ILO

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. The ILO Secretariat in offices in 40 countries works with Ministries of Labour, employers’ organizations, and trade unions to integrate skills development into national and sector development strategies in order to better meet current labour market needs and to prepare for the jobs of the future; to expand access to employment-related training so that youth, persons with disabilities and other vulnerable groups are better able to acquire skills and secure productive and decent work; and to improve the ability of public employment services to provide career guidance, maintain labour exchange services, and deliver active labour market programmes. For more information regarding the ILO’s work on skills and employability go to: http://www.ilo.org/skills/lang--en/index.htm; for ILO/Cinterfor's Knowledge Management Plarform, see: http://www.oitcinterfor.org

Access to training

Access for all to good quality education, vocational training and workplace learning is a fundamental principle of social cohesion and economic growth. Some groups of people may require targeted attention if they are to benefit from education, training and employment opportunities.

This is particularly the case for disadvantaged youth, lower skilled workers, people with disabilities, and people in rural communities. The attractiveness of vocational education and training is enhanced when combined with entrepreneurship training and when public policies encourage utilization of higher skills by business.

A technological tool that will allow for improvements in better linking training with the demands of the production sector in Panama, was launched by the Ministry of Labor and Labor Development, with the support of the ILO. The platform - Human Talent Panama - will be useful in helping companies locate personnel specializing in technical areas. The platform is aimed at providing a user-friendly mapping of the availability of human resources that have completed training or a certification programme in technical and vocational education and training areas.

The new tool is not only visually appealing, interactive, and easy to use, but also provides georeferenced information on each school of the National Vocational Training Institute as well as the vocational centres attached to the Ministry of Education comprising variables such as field of training, speciality, sex, graduation year and institute. This platform can be consulted by institutions for planning and decision-making purposes and by external users (potential investors in the territories, other public institutions, enterprises all over the country, etc.).

Developments in vocational education and training policy 2015-17 Work in 2015-17 signals continuity with earlier national strategies and initiatives. It confirms the recent focus on apprenticeships and other forms of work-based learning, and increasing attention to widening access to VET and qualifications, two areas that have been reinforced by EU-level policy packages. The report also presents measures taken in: VET teacher and trainer professional development, key competence provision, and quality assurance, including actions to make use of information on skills intelligence. Complementing this report, individual country chapters offer more detailed information on national developments. Though their long-standing collaboration, countries aim at achieving common objectives set for 2020. As policy-makers are reflecting on their vision for VET and collaboration beyond 2020, this interim report also discusses these trends from a forward-looking perspective.

Linking technical and vocational education and training with post-secondary education Until recently, few graduates of technical and vocational education and training (TVET) aspired to further learning, particularly higher education. But higher-level qualifications are now a common expectation among young people, reflecting increased ambitions, labour market demand for higher-level skills, and a need to upskill and reskill throughout life. Clear and flexible learning pathways are necessary to ensure that young people have the necessary skills to enter the labour market; they are also essential to keep the skills of the workforce up to date and adapted to the changing economic conditions and opportunities that will facilitate the transition to sustainable economies and societies. The emergence of new occupations and the rapid transformation of existing ones, the explosion in knowledge and technology, the shift to an information and knowledge-based society, new ways of organizing the workplace in an increasingly integrated economy are some of the reasons why establishing learning pathways in a lifelong learning perspective are an imperative today.

This publication examines the drivers behind recent developments in improving the articulations between TVET and post-secondary, including higher, education, the challenges and obstacles to establishing effective learning pathways and the measures and good practices adopted by different countries to address them. Drawing on the available literature, including a number of in-depth country case studies, it makes recommendations on how effective learning pathways can be developed in different country contexts. A set of policy guidelines to assist policy-makers interested in improving the articulation of and pathways between TVET and post-secondary education and developing more effective pathways between the two is published separately.

Ageing populations and dwindling youth cohorts, on the one hand, and labour migration, on the other, are affecting workforce composition. And that’s not to mention the lingering impact of the financial crisis. All these are leaving their mark on European economies and societies. Against this backdrop, what is the role of vocational education and training (VET) in Europe in addressing the challenges ahead?

To help in shaping future policies, a Cedefop project considers different routes and multiple options for VET. An analysis of VET developments since 1995 has helped to outline a series of potential paths – scenarios – pointing towards plausible and consistent pictures of how VET can evolve by 2035, depending on today’s decisions and policy choices. Using these scenarios, Cedefop intends to inform strategic discussions on future European cooperation on VET.

Volume 5: Education and labour market outcomes for graduates from different types of VET system in Europe Based on comparative analysis of labour force survey data from 2014, the report analyses the vocational effect on labour market and education outcomes, asking whether any advantages conferred by vocational qualifications in early career would be offset by disadvantages later in life. The report explores the functioning of the safety net and the diversion effects across countries, demonstrating how these vary considerably with the specific institutional structure of schooling and work-based training. The results indicate that VET graduates are potentially sacrificing the longer-term gains associated with further education in favour of short-term benefits.

Virtual conference report: UNESCO-UNEVOC TVeT Forum, 16 to 24 July 2018. The virtual conference on ‘Improving the image of TVET’ was organized on the occasion of the 2018 World Youth Skills Day. UNESCO-UNEVOC follows the United Nations’ stride in celebrating World Youth Skills Day every year on 15 July, which raises awareness about the importance of youth skills development.

While the importance of TVET is increasingly recognized in international discourse and policies, the image of TVET can be quite challenging when compared with other educational pathways such as higher, academic education. Even in countries where there is a high-quality TVET system, initial enrollment in TVET is declining and many students continue to prefer to go to follow the academic education track as their first choice. The low image of TVET is therefore a universal concern.

There are multi-dimensional reasons influencing the image of TVET: poor quality, weak linkages with stakeholders particularly the industries, social stigma, cultural barriers, and a lack of qualified and competent teachers all contribute to the image of TVET. In order to understand these multidimensional factors in a deeper way, UNESCO-UNEVOC organized a virtual conference on ‘Improving the image of TVET’. Participants explored the varying and similar reasons behind the image of TVET in their countries, whilst emphasizing the responsibilities of all stakeholders, from the government to the community, to address this universal concern.
