Preparing for the Future of Work

This third edition of Job Creation and Local Economic Development examines the impact of technological progress on regional and local labour markets. It sheds light on widening regional gaps on job creation, workers education and skills, as well as inclusion in local economies. Drawing on new data, it examines the geographical distribution of the risk of automation and whether jobs lost to automation are compensated by the creation of jobs at lower risk of automation. Building on data from labour force surveys, the report looks at the rise of non-standard work, highlighting the main regional determinants of temporary jobs and self-employment. Finally, it considers determinants of productivity and inclusion in regional and local labour markets, as well as policies to foster greater inclusion of vulnerable groups into the labour market. Individual country profiles provide an overview of regional labour markets and, among other things, an assessment of the performance in terms of “quality” jobs created among different regions.

The course is aimed at policy makers and advisors from ministries of labour and economy; and representatives of workers' and employers' organizations.

The academy aims to enhance the capacity to formulate, implement and/or evaluate formalization policies through effective diagnostic analysis, better understanding of concepts and approaches for measuring informality, and its drivers and impacts on the world of work.

The Academy offers a learning platform to review promising practices on the transition from the informal to the formal economy as well as to engage in constructive dialogue and debate on the future of informality. The event is an opportunity to learn about the most advanced thinking around concepts and methodologies for reducing informality, to exchange on existing practices, and to adapt lessons learnt to specific country contexts.

This policy brief provides insights into the various construction projects supervised by the Employment Intensive Investment Program of the International Labour Organization in favour of Indigenous and Tribal People. Indigenous and Tribal People account for 5% of the population but 15% of the World´s poor. Issues and Policy Perspectives This report is based on two surveys, a qualitative and a quantitative one, conducted by the Kiev International Institute of Sociology (KIIS) on request of the International Labour Office in September-December 2017.

The surveys focused specifically on working conditions of online platform workers in Ukraine. Most of these workers refer to themselves as 'freelancers'. They find work through digital labour platforms that is posted by clients from Ukraine and from other countries. The work can last from several minutes to several months; it is not classified legally as an employment relationship. This means that the working conditions of these “freelancers” remain outside the scope of labour regulation.

The results of the survey show that digital labour platforms have transformed the modes of work and changed how work is viewed by both businesses and workers. Such transformations inevitably carry both a strong potential for benefiting the Ukrainian society, as well as risks. An understanding of such risks is important for designing policy responses that can enhance the benefits of the work transformation brought about by the platforms.

According to the ILO global estimates on migrant workers, there were around 164 million migrant workers in 2017. 

Migrant workers contribute to growth and development in their countries of destination, while countries of origin greatly benefit from their remittances and the skills acquired during their migration experience. Yet, many migrant workers face challenges in accessing quality training and decent jobs including under-utilization of skills, a lack of employment or training opportunities, lack of information, and exploitation of low-skilled workers.

To address these challenges, countries need to strengthen skills anticipation systems to inform migration policies, increase access to education and training, and establish bilateral or multilateral recognition of qualifications and skills.

This report aims to contribute to an informed and balanced discussion of the issues surrounding migration and work. It examines the role of the ILO and its constituents in attaining a fair and effective governance of labour migration that benefits societies of origin and destination, protects the rights of migrant workers and their families, and enhances social cohesion.

Chapter 1 provides an overview of the main global and regional trends relating to labour migration. Chapter 2 focuses on key challenges for labour migration governance and emphasizes the linkages between reducing decent work deficits and labour migration costs, creating strong and functional labour market institutions and active labour market policies, and strengthening international cooperation. Chapter 3 focuses on bilateral agreements relating to labour migration, an important aspect of international cooperation on migration, and considers how they can contribute to improved labour migration governance, including fair recruitment. Chapter 4 examines the challenges in facilitating labour migration and mobility at the subregional and regional levels, particularly in regional economic communities in Africa, the Arab States, Asia and the Pacific and Latin America, as well as in interregional cooperation, with reference to ILO interventions. Chapter 5 discusses the fair recruitment of migrant workers, with particular reference to the ILO general principles and operational guidelines for fair recruitment, the internationally agreed commitment to reduce the costs of labour migration, and implementation of the ILO Fair Recruitment Initiative. Chapter 6 considers the way forward and proposes some points for discussion.

The course organised in collaboration with the Employment Policy Department of the International Labour Office (Geneva, Switzerland) aims to build capacities among government officials, social partners and other relevant stakeholders to design, implement, monitor and evaluate effective national employment policies. Participants will become acquainted with the employment policy-making process and related technical areas and policy implementation strategies.

The course is learner-centred and highly participatory. It targets tripartite country delegations: a group of representatives of Ministries in charge of employment and of national planning, economy or finance, of workers and of employers of the same country.

The training activity will be facilitated by a pool of ILO and ITCILO officials and experts. The programme will include lectures, country cases, debates and very interactive group exercises. Working tools will be presented during the sessions. Different learning techniques will be applied in order to facilitate collaborative construction of knowledge and experience sharing.

Le cours organisé en collaboration avec le Département des politiques de l'emploi du Bureau international du Travail (Genève, Suisse) vise à améliorer les capacités des fonctionnaires gouvernementaux, des partenaires sociaux et des autres parties prenantes en matière de développement, de mise en œuvre et de suivi des politiques nationales pour l'emploi efficaces. Les participants recevront des conseils sur le processus de développement de politiques pour l'emploi et les domaines techniques associés, ainsi que sur les stratégies d'application de ces politiques.

Le cours est axé sur l’apprenant et la participation y joue un rôle important. Il cible des délégations pays tripartites (groupe de représentants des ministères en charge de l’emploi, du plan, de l’économie ou des fi nances, des travailleurs et employeurs du même pays).

La formation sera animée par un groupe de spécialistes emploi du BIT et du CIF-OIT. Le programme sera composé de conférences, d’études de cas, de débats ainsi que de travaux de groupes très interactifs. Des outils opérationnels seront présentés au cours des sessions. Différentes techniques d’apprentissage seront utilisées afi n de faciliter l’acquisition collaborative de connaissances ainsi que le partage d’expériences.
