At the heart of any skills system are the managers and staff of training institutions who face considerable challenges to deliver quality programmes at a time of fiscal constraint. As the expectations placed on institutions continue to grow, managers and trainers are increasingly expected to deliver flexible, responsive and current programmes based on strong partnerships with local employers that provide good employment outcomes. Because of this, there is a need for constituents to build the capacity of their institutional workforce to meet the expectations placed upon them by demand driven systems.

Access for all to good quality education, vocational training and workplace learning is a fundamental principle of social cohesion and economic growth. Some groups of people may require targeted attention if they are to benefit from education, training and employment opportunities.  

This is particularly the case for disadvantaged youth, lower skilled workers, people with disabilities, and people in rural communities. The attractiveness of vocational education and training is enhanced when combined with entrepreneurship training and when public policies encourage utilization of higher skills by business.

Résultats d’une enquête auprès d’acteurs de terrain fin 2020

Ce  rapport  d’étude  présente  les  résultats d’une  enquête  auprès  de vingt entreprises  de  divers  secteurs,  tailles   ou  localisations  en  France  métropolitaine,  choisies   pour avoir créé leurs propres organismes de formation. Un tel choix a été motivé par le fait de pouvoir disposer d’une  double  entrée  d’observation  des  effets  de  la  pandémie,  simultanément  sur  des  entités  productives  et  sur  des  offreurs de  formation.  Cette étude  a  bénéficié  de  la  participation financière de la DARES du ministère du Travail de l’Emploi et de l’Insertion dans le cadre d’un  appel  à  projets  de  recherche (PIC 1  « L’impact  de  la  crise  sanitaire  sur  les  compétences  et  la  formation professionnelle », organisé par la DARES).

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. In particular, technological advances, such as AI, automation and robotics, have produced numerous new opportunities, but also given rise to urgent challenges. While new jobs are constantly being created with the emergence of the digital economy, many jobs are at risk of becoming obsolete. Digital innovations will rapidly change the demand for skills, thereby creating a wider skills gap that has the potential to hold back economic growth. Equipping people with basic or advanced digital skills promises to prepare them for unprecedented job opportunities in the digital economy. This will lead to innovation, higher productivity and competitiveness, as well as expanding markets, access to work and entrepreneurship opportunities.

Many jobs in labour intensive sectors, which tend to be occupied by economically vulnerable groups of people (such as women and the poorly educated), are at high risk of being automated. In this light, delivering job-relevant skills at a reasonable cost, especially for workers whose jobs are at risk, is important. If well implemented, ICTs in TVET have the potential to improve access to learning, to improve quality while decreasing costs, to make teaching and learning more relevant to people’s work and lives, and to encourage individuals to become lifelong learners.

#ETVET | Мооdle має вбудований конструктор курсів, який дозволяє створювати курси у вигляді послідовності розділів, до складу яких почергово входять види діяльності і ресурси певних типів. Автор курсу може налаштувати критерії завершення окремих видів діяльності у курсі і умови доступу до них в залежності від виконання інших видів діяльності.

Skills and employment policies should be viewed together.  The full value of one policy set is realized when it supports the objectives of the other.  For investments in education and training to yield maximum benefit to workers, enterprises, and economies, countries’ capacities for coordination is critical in three areas: connecting basic education to technical training and then to market entry; ensuring continuous communication between employers and training providers so that training meets the needs and aspirations of workers and enterprises, and integrating skills development policies with industrial, investment, trade, technology, environmental, rural and local development policies.

Projet «Promotion du dialogue social et renforcement de la gouvernance du travail en Tunisie-Phase II»

Les dispositifs actuels de financement de la formation professionnelle continue en Tunisie se résument en trois outils à savoir : le «crédit d’impôt», le «droit de tirage» et «l’article 39 du code d’incitation aux investissements». Les deux premiers outils ont été mis en place par la réforme de 2009.

Cependant, la pratique a montré que ces outils se sont avérés peu efficients et se caractérisent par une lourdeur des procédures et une faible attractivité auprès du secteur privé.

Partant de là, l’objectif de la présente étude est de faire le diagnostic du volet financement du dispositif de la formation continue en vue de préparer la réflexion sur la refonte du système et la mise en place d’un dispositif souple et plus efficient.

Ce rapport comporte un diagnostic du dispositif et un benchmarking avec quelques pays. Par la suite, il soumet des recommandations sur le contour d’un nouveau dispositif, en s’intéressant aux aspects liés à son mode de financement, aux bénéficiaires cibles et aux activités éligibles.
