The Government of Rwanda recognizes the need for qualified and skilled human resources to address the imbalance in the supply and demand of skilled labour and is committed to ensuring that there are skilled workers available on the labour market to meet the actual labour market demands. Whereas progress has been made over the previous 19 years in the areas of education and skills development in Rwanda, significant barriers still remain, creating challenge of matching of skills and opportunities in the labour market.

It has therefore become imperative to depart from the traditional way of capacity building to a more strategic and focused approach that is aimed at achieving national priorities. A Five Year Program for skills development to deliver EDPRS II ( 2013-2018) in this regard has been developed to address the critical and scarce skills gap in the following high priority sectors: Infrastructure; Agriculture; Natural Resources; Investment, Trade and Industry ICT; Health and Education.

The Study has revealed that highly skilled labour is needed to help address identified sector specific needs – particularly at the technician and professional levels in the aforementioned Sectors.

The European Commission currently reports 2 million job vacancies in the Euro zone, with 22.8% of young people unemployed. Decision makers and employers have increasingly pointed to the issue of skills mismatch, which is repeatedly used to explain a shortage of skilled applicants on the labour market.

In 2012, ThinkYoung decided to address this issue by conducting a pan-European study on skills mismatch, which concluded that there existed a very strong cultural divide between young Europeans and employers, both in the definition and perception of the skills needed.

This short review summarises the key findings of an updated study on skills mismatch, carried out in summer 2014, and which focuses on the Science, Technology, Engineering and Mathematics (STEM) sector.

Skill Shortages Australia is a six monthly publication that reports on the results of on-going skill shortage research undertaken by the Department of Employment (and its predecessors) through its national and state/territory offices. It is current at the end of June 2014.

As part of the department’s skill shortage research programme in 2013-14, the labour market for more than 100 occupations was assessed through contact with more than 5100 employers and recruitment agents using the Survey of Employers who have Recently Advertised (SERA), consultation with key industry and occupational associations and consideration of a range of other data sources.

This edition provides an overview of the department’s research and contextual information about the Australian labour market. The department’s state and territory skill shortage lists, occupation cluster reports and individual occupational reports complement this publication.

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. This publication provides an overview of recent economic and labour market trends in ASEAN, based on official national and international sources. It examines the impact of the ASEAN Economic Community on labour markets through model simulations and empirical and policy analyses, with the aim of offering evidence-based policy recommendations towards fostering better jobs and inclusive and balanced growth. The report highlights key priorities to address the challenges and opportunities of the AEC in terms of strengthening regional cooperation mechanisms, facilitating structural change and improving job quality, enhancing skills development, boosting productivity and wages, and managing labour migration.

Chapter 4 focuses on skills for employment challenges and opportunities in the ASEAN Economic Community, highlighting that Employers’ and workers’ organizations must be key partners in tackling the skills challenge.

There is a critical need for a greater overall investment in education and training, particularly in developing countries. Education and training investments should be closely linked to economic and employment growth strategies and programmes. Responsibility should be shared between the government (primary responsibility), enterprises, the social partners, and the individual. To make lifelong learning for all a reality, countries will need to make major reforms of their vocational and education and training systems. School-to-work schemes for young people should integrate education with workplace learning. Training systems need to become more flexible and responsive to rapidly changing skill requirements. Reforms should also focus on how learning can be facilitated, not just on training for specific occupational categories.

The importance of STEM (science, technology, engineering and mathematics) disciplines for the future economic and social well-being of Australia cannot be underestimated. International research indicates that 75 per cent of the fastest growing occupations require STEM skills and knowledge. In the US STEM employment grew three times more than non-STEM employment over the past twelve years and is expected to grow twice as fast by 2018. In Europe there are predictions of a shortage of between 380,000 and 700,000 ICT workers. The basic contributors to healthy STEM are research, international engagement and education. Specifically, education prepares a skilled and dynamic STEM workforce and sets the foundation for lifelong STEM literacy in the community. This report highlights the current situation of STEM skills development in Australia making international comparisons and provides policy recommendations.

Career guidance and counselling, career education and lifelong development of skills for employability are key for success in learning activities, effective career transitions, livelihood planning, entrepreneurship and in increasing labour market participation. They are instrumental in promoting skills utilization, recognition (RPL), as well as in improving enterprise human resource management.

Career development activities encompass a wide variety of support activities including career information and advice, counselling, work exposure (e.g. job shadowing, work experience periods), assessment, coaching, mentoring, professional networking, advocacy, basic and employability skills training (curricular and non-curricular) and entrepreneurship training. It is often an area which is fragmented across different ministries (e.g. education, TVET, employment, youth) requiring an effort to achieve the necessary coordination to provide adequate support to individuals during learning, employment and unemployment/inactivity periods.

The Australian Industry Report is a new initiative of the Department of Industry’s Office of the Chief Economist. The report provides an overview and analysis of the major economic factors affecting Australia’s industries. While this report is of an economic and analytical nature, it is intended to be relevant to a broad audience. The purpose of the report is to bring together in a single reference document an overview of the state of Australian industry, as well as the drivers of change and the associated implications.

In the report Australian industries resulted to be well placed to adapt to the changing circumstances. The terms of trade are expected to continue to fall, which should exert downward pressure on the Australian dollar, and provide some relief for trade-exposed industries. Productivity is expected to pick up as the economy transitions to the production phase of the Mining sector. Labour market conditions are softening, but due to flexibility in the labour market, this has had the upshot (for businesses) of reducing real wages and skills shortages. Unit labour cost pressures have also been subsiding, and, combined with some depreciation in the exchange rate, this has led to Australia’s cost competitiveness improving moderately over the past two years.

Globalisation, demographic change, the economic crisis and the decline in purchasing power, the constantly evolving needs of consumers, technological innovation and use of e-commerce, changes in the regulatory framework – these are some of biggest drivers of change in the commerce sector. Developments over the last decade and predictions for the future suggest that these trends are going to continue. They will continue to transform the outlook of the commerce sector. This is clearly having an impact on the jobs destroyed by the ‘new’ era of commerce and the jobs that are being developed. Such changes also raise the question of how to update the skills required by the market in the future with a view to avoiding skills shortages and bottlenecks in the demand/supply of labour in the sector.

This report is one of the outcomes of the third European Commerce Social Partners EU-funded project on skills anticipation and skills needs and follows up on the European Commission’s sectoral study entitled ‘Investing in the Future of Jobs and Skills Scenarios, implications and options in anticipation of future skills and knowledge needs Sector Report - Distribution and Trade’.
