Career guidance and counselling, career education and lifelong development of skills for employability are key for success in learning activities, effective career transitions, livelihood planning, entrepreneurship and in increasing labour market participation. They are instrumental in promoting skills utilization, recognition (RPL), as well as in improving enterprise human resource management.

Career development activities encompass a wide variety of support activities including career information and advice, counselling, work exposure (e.g. job shadowing, work experience periods), assessment, coaching, mentoring, professional networking, advocacy, basic and employability skills training (curricular and non-curricular) and entrepreneurship training. It is often an area which is fragmented across different ministries (e.g. education, TVET, employment, youth) requiring an effort to achieve the necessary coordination to provide adequate support to individuals during learning, employment and unemployment/inactivity periods.

A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

The plan has been developed with the technical assistance of the ILO and together with employers' organizations and trade unions. The three-year action plan to promote decent jobs for young people in the Former Yugoslav Republic of Macedonia is the result of cooperation between the government and social partners.

The plan outlines four strategic objectives, namely:
1) Strengthen the (youth) labour market governance system (mainstreaming of the Employment Service Agency reform throughout all local employment offices and strengthening of the Labour Inspectorate with a view to address informal employment);
2) Enhance youth employability (including the reform of the education and training system; the career counselling and guidance; the introduction of a flexible training system leading to gainful employment; and more and better career guidance services for young people);
3) Foster youth employment through private sector development (setting up a system of incentives to promote youth employment and establishment of dedicated youth entrepreneurship services);
4) Ensure the labour market inclusion of disadvantaged youth (improving targeting and financing of active labour market programmes; expanding promotional measures to move enterprises established by young people to the formal economy; integration of employment and social services to address multiple layers of disadvantage).

Sri Lanka has been regarded as a model of a country with successful social policies, yet for decades it has faced major challenges in providing employment for youth. Although the labor force has become more educated, and this trend is particularly marked for youth, the main source of employment for both youth and adults remains the informal sector. On the positive side, unemployment declined in last decades, particularly for youth. The Sri Lankan government has continually acted on various fronts to address the youth unemployment problem. It has tried to modernize Sri Lanka's general education system and to increase the accessibility of training to promote youth employability. Other actions included strengthening entrepreneurship programs, introducing career guidance and improving labor market information to help young people in their job searches. In 2007, the government developed the National Action Plan for youth employment, built on a coherent youth employment policy framework and deriving a consistent set of policy recommendations. The plan was based on in-depth analysis of Sri Lanka's labor market, provided via a series of background papers undertaken under the auspices of the Youth Employment Network. To provide the richness and comprehensiveness of this analysis in its totality, these papers, updated and revised, are collected in the present publication. It offers a wealth of valuable advice to the government and other stakeholders to achieve this goal.

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. The increase of low-income low skilled youth in the labour market is a major concern in Latin America. In this region, the unemployment rate among young people is up to three times higher than the adult rate. Whereas one in three employed adults have an informal job employment, the informality rate for young people reaches 50%. The poor quality of basic education and early school dropouts have resulted in a large group of poorly educated youth with poor labour market perspectives. The Chile Joven program, which started in 1991, was targeted at a group of urban youth considered to be “at risk”. The Chilean authorities envisioned the model behind this program and the Inter-American Development Bank contributed to its definition and implementation. Other countries in the region faced similar challenges, and given the attractiveness of the Chilean Joven, the model has been replicated throughout the region.

This working paper from the World Bank identifies skills gaps and mismatches and provides a framework for thinking about skills development in Cambodia, drawing on international best practices, to create further discussion. The particular focus of the report is on unskilled youth. The paper points to significant market failures preventing both firms and training providers from offering quality training at all levels, as well as the need to develop certification and accreditation systems that are valued and recognized by employers and span all levels of education. Many of the topics covered extend to all sectors, although most of the analysis focuses on the sectors that are likely to be the drivers of growth in the future – i.e. (garment) manufacturing, construction and tourism. In doing so, the report may fail to give full justice to all the ongoing initiatives providing training to people active in the informal sector, in particular in agriculture, where the largest share of the labor force is active and is likely to remain active in the next decades. Some of the findings also may not apply to the informal sector. However, the report should be read as complementary to these initiatives.

This paper was prepared as background for the World Development Report 2007: Development and the Next Generation, as well as to be part of the Children and Youth Working Paper Series. This paper explores outcomes associated with choices of general and vocational curricula in school settings, apprenticeship and other strategies for linking schooling and work, and for meeting the second-chance needs of youth who fail to acquire early education as a foundation for workplace skills. Findings from rigorous program evaluations, mostly in advanced countries and some in developing countries, are emphasized along with effective strategies for equipping youth with skills to make the transition to work. It offers advice to policy makers and development partners on the employment and earnings outcomes associated with different pathways to skills. It highlights what many countries are doing to bridge more effectively schooling and work for youth.

Eight out of 10 of the world’s working poor who live on US $1.25 per day live in rural areas, where many are caught in vulnerable employment, especially in agriculture.Flourishing rural areas are vital to regional and national development. Yet, rural economies tend to face a wide range of challenges that urban areas are more likely to overcome. These include access to transportation, sanitation and health services, and a consumer base in close proximity to support small and medium enterprise development. Women and men working in rural areas also face difficulties associated with a paucity of economic opportunities, under investment, poor infrastructure and public services, including education, and, in many cases, weak governance and underdeveloped markets.

Education, entrepreneurship, and physical and social infrastructure all play an important role in developing rural regions. Skills are central to improving employability and livelihood opportunities, reducing poverty, enhancing productivity and promoting environmentally sustainable development.

Background paper prepared for the Education for All Global Monitoring Report 2012 There is evidence for a growing mismatch between labour market demands and the skills young people acquire in school and training programmes in countries throughout the developing world. This report examines what type of policies and programmes are advocated in key strategy documents for 46 developing countries in the Middle East, North Africa, South Asia, and Sub-Saharan Africa with a focus on skills development needs of disadvantaged young people, and particularly those living in rural areas. Four countries - Bangladesh, Jordan, Sierra Leone and Ethiopia – have been selected for an in-depth assessment of their plans. Training systems in these countries are undergoing extensive reforms – both in terms of policies related to skills development of youth, as well as relevant programmes - and governments, donors and civil society organizations appear to be placing an increased focus on addressing the skills-labour market mismatch for disadvantaged youth. The four case studies in this report focus on examining the provision of skills training (including how learning is certified), the financing of skills development programmes, and the governance of these programmes.

Bangladesh

Bangladesh has a strong track record of growth and development, even in times of elevated global uncertainty.  A robust demographic dividend, strong ready-made garment exports, resilient remittance inflows, and stable macroeconomic conditions have supported rapid economic growth over the past two decades. A strong recovery from the COVID-19 pandemic continued in FY22, although a recent surge in commodity prices has presented new headwinds. 

Bangladesh reached lower-middle income status in 2015. It is on track to graduate from the UN’s Least Developed Countries list in 2026. Poverty declined from 43.5 percent in 1991 to 14.3 percent in 2016, based on the international poverty line of $1.90 a day (1).  

Like many of its Asian neighbours, Bangladesh faces a major challenge trying to develop modern, employability skills for tens of millions of young women and men. It has a large informal sector, which accounts for 94.7 percent of the total employment in 2017 (2). Youth continue to be highly affected by the lack of opportunities, with the share of youth aged 15-24 not in employment, education or training (NEET), estimated at 27.8 percent in 2020 (3). 

TVET has a huge role to play in equipping the vast young labour force of 15-29 years referred to as the country’s “demographic dividend” with employability skills and providing enhanced support services to ensure a better transition from school to work. TVET may also contribute to reducing poverty by providing employability skills, particularly to those who drop out of school early and to a large number of unemployed and underemployed adults.  

Despite many reform initiatives by the government, the TVET sector needs further strengthening through reform of policies and systems in the labour market.  Enhancing industry-relevance of TVET qualifications will furthermore require closer Government cooperation with the private sector. For one and a half decade, the ILO has worked closely with the Government of Bangladesh and its Social Partners to reform the TVET sector and to improve access for people to increase their skills and employability, in particular youth, women and people from other marginalized groups. 

The impact of the COVID-19 pandemic had detrimental effects on the TVET sector, due to the nation-wide closure of all educational institutes for one and a half years, starting on 17 March 2020.  Most students’ learning was effectively abolished for this duration, and learning and certification was only possible through limited online learning facilities in existence at the time. Only recently has the TVET returned to its prior activity level. 

The ILO landmark programmes aim to strengthen and improve the environment for industry skills development, address the mismatch between the supply and demand for skills training, and drive the increased employability of millions of young women and men. ILO’s support to develop the skills system in Bangladesh has focused on skills system governance, development of skills policies and qualifications frameworks; delivery of quality skills training, expanding access to TVET, and involvement by the private sector.

Access for all to good quality education, vocational training and workplace learning is a fundamental principle of social cohesion and economic growth. Some groups of people may require targeted attention if they are to benefit from education, training and employment opportunities.  

This is particularly the case for disadvantaged youth, lower skilled workers, people with disabilities, and people in rural communities. The attractiveness of vocational education and training is enhanced when combined with entrepreneurship training and when public policies encourage utilization of higher skills by business.

This publication focuses on the process, from 2010-2011, for building the Obra sub-regional partnerships in Peru, Guatemala and Jamaica and the lessons learned along the way. Obra is a public-private partnership initiative, launched in 2009, that ensures youth at risk gain increased access to services and programs they need to learn, work and lead. The program built alliances with over 60 businesses, public agencies and NGOs, who committed their resources and expertise to form partnerships, demonstrating the power of collaboration to expand opportunities, encourage innovation and influence public policy.

Learning Series No. 8 Entra 21 is an initiative of Multilateral Investment Fund of the Inter-American Development Bank, the International Youth Foundation (IYF) and USAID that was created in 2001 to improve the employability of disadvantaged youth in Latin America and the Caribbean and place them in decent jobs. IYF commissioned a study of five new groups projects funded under Phase II of entra21 to gain greater knowledge on how successful the projects were in recruiting more vulnerable youth, whether they became more employable, and which practices seem to have contributed to these youths’ ability to acquire new skills and secure employment or create their own micro-businesses. The study focused on projects in Ecuador, Nicaragua, Paraguay and Peru where the targeted youth face obstacles – having less education, living in rural areas, or having other personal or social characteristics – that make it harder to find decent work.

Learning Series No. 7 The use of technology has infiltrated the world of work to the point that digital illiteracy is a nearly impenetrable barrier to access decent and relatively well paid work. In the second phase of entra21, a programme aimed to improve the employability of disadvantaged youth in Latin America and the Caribbean, the International Youth Foundation promoted the use of technology in selection, training and job placement activities. In order to determine if the incorporation of ICTs improved the access of vulnerable youth (the majority poor and without a diploma) to training and job placement services and the associated costs, a study that looked at cases in Ecuador, Colombia and Chile was conducted.
