Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. The “Support for the Global Initiative for Decent Jobs for Youth in the Sahel region” project aims to support countries in the design and implementation of a national framework and initiatives to promote quality apprenticeships. In this context, five case studies in the five West African countries (Benin, Côte d'Ivoire, Mali, Niger and Togo) were carried out to analyze their professional apprenticeship systems and to propose recommendations for a transition to quality apprenticeships¡ as defined by the ILO.

In view of the strengths of the different apprenticeship systems, on the one hand, and the challenges, on the other, specific national recommendations were developed. For each country, these recommendations provide measures to improve traditional (informal) apprenticeships and to execute the transition from dual (formal) learning to quality apprenticeships as defined by the ILO.

The COVID-19 pandemic has had a systematic, deep and disproportionate impact on young people. It has been particularly hard on young women, younger youth and youth in lower-income countries.

The virtual forum will be hosting lots of inspiring sessions with the aim to interact, learn and collaborate on ways to improve youth participation and future prospects.

Demand-driven training (DDT) and results-based contracting (RBC) are two mechanisms used to enhance the effectiveness and impact of skill training programs. DDT links skills development explicitly with the job market, typically through employer engagement. Private sector employers define what type of training is necessary, either directly or indirectly through training providers. RBC is based on an agreement with training providers by which the disbursement of funding is conditional on the achievement of defined targets, most often verified gainful employment. Although these two mechanisms are independent, they are frequently combined. Much has been written about various approaches to DDT. However, relatively little is known about the application of RBC in skills training.

This report reviews the literature, identifies project examples and derives lessons for the design and implementation of both DDT and RBC. A summary of the existing literature on international experiences with both DDT and RBC, including good practices, is presented here. This review aims to identify the most effective ways to deliver these programs and provide general lessons on their design and implementation. The audience for this review includes World Bank teams and other development and policy practitioners interested in results-based contracting in the context of demand driven training.

Education indicators in focus. August 2020, #76 The transition from tertiary education to work involves substantial uncertainty and changes between education programmes, jobs and industries. The current major disruption in the labour market is only going to increase this uncertainty, making it essential for graduates to be prepared for it. Graduates with more dynamic career trajectories are more likely to include interpersonal skills in their professional profiles. This confirms the need for higher education institutions to pursue their efforts to develop a comprehensive skill set for their graduates, including technical skills and also interpersonal skills.

Access for all to good quality education, vocational training and workplace learning is a fundamental principle of social cohesion and economic growth. Some groups of people may require targeted attention if they are to benefit from education, training and employment opportunities.  

This is particularly the case for disadvantaged youth, lower skilled workers, people with disabilities, and people in rural communities. The attractiveness of vocational education and training is enhanced when combined with entrepreneurship training and when public policies encourage utilization of higher skills by business.

The report captures the immediate effects of the pandemic on the lives of young people (aged 18–29) with regards to employment, education, mental well-being, rights and social activism. Over 12,000 responses were received from young people in 112 countries. The COVID-19 pandemic has disrupted every aspect of our lives. Even before the onset of the crisis, the social and economic integration of young people was an ongoing challenge. Now, unless urgent action is taken, young people are likely to suffer severe and long-lasting impacts from the pandemic.

This study reports the findings from the Global Survey on Youth and COVID-19 conducted by partners of the Global Initiative on Decent Jobs for Youth1 between April and May 2020. This was at the time when the COVID-19 pandemic had rapidly translated into an economic crisis. The Global Survey aimed to capture the immediate effects of the pandemic on the lives of young people (aged 18–29) with regards to employment, education, mental well-being, rights and social activism. Over 12,000 responses were received from 112 countries, with a large proportion coming from educated youth and those with Internet access. The survey population is representative of students and working youth with a tertiary education, who together account for about a quarter of youth in the countries sampled.

The study finds the impact of the pandemic on young people to be systematic, deep and disproportionate. It has been particularly hard on young women, younger youth and youth in lower-income countries. Young people are concerned about the future and their place within it. This study is their story.

La pandemia de la COVID-19 ha perturbado todos los aspectos de nuestras vidas. Incluso antes del inicio de la crisis, la integración social y económica de los jóvenes era un reto continuo. En la actualidad, a menos que se tomen medidas urgentes, es probable que los jóvenes sufran impactos graves y duraderos a causa de la pandemia.

Este estudio indica las conclusiones de la Encuesta mundial sobre los jóvenes y la pandemia de la COVID-19 llevada a cabo por los socios de la Iniciativa Mundial sobre Empleo Decente para los Jóvenes entre abril y mayo de 2020. Esto fue en un momento en el que la pandemia de la COVID-19 se había traducido rápidamente en una crisis económica. La Encuesta mundial tuvo por objeto reflejar los efectos inmediatos de la pandemia en las vidas de los jóvenes (de 18 a 29 años) en lo que respecta al empleo, la educación, el bienestar mental, los derechos y el activismo social. Se recibieron más de 12 000 repuestas de 112 países, y una gran parte provino de jóvenes instruidos y con acceso a Internet. La población de la encuesta es representativa de los estudiantes y de los trabajadores jóvenes que han alcanzado un nivel de educación superior, que juntos representan aproximadamente una cuarta parte de los jóvenes en los países de la muestra.

El estudio revela que el impacto de la pandemia en los jóvenes es sistemático, profundo y desproporcionado. Women represent both half of the world's population – and half the world's economic potential. Their participation in the labour market reduces poverty because they often invest 90 per cent of their income in the well-being, education and nutrition of their families. Yet labour force participation by women has stagnated at about 55 per cent globally since 2010. Moreover, women are disproportionately represented in precarious work – low-paid, low-skilled and insecure jobs.

Training plays an important role in the pursuit of equality of opportunity and treatment for women and men in the world of work. Yet women often lack access to technical and vocational education and training. Many also lack the basic functional skills, such as literacy and numeracy, to participate meaningfully in the work force. Overcoming this challenge requires the adoption of a life-cycle approach. This includes improving girls’ access to basic education; overcoming logistic, economic and cultural barriers to apprenticeships and to secondary and vocational training for young women; and meeting the training needs of women re-entering the labour market and of older women who have not had equal access to opportunities for lifelong learning.

Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

This note builds on research covering the three countries with the highest concentration of Syrian refugees displaced since 2011: Turkey, Jordan, and Lebanon. It is intended to inform policymakers and practitioners on the barriers that Syrian refugees, especially women, face in securing work to earn a livelihood. This note highlights initiatives designed to address those barriers, but does not enumerate all of them. While not specifically addressing internally-displaced persons (IDPs) within Syria, this Note could serve as a blueprint for examining and addressing many of the same barriers women face in Syria.

This Youth Voice Census report, the third of its kind, is a much anticipated look at how young people are feeling on a range of issues related to education, work and the areas in which they live. Open to 14-24 year olds across the UK, it captures the voice of young people within the Youth Employment UK network and allows them the chance to be heard.

This year’s census findings tell the story of those in education, work and seeking work just as the landscape is set to change in an unprecedented way.

The theme for this year's Day is “Youth Engagement for Global Action”. It seeks to highlight the ways in which the engagement of young people at the local, national and global levels is enriching national and multilateral institutions and processes, as well as draw lessons on how their representation and engagement in formal institutional politics can be significantly enhanced.

The aim of International Youth Day (IYD) 2020 is to shed light on the need to enable the engagement of youth by making local, national and global institutions more inclusive for the purpose of strengthening their capacity (and relevance) to achieve global action. In particular, IYD 2020 seeks to highlight the ways in which the engagement of young people at the local,national and global levels is enriching national and multilateral institutions and processes, as well as draw lessons on how their representation and engagement in formal institutional politics can be significantly enhanced.

This year’s IYD seeks to put the spotlight on youth engagement through the following three interconnected streams:
1. Engagement at the local/community level;
2. Engagement at the national level (formulation of laws, policies, and their implementation); and,
3. Engagement at the global level.

The commemoration of IYD 2020 will take the form of a podcast-style discussion led by youth for youth. This will involve discussions on the selected theme between young participants that are engaged in political processes at the local, national, and global levels, including for instance representatives from youth constituencies linked to the UN-system, young parliamentarians and UN Youth Delegates. Creative elements, such as spoken word artists, will also be utilized to break up the substantive discussions. Finally, a range of online products will be created and widely disseminated as tools for independently organized commemorations around the globe.
