Micro-credentials are increasingly promoted as a new and more flexible way of recognizing knowledge, skills and competences. Micro-credentials are flourishing with more new brand names constantly emerging. However, acceptance and recognition of micro-credentials by employers and policy-makers is hampered because, among other challenges, there is no universally recognized definition that clearly communicates to lay users, particularly learners and employers, what micro-credentials are.

In recent years, policy-makers, scholars and educators have produced their own definitions, advancing scholarship in the area, and sometimes causing more confusion by adding yet another definition. Other challenges include determining whether micro-credentials complement or replace qualifications, or both; the dizzying array of providers and partnerships in the provision of micro-credentials; the need for robust quality assurance and the conundrum of how to enact it when providers operate outside of the regulated education sector; the lack of research and convincing evidence of micro-credentials’ efficacy so far; and the risk of unintended consequences if funding is diverted away from formal systems.

This study set out to address the first of those challenges, coming to a consensus on a proposed definition, in the hope of assisting the field to move towards a common definition. It proposes a definition arrived at through a consensus-building process by a global expert panel.

The 2022 Gender Report presents fresh insights on progress towards gender parity in education with respect to access, attainment and learning. It showcases the results of a new model that provide coherent estimates, combining multiple sources of information, on completion rates. It also reviews the results of learning assessments released over the past 18 months, which present an almost global picture of the gender gap in reading, mathematics and science achievement in lower and upper primary and lower secondary grades. They provide a baseline against which to assess the impact of COVID-19 on inequality when post-pandemic data start being released next year.

A companion to the 2021/2 GEM Report, it emphasizes the role of non-state actors in influencing gender inequality in and through education. Non-state actors have filled in provision gaps left by the public education system. The 2022 Gender Report presents evidence on gender gaps in the share of students enrolled in private institutions by sex and what drives these gaps in the various regions. It also provides case studies on the privatization of childcare in high-income countries, the impact of non-state faith-based schools in Asia on gender norms and the role of women’s universities around the world.

Lower-income earners are the most impacted

Evidence for 2022 suggests that rising inflation is causing real wage growth to dip into negative figures in many countries.

The increasing cost of living has the greatest impact on lower-income earners and their households. This is because they spend most of their disposable income on essential goods and services, which generally experience greater price increases than non-essential items.

Inflation is also biting into the purchasing power of minimum wages. Despite nominal adjustments taking place, the real value of minimum wages is quickly eroding in many countries.

Wage employees lost six weeks of wages due to the COVID-19 crisis

The erosion of real wages comes in addition to significant wage losses incurred by workers and their families during the COVID-19 crisis.

Data from some 30 countries covering all regions and income groups show that, on average, wage employees lost about six weeks of wages during 2020-21. The loss was larger among women, workers in the informal economy, low-paid workers and workers in low and middle-income countries.

Minimum wages and social dialogue are key to maintaining wage workers’ living standards

There is an urgent need for well-designed policy measures to maintain the purchasing power and living standards of wage workers and their families.

Adequate adjustment of minimum wages could be an effective tool, given that 90% of ILO Member States have minimum wage systems in place.

Strong social dialogue, including collective bargaining, can help to achieve adequate wage adjustments during a crisis.

This report aims to provide an understanding of the current policy, legislative and regulatory frameworks and practice in Egypt in relation to the access of refugees to the labour markets, employment, livelihood and training opportunities, including self-employment and business development, the rights at work, including social protection and freedom of association.

The report reviewed national legislature, policy documents, datasets and grey literature to establish the legal basis for refugees’ access to work and their rights at work. Findings from the literature review were verified and triangulated with field work to establish how the laws are understood and implemented in practice. Field work lasted from November 2021 to January 2022 and included key informant interviews with stakeholders in government, private sector, humanitarian and UN agencies, and focus group discussions with refugees and host communities in three Egyptian governorates, namely Giza, Alexandria and Damietta.

The report will guide implementation of PROSPECTS Partnership activities and would feed into the design of integrated interventions that promote decent work for refugees and host communities in Egypt. It would further inform the policy dialogue on the access of refugees to the labour markets and its recommendations.

It is undertaken in conjunction with similar baselines drawn up in Jordan, Lebanon, Sudan, Iraq, Kenya, Uganda and Ethiopia.

Education and training investments should be closely linked to economic and employment growth strategies and programmes. Responsibility should be shared between the government (primary responsibility), enterprises, the social partners, and the individual. To make lifelong learning for all a reality, countries will need to make major reforms of their vocational and education and training systems. School-to-work schemes for young people should integrate education with workplace learning. Training systems need to become more flexible and responsive to rapidly changing skill requirements. Reforms should also focus on how learning can be facilitated, not just on training for specific occupational categories.

According to the ILO global estimates on migrant workers, there were around 164 million migrant workers in 2017. 

Migrant workers contribute to growth and development in their countries of destination, while countries of origin greatly benefit from their remittances and the skills acquired during their migration experience. Yet, many migrant workers face challenges in accessing quality training and decent jobs including under-utilization of skills, a lack of employment or training opportunities, lack of information, and exploitation of low-skilled workers.

To address these challenges, countries need to strengthen skills anticipation systems to inform migration policies, increase access to education and training, and establish bilateral or multilateral recognition of qualifications and skills.

The protracted nature of displacement in Sudan makes it a point of importance to find durable solutions that allow refugees to be self-reliant, have a dignified life, and contribute within their host environments.

Sudan’s existing laws do not provide adequate guidance for refugee inclusion into the labour force, business registration, access to finance or training opportunities.

This policy brief reviews national policy, legislative and regulatory framework, and practices in terms of access to labour market, cooperatives, training and rights at work for refugees. The brief provides policy recommendations that are intentionally suggested as actionable steps, feasible within the short to medium term directed at the Government of Sudan, international organizations, and the wider development community and Sudanese civil society.

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. This report aims to provide an understanding of the current policy, legislative and regulatory frameworks and practice in Kenya in relation to the access of refugees to the labour markets, employment, livelihood and training opportunities, including self-employment and business development, the rights at work, including social protection and freedom of association.

The report reviewed national legislature, policy documents, datasets and grey literature to establish the legal basis for refugees’ access to work and their rights at work. Findings from the literature review were verified and triangulated with field work to establish how the laws are understood and implemented in practice. Field work lasted from August to October 2021 and included key informant interviews with stakeholders in government, private sector, humanitarian and UN agencies, and focus group discussions with refugees and host communities in Nairobi and in the two target counties, Garissa and Turkana.


The report will guide implementation of PROSPECTS Partnership activities and would feed into the design of integrated interventions that promote decent work for refugees and host communities in Kenya. It would further inform the policy dialogue on the access of refugees to the labour markets and its recommendations.

It is undertaken in conjunction with similar baselines drawn up in Jordan, Lebanon, Sudan, Iraq, Egypt, Uganda and Ethiopia.

Singapore’s inaugural Global Lifelong Learning Summit was held on 1-2 November 2022 under the theme “Maximizing the socio-economic impact of lifelong learning”. It was jointly organized by the Institute for Adult Learning (IAL) and SkillsFuture Singapore (SSG).

Summit participants included, among others, leaders of international organizations, educational institutions, representatives of government administrations, businesses, workers’ organizations, and champions of less traditional forms of adult learning.

The Summit provided a platform for dialogue on how lifelong learning can support inclusive economic growth, and help workers adapt to increasingly rapid changes to their workplace and work requirements.

The Summit featured a series of international panel sessions by the Asia-Europe Meeting (ASEM) Lifelong Learning Hub; the International Labour Organization (ILO); the Organisation for Economic Co-operation and Development (OECD); and the UNESCO Institute for Lifelong Learning (UIL).

The ILO contributed to the Global Summit by organizing a workshop in collaboration with UNICEF on micro-credentials, which are becoming increasingly popular tools to recognize the completion of short-term learning activities.
