Access for all to good quality education, vocational training and workplace learning is a fundamental principle of social cohesion and economic growth. Some groups of people may require targeted attention if they are to benefit from education, training and employment opportunities.  

This is particularly the case for disadvantaged youth, lower skilled workers, people with disabilities, and people in rural communities. The attractiveness of vocational education and training is enhanced when combined with entrepreneurship training and when public policies encourage utilization of higher skills by business.

Education and training investments should be closely linked to economic and employment growth strategies and programmes. Responsibility should be shared between the government (primary responsibility), enterprises, the social partners, and the individual. To make lifelong learning for all a reality, countries will need to make major reforms of their vocational and education and training systems. School-to-work schemes for young people should integrate education with workplace learning. Training systems need to become more flexible and responsive to rapidly changing skill requirements. Reforms should also focus on how learning can be facilitated, not just on training for specific occupational categories.

Career guidance and counselling, career education and lifelong development of skills for employability are key for success in learning activities, effective career transitions, livelihood planning, entrepreneurship and in increasing labour market participation. They are instrumental in promoting skills utilization, recognition (RPL), as well as in improving enterprise human resource management.

Career development activities encompass a wide variety of support activities including career information and advice, counselling, work exposure (e.g. job shadowing, work experience periods), assessment, coaching, mentoring, professional networking, advocacy, basic and employability skills training (curricular and non-curricular) and entrepreneurship training. It is often an area which is fragmented across different ministries (e.g. education, TVET, employment, youth) requiring an effort to achieve the necessary coordination to provide adequate support to individuals during learning, employment and unemployment/inactivity periods.

Technical and vocational education and training (TVET) is the master key for sustainable development and one of the priority areas of Viet Nam’s government to achieve the National Green Growth Strategy for the period 2011 to 2020 with vision to 2050 (VGGS) and the National Action Plan on Green Growth (GGAP) for the period 2014 to 2020. In the context of a greening economy and society, TVET provides workers with skills needed to be able to work well in the workplace. Additionally TVET promotes knowledge and competences necessary to face current and future social, economic and ecological challenges and contributes to sustainable development of the country.

This publication was developed in cooperation between GIZ and the National Institute for Vocational Training (NIVT), which serves as the ground for further activities on Greening TVET in Viet Nam. It is intended to provide insights into the concept, good practices, practical examples and the implementation of Greening TVET in an international context in general and in Viet Nam in particular as well as information useful for policy makers to generate suitable concepts and procedure for greening TVET and thus improving the quality of TVET.

A European trade union proposal. The European quality framework for apprenticeships was launched during a conference held on 14 April 2016 in Brussels. This framework consists of 20 quality criteria, which have been developed in a bottom-up approach through engaging with experts at national and European levels over the course of 4 joint sectoral seminars and 20 national country visits.

Twenty quality standards for apprenticeships are proposed by the European Trade Union Confederation (ETUC) and Unionlearn (TUC) in their new publication “A European Quality Framework for Apprenticeships – a European Trade Union Proposal”.

Despite increased interest by policy-makers in apprenticeships as a means to combat youth unemployment, apprenticeships have been in decline in recent years (and even more so since the 1980s).

As part of its contribution to EU policy to boost quality skilled jobs, the ETUC, with national trade unions from across Europe, has drawn up the report setting out 20 quality standards. It is inspired by existing quality apprenticeship schemes across Europe and based on good practice at national and sectoral level.

According to these criteria apprenticeship schemes should:

• be formalised by national law and/or collective bargaining agreements;
• be governed and assessed by social partners (trade unions and employers) together with public authorities and training institutions;
• cover a wide range of occupations and provide employment opportunities for women and men;
• be properly funded with equitable cost-sharing between employers and public authorities;
• involve a formal contract and ensure apprentices are paid;
• include a strong training component and a balance between work-based and school-based training;
• promote mobility through including provision for doing part of the apprenticeship in another European country (like ‘Erasmus’ does for university students).

The National Policy for Skill Development and Entrepreneurship 2015 supersedes the policy of 2009. This policy aims to meet the challenge of skilling at scale with speed, standard (quality) and sustainability. It aims to provide an umbrella framework to all skilling activities being carried out within India, to align them to common standards and link skilling with demand centres. In addition to laying down the objectives and expected outcomes, the policy also identifies the overall institutional framework which will act as a vehicle to reach the expected outcomes. The policy links skills development to improved employability and productivity in paving the way forward for inclusive growth in the country. The skill strategy is complemented by specific efforts to promote entrepreneurship in order to create ample opportunities for the skilled workforce.

Chapter 5 of the eleventh Malaysia plan, 2016-2020 The development of highly skilled human capital is essential to helping Malaysia make the shift towards higher-value and knowledge intensive activities which are the hallmarks of an advanced nation. Investments in human capital are also vital to the improvement of personal wellbeing due to its many socio-economic benefits. To that end, under the Eleventh Plan, the Government will improve the efficiency of the labour market to accelerate economic growth, enable industry-led TVET to meet industry demands, expand lifelong learning for continuous upskilling, and improve the quality of the education system for better student outcomes. Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

The National Youth Policy designed in 2010 defines youths and their roles in the society. It highlights the capacity inherent in youths for building a prosperous, modern and just country through meaningful participation, capacity and leadership development. It shows the government’s commitment to developing rural areas and agro-industry by entrepreneurship and other forms of vocational training for young people to enhance employment to tackle the youth employment crisis.

The Government of Barbados continues to place considerable emphasis on the development of human and social capital, particularly through significant investment in education and related services. The Government is committed to increasing the number of secondary school leavers with the appropriate knowledge, skills, and competencies to successfully enter the job market or to embark on an economic enterprise. There is a focus on creating a labour force that can meet the changing demands of an open economy increasingly impacted by dynamic external forces. Further, the Government is cognisant of the growing need for specialised skills in emerging areas such as offshore financial and business development, tourism management, and agro-processing.

This Strategy is based on international best practice and adopts a holistic and multi-sector approach that embraces lifelong learning and strengthens links between education and the world of work. It further establishes cross-sectoral links among the lead human resource development agencies and focuses on synergies, knowledge sharing, and complementarities of financing mechanisms.

This report outlines the Government's aspirations for the Tasmanian training and workforce development system. Government will focus on three key areas:

1. a more efficient and competitive training system
2. a greater focus on delivering skills for real jobs
3. investing in skills that drive State growth.
