Part of a series of country reports on post-secondary vocational education and training in OECD and non-OECD countries. Post-secondary VET in Egypt offers many programmes in different specialties and through different types of institutions. There are approximately 108 different technical programmes covering 22 disciplines. In total, Egyptian post-secondary VET and its 68 institutions had 127 440 enrolled students in 2009/2010. Although post-secondary VET could be encouraged to offer more services for some specific groups or purposes (up-skilling, adult education, second chance education, and career shifts) the current institutional and curricula mixture reflects the importance of Egyptian VET for both economic prosperity and social cohesion.

This first chapter places the review of Egypt in the context of the wider OECD policy study of post-secondary VET, presents the structure of the report, describes the main features of the post-secondary VET system in Egypt and examines its opportunities/strengths and challenges. The following chapters advance policy recommendations.

Africa Development Forum series This book brings together new household and enterprise data from 41 countries in Sub-Saharan Africa to inform policy makers and practitioners on ways to expand women entrepreneurs’ economic opportunities. Sub-Saharan Africa boasts the highest share of women entrepreneurs, but they are disproportionately concentrated among the self-employed rather than employers. Relative to men, women are pursuing lower opportunity activities, with their enterprises more likely to be smaller, informal, and in low value-added lines of business. The challenge in expanding opportunities is not helping more women become entrepreneurs but enabling them to shift to higher return activities.

A central question addressed in the book is what explains the gender sorting in the types of enterprises that women and men run? The analysis shows that many Sub-Saharan countries present a challenging environment for women. Four key areas of the agenda for expanding women’s economic opportunities in Africa are analyzed: strengthening women’s property rights and their ability to control assets; improving women’s access to finance; building human capital in business skills and networks; and strengthening women’s voices in business environment reform.

Access for all to good quality education, vocational training and workplace learning is a fundamental principle of social cohesion and economic growth. Some groups of people may require targeted attention if they are to benefit from education, training and employment opportunities.  

This is particularly the case for disadvantaged youth, lower skilled workers, people with disabilities, and people in rural communities. The attractiveness of vocational education and training is enhanced when combined with entrepreneurship training and when public policies encourage utilization of higher skills by business.

Summary report

Human development is one of the pillars of Botswana’s Country Partnership Strategy with the World Bank (2009–13). The Country Partnership Strategy (CPS) is in line with Botswana’s 'Vision 2016', which, in terms of human development, envisions the transformation of Botswana to 'an educated and informed nation' and to 'a prosperous, productive and innovative nation' as two key cornerstones of the strategy. In line with these objectives, the World Bank with support from the Ministry of Education and Skills Development (MoESD) embarked on analytical study entitled 'Skills for Economic Growth and Diversification in Botswana'. The work is informed by Botswana’s need to diversify its economy to facilitate stronger, more sustainable economic and employment growth and, concurrently, equip its workforce with a variety of skill sets that meet employer needs.

The objective of the exercise is to provide the government of Botswana with concrete suggestions for policy interventions that strengthen the skills base of the workforce and thus facilitate economic growth, diversification, and employment. The recommendations offered are based on analyses of available data and international best practices. Four policy notes were developed, each of which touches on crucial aspects of strengthening the country’s skills base. They include: Raising Botswana Human Resource Profile to Facilitate Economic Diversification and Growth; Labor Market Signals on the Demand for Skills; Skills Needs of the Private Sector; and, Skills Implications of Botswana Diamond Beneficiation Strategy.

The key findings and recommendations of these four notes are summarized in the Executive Summary.

Ghana has a youthful population of 24 million and has shown impressive gains in economic growth and in poverty reduction over the last two decades. The necessary sustained growth requires three critical steps: (1) increase productivity in the strategic economic sectors, (2) diversify the economy, and (3) expand employment. Raising the level and range of skills in the country provides a key contribution to these core drivers of sustained growth.

This report focuses on one segment of Ghana’s skills development system: formal and informal technical and vocational education and training (TVET) at the pre-tertiary level. Although TVET alone does not guarantee productivity gains or job creation, it is generally agreed that a blend of cognitive, non-cognitive, intermediate, and higher technical skills is crucial to enhance the country’s competitiveness and contribute to social inclusion, acceptable employment, and the alleviation of poverty. The report assesses the economic and social demand for vocational skills and the scope and scale of supply. Special attention is placed on vocational training for those working in the informal economy, and on non-formal (private) training providers.

Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

An important aspect of Rwanda’s development and stability in the last decade has been the country’s national Disarmament, Demobilization, and Reintegration (DDR) program. From the onset, the country’s DDR program has been closely linked to economic development and social inclusion efforts which in turn have contributed to economic and social parity between ex-combatants and civilians. The central objective Rwanda’s Demobilization and Reintegration Programme (RDRP) has been to support ex-combatants in their efforts to be reintegrated into social and economic networks of the civilian society. It is in this context that the Rwanda Demobilization and Reintegration Commission has offered vocational skills training as an integral component of the reintegration effort, with the hope that it would be a catalyst towards sustainable employment.

This report details the findings from a research study of outcomes of the vocational training provided to ex-combatant beneficiaries through the RDRP. Implementing DDR programs for more than a decade, Rwanda’s reintegration experiences and the country’s DDR vocational training framework provide an important opportunity to explore the factors that may influence the sustainability and efficacy of vocational training and reintegration outcomes.

Uganda National Climate Learning Strategy Uganda ratified the 1992 United Nations Framework Convention on Climate Change (UNFCCC), and has continued to actively pursue actions to fulfil its commitments under the Convention. However, it is still plagued with insufficient technical capacities, skills, as well as weak institutions. Such deficiencies occur amidst the continuing effects of climate change, namely, temperature rise, increased drought, and increased frequency of rainfall, experienced differently in the various ecosystems and sectors. Dealing with climate change demands the understanding of how it might affect a range of natural and social systems, and an identification and evaluation of options to respond to these effects. Further, the transition to a green, low-emission and climate-resilient economy requires unprecedented levels of awareness, knowledge and skilled individuals. National learning institutions and systems also require strengthened capacities to deliver learning and skills development action in support of national policy objectives and priorities.

Within this context, the National Strategy and Action Plan was formed with the overall goal of strengthening human resources and skills to advance low-emission and climate-resilient development in Uganda. The key elements of the Strategy are as follows: - Build capacity and strengthen the UNFCCC National Focal Point for Uganda; - Strengthen the Department of Meteorology; - Support the ongoing actions in order to maintain continuity; - Undertake sector-specific identification of costed climate change impacts in key sectors; - Continue to undertake climate change learning as a continuous process; - Assess the impacts of climate change learning; and - Harmonize climate change learning among different institutions and levels.

This report summarizes the key themes and findings from three in-depth case studies of entrepreneurship education and training (EET) programs in Ghana, Kenya, and Mozambique. Each case study produced rich information on the programs context, the landscape of programs in each country, and the qualitative insights from local EET stakeholders. This report synthesizes information from across the case studies to analyze the extent to which these countries programs are meeting the needs of local entrepreneurs. It also introduces findings from global EET research to show how programs in the case-study countries relate to what is known about global practice in EET. From this synthesis, the report presents a set of key findings intended to illuminate how EET programs can be better aligned with local needs and promising EET practices globally.

Effective mechanisms for financing skills development vary according to countries’ economic and political circumstances and the degree and level of social dialogue established.

Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

A quarter of the labour force in South Africa is currently unemployed with the majority of the unemployed being unskilled youth. One of the major causes seems to be the commanding power of trades union resulting in a high minimum wage for unskilled workers, which results in a reduction in the demand for unskilled labour. To reduce the current unemployment rate in South Africa, policy decisions should be focused on youth employment with emphasis on skills development. Policy should also stimulate growth of small, medium and micro enterprises in order to stimulate job creation. A literature review indicates that current tax incentives in South Africa do not incentivise employers to hire unskilled youth labour, and are not applied on a wide enough scale to significantly impact the overall unemployment statistics. The proposed youth wage subsidy will increase the demand for unskilled labour by reducing the cost of labour. However, to have the desired impact, the participation rate must be high. The proposed subsidy was analysed against the successes and failures of subsidies implemented in the USA. It was found that many of the flaws identified in the USA have been avoided. Based on the above, the recommendation is that the proposed youth wage subsidy is plausible in a South African context and should be implemented. The main concern is that newly employed youth would replace workers who do not meet the qualifications of the subsidy. This would have to be taken into account by policy makers.
