Access for all to good quality education, vocational training and workplace learning is a fundamental principle of social cohesion and economic growth. Some groups of people may require targeted attention if they are to benefit from education, training and employment opportunities.  

This is particularly the case for disadvantaged youth, lower skilled workers, people with disabilities, and people in rural communities. The attractiveness of vocational education and training is enhanced when combined with entrepreneurship training and when public policies encourage utilization of higher skills by business.

According to the ILO global estimates on migrant workers, there were around 164 million migrant workers in 2017. 

Migrant workers contribute to growth and development in their countries of destination, while countries of origin greatly benefit from their remittances and the skills acquired during their migration experience. Yet, many migrant workers face challenges in accessing quality training and decent jobs including under-utilization of skills, a lack of employment or training opportunities, lack of information, and exploitation of low-skilled workers.

To address these challenges, countries need to strengthen skills anticipation systems to inform migration policies, increase access to education and training, and establish bilateral or multilateral recognition of qualifications and skills.

The latest MISMES inventory is a follow-up study on MISMES practices. However, due to the Country’s unique circumstances, the Jordan report targeted not only Jordanian emigrants and returnees, but also foreign labour immigrants and refugees/asylum seekers. In this report, MISMES are defined as specific policy interventions in all phases of the migration cycle, targeting those particular groups. To qualify as MISMES, a policy intervention should mobilise specific budget resources (regardless of who funds or implements the action), usually over a specific period (between 2000 and 2016). MISMES aim to improve labour market integration of migrants (e.g. facilitating labour mobility, job and skills matching, livelihood and employment opportunities, labour market information and protection) or skills utilisation and enhancement of migrants (e.g. skills development courses, work-based learning, career guidance and counselling, recognition and validation of skills). After making an inventory of existing measures, their key elements are identified in terms of efficiency, if any, and impact on the three target groups for their labour market Integration and skills utilisation.

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. From 27-28 November 2017 at the ILO/Geneva. The symposium is part of the work of the ILO Employment Department under its Global Product on Jobs and Skills Mismatch. It follows an earlier conference, held in May, which looked at the labour market impact and policy implications of various forms of skill mismatch.

The ILO Employment Policy Department will bring together researchers, policy-makers, practitioners and other stakeholders to review and discuss on-going research on demand for jobs and bottlenecks in developed and developing countries. The themes discussed will cover the impact of automation and digital technologies, issues related to pro-employment macro-economic and sectoral policies, trends in employment and labour market programmes, the future of work for youth and women, transition to formality, and the design and implementation of comprehensive employment policy frameworks. The main objective is to share knowledge and policy lessons learnt on fostering full employment and inclusive and sustainable economic growth. The symposium is part of the work of the Department under its Global Product on Jobs and Skills Mismatch. It follows an earlier conference, held in May 2017, which looked at the labour market impact and policy implications of various forms of skill mismatch.

Conference objectives

The conference will bring researchers, academics, development partners, ILO staff and others to:

- share lessons learned in fostering job-rich growth, emanating from policy interventions and research, that are particularly relevant for the Department’s work going forward;
- contribute knowledge to the ILO’s Future of Work initiative with respect to the future of employment and skills;
- present and discuss results of new research and selected tools and evidence from experience at the country level;
- strengthen the knowledge sharing network among academia, other UN agencies and development partners on the goal of full, productive and freely chosen employment.

Members of permanent missions, employers and workers, international organizations and academia are welcome to attend.

The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

India Skills Report 2017 presents a quantitative and qualitative analysis of demand and supply in the labour market. The report takes stock of the talent landscape by analysing the employability of youth and the needs and expectations of employers. Currently in its fourth edition, it also captures various initiatives taken by the government and its impact on economic growth. The report is a joint initiative by Confederation of Indian Industry, PeopleStrong, Wheebox, UNDP and AICTE (All India Council for Technical Education).

There is a critical need for a greater overall investment in education and training, particularly in developing countries. Education and training investments should be closely linked to economic and employment growth strategies and programmes. Responsibility should be shared between the government (primary responsibility), enterprises, the social partners, and the individual. To make lifelong learning for all a reality, countries will need to make major reforms of their vocational and education and training systems. School-to-work schemes for young people should integrate education with workplace learning. Training systems need to become more flexible and responsive to rapidly changing skill requirements. Reforms should also focus on how learning can be facilitated, not just on training for specific occupational categories.

European classification of Skills, Competences, Occupations and Qualifications (ESCO) is the multilingual classification of European Skills, Competences, Qualifications and Occupations. ESCO is part of the Europe 2020 strategy.

The ESCO classification identifies and categorises skills, competences, qualifications and occupations relevant for the EU labour market and education and training. It systematically shows the relationships between the different concepts.

The European Commission has launched the first full version of the European classification of Skills, Competences, Occupations and Qualifications (ESCO).

The classification is available in 26 languages (the 24 EU languages, Icelandic and Norwegian).

ESCO facilitates the dialogue between labour market and the education/training sector by providing a common language that could help overcome labour market imbalances and increase occupational and geographical mobility in the EU.

Concretely, ESCO:

- Connects people and jobs, by providing a common language that helps jobseekers to find the job that best matches their skills. As recruitment is increasingly digitised, both employers and jobseekers need to use digital tools that allow them to communicate in a meaningful manner. ESCO aims to make these digital tools work better together;

- Connects employment and education, as education providers can use it to describe the expected learning outcomes of their curricula and to understand better the labour market trends and future skills needs;

- Connects labour markets at EU level, by acting as the digital enabler of labour market mobility. The Commission has the ambition for ESCO to become the European classification for the information exchange via EURES, as foreseen by the EURES Regulation.

The first full version (ESCO v1) is available free of charge through the ESCO service platform. It covers 2 942 occupations, 13 485 knowledge, skills and competences and will progressively display information on qualifications provided by the Member States. The Commission also envisages integrating private, international and sectorial qualifications from other sources into ESCO in the near future. It is piloting this approach and discussing it with the Member States.

The publication of ESCO v1 is a key milestone in the achievement of objectives of the Europe 2020 strategy and the New Skills Agenda for Europe.

Labor markets in the Western Balkan countries, comprising Albania, Bosnia and Herzegovina, Kosovo, FYR Macedonia, Montenegro and Serbia, are characterized by low employment rates and high unemployment. High and persistent long-term unemployment has become a salient feature of the labor markets of the region. Substantial informal sector activities are another prominent feature of these economies. International migration plays an important role in cushioning the problem of unemployment and has become an important source of income. In addition, almost the entire region is facing an aging and shrinking population due to low birth rates and high emigration. Given these unfavorable demographic and labor market conditions, interest in labor market data and analysis features highly on the agenda of regional policy makers. This report focuses on the key labor market trends (activity, employment, unemployment) between 2010 and 2016, with a special focus on the link between economic growth and labor markets. The report starts by discussing recent economic developments (section two), which is followed by an overview of demographic developments and levels of activity and inactivity in the population (section three). Sections four and five discuss employment and unemployment respectively. Section six highlights the link between economic growth and labor market developments, and section seven presents a summary of the report’s findings. An extensive statistical annex on key labor market indicators for each of the countries can be found at the back of this report.

Young people are particularly vulnerable to fluctuations in economic trends. Youth employment is therefore high on the policy agenda of those concerned with promoting social inclusion. While youth-targeted employment policies tend to combine both demand-side and supply-side approaches, it is important to recognise that traditional notions of ‘work’ have more recently been challenged and reconceptualised. The old assumptions about gender roles, ‘job security’ and ‘planned careers’ have thus been transformed by the profound economic and social changes of recent decades.

The essays collected in this publication were developed from papers first delivered at a research seminar on youth employment organised by a partnership between the Council of Europe and the European Commission in the field of youth. They represent a diverse and, at times, provocative collection of analytic snapshots of the position of young people on the European labour market.

Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

This report is a review of findings from varied investigative efforts and a set of recommendations for businesses to realize apprenticeship as a workforce development strategy. The study addresses three topics: The value to employer, overcoming the start-up challenge and apprenticeship and equity.

The final section of this paper describes recommendations for exposing more businesses to the value of apprenticeship, moving stakeholders beyond the traditional barriers to apprenticeship and structuring training with intentionality to engage non-traditional populations.
