights that are crucial in addressing the remaining gaps between the PRC and India, and in shaping their future human and economic developments. The human capital development lessons that can be learned through this assessment of the past experience of these two countries are not only critical for improving their productivity and innovation for continued development but are also valuable for other developing economies as well.

While human capital is a multidimensional concept covering a set of health- and education-related characteristics that contribute to worker productivity, this report focuses largely on the quantity and quality of education, training, and skills of the labor force in the PRC and India at the national level, and to some extent at the regional level. Health and other important aspects of human capital are beyond the scope of this report.

Representing around 40% of the working-age population of the world and 37% of the total population of the world, the issues related to human capital development within the PRC and India are numerous and diverse. Many of these issues are best tackled in country specific contexts. This comparative report only tackles major human capital development achievements and broad-based challenges that are common to both countries, and presents policy options for addressing these challenges.

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. Career guidance and counselling, career education and lifelong development of skills for employability are key for success in learning activities, effective career transitions, livelihood planning, entrepreneurship and in increasing labour market participation. They are instrumental in promoting skills utilization, recognition (RPL), as well as in improving enterprise human resource management.

Career development activities encompass a wide variety of support activities including career information and advice, counselling, work exposure (e.g. job shadowing, work experience periods), assessment, coaching, mentoring, professional networking, advocacy, basic and employability skills training (curricular and non-curricular) and entrepreneurship training. It is often an area which is fragmented across different ministries (e.g. education, TVET, employment, youth) requiring an effort to achieve the necessary coordination to provide adequate support to individuals during learning, employment and unemployment/inactivity periods.

Skills and employment policies should be viewed together.  The full value of one policy set is realized when it supports the objectives of the other.  For investments in education and training to yield maximum benefit to workers, enterprises, and economies, countries’ capacities for coordination is critical in three areas: connecting basic education to technical training and then to market entry; ensuring continuous communication between employers and training providers so that training meets the needs and aspirations of workers and enterprises, and integrating skills development policies with industrial, investment, trade, technology, environmental, rural and local development policies.

Employment Diagnostic Study

This report seeks to foster a deeper understanding of the context, constraints, and opportunities for increasing productive employment, and inform evidence-based policies that will promote productive employment and decent work in Fiji.

The report highlights the need to coordinate economic and employment policies among relevant ministries and stakeholders, encourage and facilitate small and medium-sized enterprise development, expand income generation opportunities for subsistence and informal workers in Fiji, strengthen the quality and relevance of education and technical and vocational education and training (TVET), promote greater coordination between institutions and industry sectors to keep curriculum aligned to industry needs, and strengthen labor market policies and institutions.
