The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. Women represent both half of the world's population – and half the world's economic potential. Their participation in the labour market reduces poverty because they often invest 90 per cent of their income in the well-being, education and nutrition of their families. Yet labour force participation by women has stagnated at about 55 per cent globally since 2010. Moreover, women are disproportionately represented in precarious work – low-paid, low-skilled and insecure jobs.

Training plays an important role in the pursuit of equality of opportunity and treatment for women and men in the world of work. Yet women often lack access to technical and vocational education and training. Many also lack the basic functional skills, such as literacy and numeracy, to participate meaningfully in the work force. Overcoming this challenge requires the adoption of a life-cycle approach. This includes improving girls’ access to basic education; overcoming logistic, economic and cultural barriers to apprenticeships and to secondary and vocational training for young women; and meeting the training needs of women re-entering the labour market and of older women who have not had equal access to opportunities for lifelong learning.

Project dates: 2013-2016; This project aims at developing a national policy to promote women’s employment, creating decent work opportunities for women through active labour market policies and building awareness on gender equality and labour standards. The ILO Office for Turkey, in collaboration with the Turkish Employment Agency (ISKUR) and the Swedish International Development Agency (SIDA) developed the project “More and Better Jobs for Women”, aiming at creating a comprehensive national policy to support women’s employment, while also increasing the skillset of women labour and creating awareness on gender equality. Career guidance and counselling, career education and lifelong development of skills for employability are key for success in learning activities, effective career transitions, livelihood planning, entrepreneurship and in increasing labour market participation. They are instrumental in promoting skills utilization, recognition (RPL), as well as in improving enterprise human resource management.

Career development activities encompass a wide variety of support activities including career information and advice, counselling, work exposure (e.g. job shadowing, work experience periods), assessment, coaching, mentoring, professional networking, advocacy, basic and employability skills training (curricular and non-curricular) and entrepreneurship training. It is often an area which is fragmented across different ministries (e.g. education, TVET, employment, youth) requiring an effort to achieve the necessary coordination to provide adequate support to individuals during learning, employment and unemployment/inactivity periods.

Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

Short statistical report No.4 The school-to-work transition is a crucial life stage for young people, and research has often shown that this stage has important effects on their entire life courses. In recent years, young people willing to enter the labour market have been challenged by increasing uncertainty and comparatively high unemployment. These labour market trends have been attributed to several structural changes, including globalisation, rise in international competition, technological change and the recent economic crisis.

At the same time, the structure of labour supply has changed. Tertiary education in EU Member States has substantially expanded and the educational attainment of recent female graduates is now at parity or even exceeds that of their male counterparts. However, research has also demonstrated that even with considerable gains in education, women continue to have unequal labour market outcomes. Isolating gender differences in the transition from school to work and examining why these differences may emerge, has been largely ignored until now. This report uses directly comparable data across the EU to examine whether there is a gendered transition from school to work, which can provide evidence to allow nations to reform their social welfare systems in a more tailored way by learning from each other and identifying policies and institutional systems that work the best.

According to the ILO global estimates on migrant workers, there were around 164 million migrant workers in 2017. 

Migrant workers contribute to growth and development in their countries of destination, while countries of origin greatly benefit from their remittances and the skills acquired during their migration experience. Yet, many migrant workers face challenges in accessing quality training and decent jobs including under-utilization of skills, a lack of employment or training opportunities, lack of information, and exploitation of low-skilled workers.

To address these challenges, countries need to strengthen skills anticipation systems to inform migration policies, increase access to education and training, and establish bilateral or multilateral recognition of qualifications and skills.

During the past decade, Rwanda has been among the fastest-growing economies in the world. Between 2000/01 and 2010/11, the economy grew at nearly 8% per year, while income poverty declined from 59% to 45%. Although employment rates have remained relatively stable, there has been a substantial shift from self-employment to wage and unpaid employment.

This study focuses on labor outcomes of women and youth—the former have moved into low-quality employment, while the latter have high rates of underemployment. Labor market outcomes are examined through geographic analysis and a study of factors affecting employment at the individual level. This study includes the skill status of wage employees.

Throughout their working lives, women continue to face significant obstacles in gaining access to decent jobs. Only marginal improvements have been achieved since the Fourth World Conference on Women of Beijing in 1995, leaving large gaps to be covered in the implementation of the 2030 Agenda for Sustainable Development, adopted by the United Nations in 2015. Inequality between women and men persists in global labour markets, in respect of opportunities, treatment and outcomes.

The Women at Work report provides the latest ILO data on women’s position in labour markets, examines the factors behind these trends and explores the policy drivers for transformative change.

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. Women represent both half of the world's population – and half the world's economic potential. Their participation in the labour market reduces poverty because they often invest 90 per cent of their income in the well-being, education and nutrition of their families. Yet labour force participation by women has stagnated at about 55 per cent globally since 2010. Moreover, women are disproportionately represented in precarious work – low-paid, low-skilled and insecure jobs.

Training plays an important role in the pursuit of equality of opportunity and treatment for women and men in the world of work. Yet women often lack access to technical and vocational education and training. Many also lack the basic functional skills, such as literacy and numeracy, to participate meaningfully in the work force. Overcoming this challenge requires the adoption of a life-cycle approach. This includes improving girls’ access to basic education; overcoming logistic, economic and cultural barriers to apprenticeships and to secondary and vocational training for young women; and meeting the training needs of women re-entering the labour market and of older women who have not had equal access to opportunities for lifelong learning.

A lo largo de su vida laboral, las mujeres siguen experimentando grandes dificultades para acceder a empleos decentes. Sólo se han logrado mejoras mínimas desde la Cuarta Conferencia Mundial sobre la Mujer, celebrada en Beijing en 1995, por lo que existen grandes brechas que deben colmarse en la puesta en práctica de la Agenda 2030 para el Desarrollo Sostenible, adoptada por las Naciones Unidas en 2015. La desigualdad entre mujeres y hombres persiste en los mercados laborales mundiales, en lo que respecta a las oportunidades, al trato y a los resultados.

El informe sobre las mujeres en el trabajo presenta los datos más recientes sobre la posición de las mujeres en el mercado laboral, examina los factores subyacentes a estas tendencias y analiza las políticas que impulsan el cambio transformador.

Tout au long de leur vie professionnelle, les femmes continuent de se heurter à des obstacles de taille pour accéder à des emplois décents. A la marge, des progrès ont été accomplis depuis la Quatrième conférence mondiale sur les femmes à Pékin en 1995, laissant de grandes lacunes à combler dans la mise en oeuvre du Programme de développement durable pour 2030 adopté par les Nations Unies en 2015. Les inégalités entre hommes et femmes perdurent sur les marchés mondiaux du travail, en termes d’égalité des chances, de traitement et de résultats.

Le rapport sur les femmes au travail présente les dernières données de l’OIT sur la place des femmes sur le marché du travail, étudie les causes expliquant ces tendances et explore les facteurs politiques d’un changement en profondeur.
