There is a critical need for a greater overall investment in education and training, particularly in developing countries. Education and training investments should be closely linked to economic and employment growth strategies and programmes. Responsibility should be shared between the government (primary responsibility), enterprises, the social partners, and the individual. To make lifelong learning for all a reality, countries will need to make major reforms of their vocational and education and training systems. School-to-work schemes for young people should integrate education with workplace learning. Training systems need to become more flexible and responsive to rapidly changing skill requirements. Reforms should also focus on how learning can be facilitated, not just on training for specific occupational categories.

The 2019 edition of the OECD Employment Outlook presents new evidence on changes in job stability, underemployment and the share of well-paid jobs, and discusses the policy implications of these changes with respect to how technology, globalisation, population ageing, and other megatrends are transforming the labour market in OECD countries. The report discusses how labour market regulation might be used to extend rights and protections beyond standard employees, as well as to rebalance bargaining power between employers and workers. It analyses how collective bargaining and social dialogue can be mobilised to address emerging challenges in the labour market, looking at the role of government, social partners and new forms of collective organisation. The role of adult learning is also addressed, with a particular focus on the most vulnerable groups. And finally the report also assesses challenges for social protection policies, presenting evidence on the support gaps affecting different types of worker, and discussing reform avenues for preserving and strengthening the key stabilising role of social protection systems.

European synthesis report This report provides an update on the state of play regarding ‘green skills’ and ‘green jobs’ in six EU countries (Denmark, Germany, Spain, Estonia, France and the UK). It examines the major changes in green jobs and employment since 2010, and analyses the regulations and policies supporting green skills and employment, including the surrounding institutional set-up and the role played by social partners. It also highlights good practices, including green skill anticipation mechanisms, relevant vocational education and training and higher education, active labour market policies and retraining measures, and the role of the private sector.

The European Training Foundation (ETF) invites researchers, practitioners, authorities, social partners, civil society organisations, and experts that work on employment and skills issues to submit abstracts for papers for a new flagship publication.

The European Training Foundation (ETF) invites researchers, practitioners, authorities, social partners, civil society organisations, and experts that work on employment and skills issues to submit abstracts for papers for a new flagship publication. The publication will be produced in 2020 and should address the issue of how global developments are having an impact on jobs, employment patterns and skills demand in transition and developing countries Successful applicants may be invited to present their work at a future ETF international conference on this topic.

The ETF is seeking, in particular, country examples with case studies, backed up with research, including data analysis, which document changes in the labour market in transition and developing countries. These might include changes in sectors and jobs, employment patterns/relations, work places, occupations and skills needs. The papers could be either research-based or analyses of different policies or practices. Examples that focus on the ETF’s partner countries are particularly welcome. Further details of specific topics can be found below.

The deadline for the submission of abstracts is 30 June 2019. Abstracts, of around 500 words, should be in English, include a preliminary title and the full names and titles of the authors. The ETF will evaluate the abstracts on the basis of relevance, content quality and language. Decisions will be communicated by 15 July 2019 and final full papers should be submitted by 31 December 2019.

A Roadmap for the Future The publication provides new insights into the state of the digital transformation by mapping indicators across a range of areas – from education and innovation, to trade and economic and social outcomes – against current digital policy issues. In so doing, it identifies gaps in the current measurement framework, assesses progress made towards filling these gaps and sets-out a forward-looking measurement roadmap. The goal is to expand the evidence base, as a means to lay the ground for more robust policies for growth and well-being in the digital era.

The programme builds the capacity of TVET professionals to become effective change agents in their institutions and countries.

The world keeps changing at a rapid rate. This is characterized by ever-faster innovation cycles, disruptive technologies, digitization and challenges posed by demographic and global environmental change. As economic, technological and social developments constantly evolve and diversify, so do the skill requirements in the workplace and society.

Worldwide, TVET systems and institutions are struggling to anticipate to these changing requirements and to initiate the change processes that are needed for countries to stay connected to global developments, for economies to become or stay competitive, and for societies to remain inclusive.

For such change processes to be successful and sustainable, they must be driven from the inside - by national or local leaders who have a thorough understanding of the respective national policies and context. The UNEVOC TVET Leadership Programme therefore builds the capacity of such TVET professionals to become effective change agents in their institutions and countries.

The digital revolution and other transformations are changing the world of work at a fast pace. The conference is intended to:

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. Eurofound is organizing a one-day conference on The Future of Manufacturing in Europe.

With key contributions from leading thinkers on the future of manufacturing, the event will bring together up to 80 industry experts, representatives of national and regional public authorities, social partners, academics and EU institutions to discuss how best to shape technological developments to promote economic growth and improve working conditions.
