Scenarios for European vocational education and training in the 21st century The aim of this synthesis report is to connect and synthesise the series of research papers on the changing role and nature of VET in Europe already published and to complement these with further analysis, modelling and literature to provide new insights. The report also presents results of an online survey among VET stakeholders carried out in spring 2018.

The summary presented in this report shows that European VET varies between countries and is changing in various fundamental ways. It is becoming more diverse in its programmes and qualifications and also expanding into higher levels, challenging the perception of higher education as exclusively academically oriented.

In some countries, this reflects a step towards making lifelong learning a reality; in others, traditional VET is coming under pressure from declining youth cohorts and a growing preference for general education and training. Such negative developments can be seen as a forewarning of future challenges.

The course provides insights into a systemic management approach and discusses the practical concepts and skills needed to prepare the vocational training Centres to face the challenges of the future of work.

This course is designed to facilitate the development of a holistic understanding of the management of vocational training centres by the participants. This eLearning training offer is part of ITCILO's Skills Development portfolio, which targets worldwide capacity building needs to support the implementation of TVET and skills development programs.

Who attends this course?
- Directors and managers of vocational training centres;
- Policy makers and technical advisors of Ministries working in the area of vocational training Centres’ management;
- Members of skills councils, national TVET authorities or similar institutions;
- Representatives of workers’ and employers’ organizations involved in vocational training delivery;
- Experts and technical staff from CSOs, NGOs and other civil society actors, working in the field of skills development and TVET.

Objectives
By the end of the eLearning programme, participants will have strengthened their technical knowledge to improve the functioning of vocational training centres. In particular, participants will have:
- Strengthened their understanding of management concepts, reviewing the management of vocational training Centres from a quality-based perspective;
- Examined management challenges related to a vocational training Centre;

Le cours présente une approche systémique de la gestion et examine les concepts pratiques et les compétences nécessaires pour préparer les centres de formation professionnelle aux défis de l'avenir du travail.

Ce cours vise à faciliter le développement d'une compréhension holistique de la gestion des centres de formation professionnelle par les participants. The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. Introducción
La pandemia de COVID-19 ha alterado nuestra forma de vida de una u otra manera. Esto, no sólo constituye una amenaza para la salud de millones de personas en todo el mundo, sino que también causará importantes cambios sociales y económicos, por ejemplo, la crisis está afectando la forma en que trabajamos y aprendemos de una manera sin precedentes. Cada uno de nosotros está sintiendo sus repercusiones de diferentes maneras. Lo que se necesita urgentemente son medidas para hacer frente a la crisis y sus repercusiones. En el contexto de educación y formación técnica y profesional (EFTP), los proveedores de formación y los responsables políticos están buscando soluciones rápidas, prácticas e innovadoras para hacer frente al problema. Es de suma importancia definir rápidamente una respuesta eficiente, e identificar y abordar los desafíos que enfrentan las instituciones de capacitación para, en la medida de lo posible, tratar de contrarrestar el impacto negativo de la crisis.

Objetivos
El propósito de esta encuesta creada por la Organización Internacional del Trabajo (OIT) y la Organización de las Naciones Unidas para la Educación, la Ciencia y la Cultura (UNESCO) y el Banco Mundial, es reunir información sobre buenas prácticas y compartir conocimientos que puedan ayudar a países alrededor del mundo a mitigar los efectos de la pandemia de COVID-19 en las áreas de la educación y formación. La encuesta está dirigida a:
• proveedores de educación y formación técnica y profesional inicial y continua
• responsables políticos (como los Ministerios de Trabajo y Educación)
• interlocutores sociales

La información reunida mediante esta encuesta contribuirá a la compilación e intercambio de conocimientos relacionados con experiencias y buenas prácticas, así como con estrategias y herramientas que puedan asistir a aprendices y formadores de EFTP, a responsables políticos, a interlocutores sociales y a otras partes interesadas a mitigar los impactos y gestionar procesos de aprendizaje de manera efectiva, así como aumentar la resiliencia en momentos difíciles provocados por la pandemia.
