The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. Skills development has an important role to play in the immediate effort to lessen the impact of COVID-19 while the pandemic is active, in building the resilience of workers and firms, and in preparing for recovery. Time is of the essence in this response, to help speed recovery from recession, to get people back to work safely, to limit the career scarring effects of prolonged unemployment and skills mismatch, and to take advantage of opportunities that may otherwise dissipate over time. These Rapid Assessment guidelines aim to inform timely and practical action within the constraints of public health and workplace OSH policies. The guidelines focus on three broad types of impact on the labour market, and hence on demand for skills and opportunities for workers, with implications for reskilling and upskilling needs.

Volume 2: Cedefop analytical framework for developing coordinated and coherent approaches to upskilling pathways for low-skilled adults

This reference publication forms part of the Cedefop project 'Empowering adults through upskilling and reskilling pathways'. The purpose of this project is to support the design, diffusion and implementation of VET policies and measures helping adults, especially the low-skilled, to achieve the knowledge, skills and competences required for work, employability and lifelong learning.

The theme of this second volume is the creation of a useful and adaptable framework that can be employed by Member States in developing coordinated and coherent approaches to upskilling pathways for low-skilled adults. Policy learning activities organised by Cedefop over recent years have clearly shown that all national and European stakeholders see this as a main challenge and opportunity at the same time: pulling together various resources while exploiting synergies across the different measures and policies already in place in Europe, empowering every low-skilled adult through individual upskilling opportunities.

This joint ILO-UNESCO paper presents the results of an international literature review of how countries have introduced systems and initiatives to provide individuals with an entitlement to lifelong learning. It seeks to establish what is meant by an ‘entitlement’, and how that can be interpreted in the context of lifelong learning. The report responds to the growing international policy interest in the implementation of lifelong learning and reviews national policies and practices that attempt to apply that principle. Drawing on the examples and the challenges involved, the report concludes by recommending a set of key principles and conditions to be met and the challenges that will need to be overcome before a universal entitlement scheme can be implemented.

Who can log in? The importance of skills for the feasibility of teleworking arrangements across OECD countries COVID-19 lockdowns have radically changed the working arrangements for millions of workers. But who are the workers best positioned to work from home? Drawing on data from the OECD Survey of Adult Skills (PIAAC), we show that workers possessing higher levels of skills are significantly more likely to telework in OECD countries. We show that while 30% of workers could telework across the OECD, the likelihood decreases for workers without tertiary education and with lower levels of numeracy and literacy skills. The findings raise important questions with respect to the extent to which the pandemic could exacerbate existing labour market inequalities, and the extent to which these inequalities could further worsen amidst intensified technology adoption in the pandemic’s aftermath.

Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. Access for all to good quality education, vocational training and workplace learning is a fundamental principle of social cohesion and economic growth. Some groups of people may require targeted attention if they are to benefit from education, training and employment opportunities.  

This is particularly the case for disadvantaged youth, lower skilled workers, people with disabilities, and people in rural communities. The attractiveness of vocational education and training is enhanced when combined with entrepreneurship training and when public policies encourage utilization of higher skills by business.

There is a critical need for a greater overall investment in education and training, particularly in developing countries. Education and training investments should be closely linked to economic and employment growth strategies and programmes. Responsibility should be shared between the government (primary responsibility), enterprises, the social partners, and the individual. To make lifelong learning for all a reality, countries will need to make major reforms of their vocational and education and training systems. School-to-work schemes for young people should integrate education with workplace learning. Training systems need to become more flexible and responsive to rapidly changing skill requirements. Reforms should also focus on how learning can be facilitated, not just on training for specific occupational categories.

The two billion people working in the informal economy face numerous barriers to access and participate in skills and lifelong learning. For real progress towards transitions to formality, lifelong learning strategies and investments in skills for informal economy workers need to be strengthened through a whole-of-government approach.

This research brief summarizes the current state of knowledge on lifelong learning in the informal economy, drawing on a recent literature review entitled 'Lifelong Learning in the informal economy: A literature review'. It also reflects on the COVID-19 pandemic and the particular vulnerability of informal economy workers requiring specific attention. It highlights evidence gaps and suggests new products and approaches regarding the ILO work on transition to formality.

Anticipating and building skills for the future is essential to a rapidly changing labour market. This applies to changes in the types and levels of skills needed as well as in occupational and technical areas.
