Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

The report presents a background study of the state of technical and vocational education and training (TVET) in Ethiopia. It discusses the state of TVET in Ethiopia, as well as the contextual information on education system and economic indicators in Ethiopia as they relate to the TVET implementation and policy. It argues that given the supply-driven nature of the TVET system in Ethiopia, it is important to improve its efficiency, and proposes two ways to doing this: (1) Improve efficiency and equity of the centrally driven allocation mechanism drawing on the recent advances in matching algorithms and their application to the school choice; (2) Impact evaluation of the final labour market outcomes of the graduates has to be integral part of the TVET system, and the report discusses various ways such evaluation could be conducted.

Eight out of 10 of the world’s working poor who live on US $1.25 per day live in rural areas, where many are caught in vulnerable employment, especially in agriculture.Flourishing rural areas are vital to regional and national development. Yet, rural economies tend to face a wide range of challenges that urban areas are more likely to overcome. These include access to transportation, sanitation and health services, and a consumer base in close proximity to support small and medium enterprise development. Women and men working in rural areas also face difficulties associated with a paucity of economic opportunities, under investment, poor infrastructure and public services, including education, and, in many cases, weak governance and underdeveloped markets.

Education, entrepreneurship, and physical and social infrastructure all play an important role in developing rural regions. Skills are central to improving employability and livelihood opportunities, reducing poverty, enhancing productivity and promoting environmentally sustainable development.

Business training for micro- and small-business owners in developing countries is one of the most common forms of active support provided by governments, non-governmental organizations and international development organizations worldwide. Despite its ubiquity and the proliferation of micro-lending opportunities for women and men, little rigorous research has been conducted exploring the economic and social impacts of business training programs on beneficiaries, particularly on women.

The report examines the preliminary impacts of ILO’s Gender and Enterprise Together (GET) Ahead training program, which targets rural, low-income female entrepreneurs who have low levels of formal education and assists them to overcome gender-based barriers to business success, in four counties of Kenya.

The research reviews challenges women face in running their business and analyzes the initial impacts of the GET Ahead training program. The findings of the report seek to help improve the GET Ahead training program in the future, as well as inform the development of similar programs in Kenya and around the world.

Mozambique is experiencing significant population growth with a growing number of youth (ages 15-34) into the labor market. The surge of the raw number of individuals, particularly young people, opens both challenges and opportunities: challenges, because of the need to create sufficient jobs to employ new entrants; opportunities, because if well managed, the country will benefit from a young, dynamic labor market where innovations and creative activities serve as an engine of growth, driving up per capita income and standards of living.

This paper provides an in-depth assessment of skills and labor markets in Mozambique, and outlines policy recommendations in the selected areas to improve skills of the work force. It is organized as follows:

- The first two sections describe the supply and demand side diagnostics of the labor market, respectively, by analyzing the profiles of workers and by examining where jobs are being created.

- The next section discusses the determinants of employment, type of work, and earnings. Based on this analysis of the trends and labor market outcomes.

- The last section identifies and discusses key areas of policy interventions.

There is a critical need for a greater overall investment in education and training, particularly in developing countries. Education and training investments should be closely linked to economic and employment growth strategies and programmes. Responsibility should be shared between the government (primary responsibility), enterprises, the social partners, and the individual. To make lifelong learning for all a reality, countries will need to make major reforms of their vocational and education and training systems. School-to-work schemes for young people should integrate education with workplace learning. Training systems need to become more flexible and responsive to rapidly changing skill requirements. Reforms should also focus on how learning can be facilitated, not just on training for specific occupational categories.

Bangladesh has a strong track record of growth and development, even in times of elevated global uncertainty.  A robust demographic dividend, strong ready-made garment exports, resilient remittance inflows, and stable macroeconomic conditions have supported rapid economic growth over the past two decades. A strong recovery from the COVID-19 pandemic continued in FY22, although a recent surge in commodity prices has presented new headwinds. 

Bangladesh reached lower-middle income status in 2015. It is on track to graduate from the UN’s Least Developed Countries list in 2026. Poverty declined from 43.5 percent in 1991 to 14.3 percent in 2016, based on the international poverty line of $1.90 a day (1).  

Like many of its Asian neighbours, Bangladesh faces a major challenge trying to develop modern, employability skills for tens of millions of young women and men. It has a large informal sector, which accounts for 94.7 percent of the total employment in 2017 (2). Youth continue to be highly affected by the lack of opportunities, with the share of youth aged 15-24 not in employment, education or training (NEET), estimated at 27.8 percent in 2020 (3). 

TVET has a huge role to play in equipping the vast young labour force of 15-29 years referred to as the country’s “demographic dividend” with employability skills and providing enhanced support services to ensure a better transition from school to work. TVET may also contribute to reducing poverty by providing employability skills, particularly to those who drop out of school early and to a large number of unemployed and underemployed adults.  

Despite many reform initiatives by the government, the TVET sector needs further strengthening through reform of policies and systems in the labour market.  Enhancing industry-relevance of TVET qualifications will furthermore require closer Government cooperation with the private sector. For one and a half decade, the ILO has worked closely with the Government of Bangladesh and its Social Partners to reform the TVET sector and to improve access for people to increase their skills and employability, in particular youth, women and people from other marginalized groups. 

The impact of the COVID-19 pandemic had detrimental effects on the TVET sector, due to the nation-wide closure of all educational institutes for one and a half years, starting on 17 March 2020.  Most students’ learning was effectively abolished for this duration, and learning and certification was only possible through limited online learning facilities in existence at the time. Only recently has the TVET returned to its prior activity level. 

The ILO landmark programmes aim to strengthen and improve the environment for industry skills development, address the mismatch between the supply and demand for skills training, and drive the increased employability of millions of young women and men. ILO’s support to develop the skills system in Bangladesh has focused on skills system governance, development of skills policies and qualifications frameworks; delivery of quality skills training, expanding access to TVET, and involvement by the private sector.

This report examines the current issues in South Africa pertaining to greening the economy with special attention to skills requirements now and in the future. Current policy is found to be inconsistent and market forces have tended to be more effective in driving change. However, going forward there is potential for policy to direct significant structural changes. There is currently a significant skills gap across all sectors and the development of a low carbon economy will undoubtedly be hampered by this. Skill development structures are well developed but are led by market demand, which may lead to green skills requirements either being overlooked, or being provided outside of this framework. This in turn could be detrimental to national training programmes. It is recommended that a cohesive approach is taken to green skills anticipation at a national level which will ensure correct identification of needs, and strong implementation of the pre-existing skills framework.

Adolescent Girls Initiative Young people age 15 to 29 make up about a quarter of the world’s population, yet they constitute nearly half of the world’s unemployed. The World Bank is helping to increase viable employment opportunities for youth. In many countries, restrictive gender norms make it harder for girls to access training and employment opportunities. To ensure that girls and young women are included in this agenda, the Bank launched the Adolescent Girls Initiative (AGI) in 2008. The program is being piloted in eight low-income countries—including some of the toughest environments for girls. Each intervention is tailored to the country context, and includes an impact evaluation to build the evidence base to help adolescent girls and young women succeed in the labor market.

The first AGI pilot—the Economic Empowerment of Adolescent Girls and Young Women (EPAG) project—was launched in Liberia in late 2009. Preliminary results from the midline survey are highlighted in this document.

UNIDO-Chevron partnership In recent years Angola has experienced high growth rates and is set to continue on this path, mainly driven by its oil sector. Yet, growth has been capital intensive, import dependent and has not created enough employment for a fast growing population. Unemployment is estimated at 26%, and many people work in subsistence agriculture or the informal economy. In order to support much-needed job creation and economic diversification, the Government embarked on a major reform of the education system to better equip youth for the future.

In 2010 Chevron, one of the world’s leading energy companies, contributed funding of USD 1 million to a partnership initiative to introduce entrepreneurship as a subject in secondary schools in Angola. Supporting the Government of Angola’s education reform endeavours, the Entrepreneurship Curriculum Programme aims to develop entrepreneurship skills among young people, building the foundation of a sustainable and dynamic private sector.A description of this project worked in in partnership with UNIDO is provided in the information brochure below.

Technical and Vocational Education and Training (TVET) in Ethiopia seeks to create competent and self-reliant citizens to contribute to the economic and social development of the country, thus improving the livelihoods of all Ethiopians and sustainably reducing poverty.

This National TVET Strategy replaces an older version adopted in 2002. It reflects an important paradigm shift of recent years which places quality and relevance of TVET as its priority. Global experience has shown that the mere expansion of TVET does not solve the problems of unemployment and low productivity of the economy. TVET has to respond to the competence needs of the labour market and create a competent, motivated and adaptable workforce capable of driving economic growth and development.
