The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. There is a critical need for a greater overall investment in education and training, particularly in developing countries. Education and training investments should be closely linked to economic and employment growth strategies and programmes. Responsibility should be shared between the government (primary responsibility), enterprises, the social partners, and the individual. To make lifelong learning for all a reality, countries will need to make major reforms of their vocational and education and training systems. School-to-work schemes for young people should integrate education with workplace learning. Training systems need to become more flexible and responsive to rapidly changing skill requirements. Reforms should also focus on how learning can be facilitated, not just on training for specific occupational categories.

Labor market competition from immigrants is most intense for natives with the lowest levels of education. For example, while immigrants in the U. S. comprised only 13 percent of the working age population in 2000, they made up 28 percent of the population with less than a high school diploma, and over half of all those with less than 8 years of schooling. According to the OECD (2010), the advanced countries are home to 88 million migrants who have no tertiary educations, accounting for 76percent of their total foreign-born population. In countries such as the U.S. and Canada, undocumented migrants from countries such as Mexico, Central America and the Philippines account for a large part of the unskilled immigration flow (Goldin et al, 2011). Undocumented migration is also a prominent phenomenon in France, the UK, Italy and Spain.

This paper surveys selectively and critically the recent literature on the effects of unskilled migration on advanced economies. Although the main focus is on the wages of the unskilled, the review looks more broadly at the effects on economic growth, employment, and the government budget.

The small island societies of the Caribbean have always been part of a global network of production and labour transfer. Indeed, they were created by global forces such as these. The development of modern technologies and rapid communications during the past half century have simply increased the speed and ease with which individuals can accommodate to and take advantage of the demands and opportunities of a changing world economy.

This paper will outline the movements involved in the migration of skilled workers and students and consider their overall impact. Students are included as they contribute significantly to the skilled and professional labour force in the countries to which they migrated for purposes of higher education. First, it is important to understand the nature and meaning of migration in Caribbean context since these factors significantly condition the extent of the impact of skilled migration and its role in terms of creating ‘brain drain’.

OECD Social, Employment and Migration Working Papers No. 3 In recent years there has been a growing recognition of the importance of international recruitment and movement of the highly skilled. Modern industries and services increasingly rely upon the acquisition, deployment and use of human expertise to add value in their operations. When this expertise is not available locally, employers frequently import it from abroad. This takes place in the context of two fundamental and interrelated processes: the development of internal labour markets by employers, on the one hand, and of the institutional framework by governments to facilitate the global interchange of skills, on the other.

Regarding prospects for the future, the paper projects a general stabilisation in the movements of highlyskilled workers, attributable among other reasons to the greater use of overseas subsidiaries and collaborators and of business service firms, increased use of air travel and the application of new information technologies which render a physical presence less necessary.

In recent decades migration issues have moved closer to the top of the policy agendas of public authorities at all levels of government. Migration issues are have become the subject of regular debates at local, regional, national, international and even supranational governing bodies, each of them addressing various migration issues from their own perspectives and with various concerns and interests. Common to most debates on the optimal formulation of policies for the regulation of economic migration are the underlying questions of how to enhance the benefits of migration, while at the same time minimizing the negative social and economic effects for one’s own constituency. It is in this context that the topic of migration of the highly skilled has once again assumed great prominence both from the receiving and the sending side perspectives.

This document suggests a few issues for consideration in the formulation of policies on skilled migration.

The purpose of this study is to contribute to the development of a proposed directive on the entry of third country highly-skilled workers to the European Union by providing an overview of the status and needs in the contributing Member States primarily from the year 2000 up to and including the year 2006. In this respect, the study is intended for policy-makers at the national and European level, as well as other relevant stakeholders, such as immigrant associations, trade unions, employer associations/unions and research institutions active in the field of migration studies.

This study was undertaken by eleven National Contact Points (Austria, Belgium, Estonia, Germany, Greece, Ireland, Italy, Latvia, Sweden, The Netherlands and United Kingdom) of the European Migration Network (EMN).

Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

OECD social, employment and migration working papers series Improving school-to-work transitions and ensuring better career opportunities for youth after labour market entrance are common goals in emerging and advanced economies as they can contribute to raising the productive potential of the economy and to increasing social cohesion. However, the challenges faced in achieving these objectives and the policies required vary between emerging and advanced economies.

This paper analyses youth labour market outcomes in 16 countries: eight emerging countries and eight advanced economies. In light of this analysis, it also discusses differences and similarities in the policy measures countries have at their disposal to tackle the key emerging challenges. The paper finds that youth in emerging countries are less likely to be employed and more likely to be NEET – neither in employment nor in education and training – than their counterparts in advanced economies. They also tend to leave education earlier and have longer transitions to work, characterized by a higher incidence of NEET and informal employment. In addition, child labour remains common in some emerging countries, with deleterious effects on school achievement.

According to the ILO global estimates on migrant workers, there were around 164 million migrant workers in 2017. 

Migrant workers contribute to growth and development in their countries of destination, while countries of origin greatly benefit from their remittances and the skills acquired during their migration experience. Yet, many migrant workers face challenges in accessing quality training and decent jobs including under-utilization of skills, a lack of employment or training opportunities, lack of information, and exploitation of low-skilled workers.

To address these challenges, countries need to strengthen skills anticipation systems to inform migration policies, increase access to education and training, and establish bilateral or multilateral recognition of qualifications and skills.

Project: The Labour Market Integration of New Arrivals in Europe Over the past 15 years, migration in Europe has changed considerably. The economic boom in the early and mid-2000s and expanded mobility owing to European Union enlargement helped create new populations of migrants from both within and beyond the European Union. These recent migrants are more educated than earlier arrivals and many are highly skilled. Against the backdrop of the global economic crisis, which profoundly affected many migrant-receiving countries in Europe, governments are grappling with questions of how to ensure that immigrants are able to find employment and progress into better jobs over time.

This overview report caps a series of six country case studies evaluating the employment outcomes for foreign-born workers in the Czech Republic, France, Germany, Spain, Sweden, and the United Kingdom. The study examines how easy it is for newcomers in the European Union to establish themselves in destination-country labor markets in the first ten years after arrival, and how well they are able to move out of unskilled work and into middle-skilled jobs.

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. There is a critical need for a greater overall investment in education and training, particularly in developing countries. Education and training investments should be closely linked to economic and employment growth strategies and programmes. Responsibility should be shared between the government (primary responsibility), enterprises, the social partners, and the individual. To make lifelong learning for all a reality, countries will need to make major reforms of their vocational and education and training systems. School-to-work schemes for young people should integrate education with workplace learning. Training systems need to become more flexible and responsive to rapidly changing skill requirements. Reforms should also focus on how learning can be facilitated, not just on training for specific occupational categories.

In the 1990s and early to mid-2000s, an economic boom sparked a surge of immigration to Spain. Many newcomers quickly found jobs in areas like construction and domestic services, and as a result, the boom became a disincentive to investing in large-scale, coordinated labor market integration efforts. When the economic crisis of 2008 disproportionately hit those in temporary and informal work, including many immigrants, it revealed the underlying gaps in the policy framework meant to support labor market integration in Spain.

This report examines how well recent policies are working to fill these gaps to help immigrants move into more stable work. It provides an overview of the labor market and integration policy in Spain and assesses the effectiveness of these policies, focusing on employment services, language education, and vocational training. Finally, the report concludes with recommendations for further policy refinement, including improved recognition of foreign credentials and easier access to employment services and training.
