Career guidance and employment services

Career guidance and counselling, career education and lifelong development of skills for employability are key for success in learning activities, effective career transitions, livelihood planning, entrepreneurship and in increasing labour market participation. They are instrumental in promoting skills utilization, recognition (RPL), as well as in improving enterprise human resource management.

Career development activities encompass a wide variety of support activities including career information and advice, counselling, work exposure (e.g. job shadowing, work experience periods), assessment, coaching, mentoring, professional networking, advocacy, basic and employability skills training (curricular and non-curricular) and entrepreneurship training. It is often an area which is fragmented across different ministries (e.g. education, TVET, employment, youth) requiring an effort to achieve the necessary coordination to provide adequate support to individuals during learning, employment and unemployment/inactivity periods.

The annual Global Employment Trends (GET) reports provide the latest global and regional estimates of employment and unemployment, employment by sector, vulnerable employment, labour productivity, informal employment and working poverty, while also analysing country-level issues and trends in the labour market. The report highlights the risks of a job-less recovery. Economic activity is starting to recover in most developed and emerging economies. However, labour markets have not yet recovered from previous weaknesses and global unemployment remains at 6 per cent or almost 202 million jobseekers. As joblessness persists, ever more unemployed workers are becoming discouraged and quit the labour market, further widening the crisis-related jobs gap in comparison to pre-crisis trends. Insufficient private and public consumption as well as low investment prevent faster job creation and a quicker fall in the unemployment rate. Historically low interest rates, especially in advanced economies, have so far triggered a surge in financial rather than in real investment, with little effect on job creation.

The report argues that policy-makers need to tackle weak aggregate demand growth through more pro-active policies that help boost private and public consumption. In addition, hiring uncertainty needs to be brought down in order to increase investment and job creation. This can be achieved, in particular, by providing better coordination of different policy instruments. Also, in countries with high and persistent unemployment, active labour market policies can help address emerging mismatch problems that hamper a faster labour market recovery. Finally, rising labour market discouragement and structural unemployment should be tackled with new skills and training initiatives to help jobseekers find employment in alternative industries and to promote their employability more broadly.

The paper summarises the findings of the project on Developing Effective Public-Private Partnerships in the APEC (Asia-Pacific Economic Cooperation) Region implemented under the Labour and Social Protection Network of the APEC Human Resources Development Working Group. Australia, represented by the Australian Government Department of Education, Employment and Workplace Relations coordinated this self-funded project investigating the use of public-private partnerships (PPPs) in the delivery of human resources development policies and programs with a particular focus on labour and welfare programs. The report provides case studies and examples of the use of PPPs in APEC member economies to identify and meet skills shortages and to deliver employment services.

Career guidance and counselling, career education and lifelong development of skills for employability are key for success in learning activities, effective career transitions, livelihood planning, entrepreneurship and in increasing labour market participation. They are instrumental in promoting skills utilization, recognition (RPL), as well as in improving enterprise human resource management.

Career development activities encompass a wide variety of support activities including career information and advice, counselling, work exposure (e.g. job shadowing, work experience periods), assessment, coaching, mentoring, professional networking, advocacy, basic and employability skills training (curricular and non-curricular) and entrepreneurship training. It is often an area which is fragmented across different ministries (e.g. education, TVET, employment, youth) requiring an effort to achieve the necessary coordination to provide adequate support to individuals during learning, employment and unemployment/inactivity periods.

This publication is intended as a companion reader to an earlier publication ‘A Guide to worker displacement: Some tools for reducing the impact on workers, communities and enterprises’ (ILO; 2001, 2009). The collection presents examples from Australia, China, the Czech Republic, Egypt, Germany, Mexico, the Netherlands and the United Kingdom. Each case study illustrates the principles for fair responses which have been set out in the Guide and collectively demonstrate the diversity of actions which have resulted from effective social dialogue and collaborative interaction in managing labour market adjustments under a variety of circumstances.

Youth employability

Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

This study surveys active labor market programs (ALMPs) in selected countries of the Middle East and North Africa (MENA) region, identifies key challenges to their effective and efficient delivery, and proposes a policy framework for reforming public service provision. Drawing on data collected through surveys administered to public social, employment, and education agencies in selected MENA countries, the paper identifies key constraints and options for reforming publicly provided employment programs. Recent political transitions arising from the Arab Spring have contributed to the deterioration of labor market outcomes in the MENA region. In this context, ALMPs could become an important policy lever to address some of the challenges facing labor markets. These include: joblessness, skills mismatches, lack of labor market mobility, large and expanding informal sector, and lack of formal employment networks. The study also provides specific details on the beneficiaries, targeting, and expenditures of ALMPs during this same period. It proposes a series of reforms that could improve the performance of publicly provided ALMPs in the region. In particular, it reveals an urgent need to involve the private sector in the design and implementation of employment programs in MENA.

Skills and employment policies should be viewed together.  The full value of one policy set is realized when it supports the objectives of the other.  For investments in education and training to yield maximum benefit to workers, enterprises, and economies, countries’ capacities for coordination is critical in three areas: connecting basic education to technical training and then to market entry; ensuring continuous communication between employers and training providers so that training meets the needs and aspirations of workers and enterprises, and integrating skills development policies with industrial, investment, trade, technology, environmental, rural and local development policies.

How to stimulate growth and support job creation are two critical challenges that countries and localities confront and limited resources require lateral thinking about how actions in one area, such as employment and training, can have simultaneous benefits in others, such as creating new jobs and better supporting labour market inclusion. The OECD Local Economic and Employment Development (LEED) Programme has developed an international cross-comparative study, which examines the contribution of local labour market policy to boosting quality employment.

Each country review examines the capacity of employment services and training providers to contribute to a long-term strategy which strengthens the resiliency of the local economy, increases skills levels and job quality. In Ireland, the review has looked at the range of institutions and bodies involved in employment and skills policies. In-depth work was undertaken in the Dublin and South East regions. The working paper outlines a number of recommendations and actions to promote job creation at the national and local levels.
