A UNEVOC Network Contribution This book provides a rich collection of research and practice perspectives around central topics in the field of work-based learning (WBL). Based on an extensive prior literature review of the current state of research on WBL in TVET contexts on a global scale, key themes of interest for a competence-based perspective were chosen to call for contributions from researchers and experts in VET from all around the world. Inspired by research evidence from a diversity of recent national projects, the book offers new insights in conducive factors for learning on the level of the individual subject and the work environment. The papers pick up regional and national challenges in supporting WBL and in developing and implementing curricula based on actual work processes. They take a closer look at the role of tutors in WBL and show new options in the transfer and recognition of knowledge, skills and competences. The research approaches presented in this book are meant to support everyone in meeting their TVET objectives, regardless of region and scale.

A Roadmap for the Future The publication provides new insights into the state of the digital transformation by mapping indicators across a range of areas – from education and innovation, to trade and economic and social outcomes – against current digital policy issues. Access for all to good quality education, vocational training and workplace learning is a fundamental principle of social cohesion and economic growth. Some groups of people may require targeted attention if they are to benefit from education, training and employment opportunities.  

This is particularly the case for disadvantaged youth, lower skilled workers, people with disabilities, and people in rural communities. The attractiveness of vocational education and training is enhanced when combined with entrepreneurship training and when public policies encourage utilization of higher skills by business.

School-to-work schemes for young people should integrate education with workplace learning. Training systems need to become more flexible and responsive to rapidly changing skill requirements. This report provides a snapshot of the policy actions being taken by OECD, EU and G20 countries in response to growing diversity in forms of employment, with the aim of encouraging peer learning where countries are facing similar issues. It shows that many countries are reflecting on whether existing policies and institutions are capable of addressing effectively the current (and future) challenges of a rapidly changing world of work. In recent years, many countries have seen the emergence of, and/or growth in, particular labour contract types that diverge from the standard employment relationship (i.e. full-time dependent employment of indefinite duration). These include temporary and casual contracts, as well as own-account work and platform work. Several countries have also seen growth in false self-employment, where employers seek to evade tax and regulatory dues and obligations. These changes are driving policy makers worldwide to review how policies in different areas – labour market, skills development, social protection – can best respond. How can policymakers balance the flexibility offered by a diversity of employment contracts, on the one hand, with protection for workers and businesses, on the other?

Flexible learning pathways to keep youth at risk and low-skilled adults in education or work. Low skills, usually associated with low or no qualification credentials, come at a high social and economic cost. They are devastating for the individuals concerned, damaging their social status, earnings, self-confidence, health and ability to engage in civil society. This is why policies across Europe have increasingly been focusing on prevention and early intervention, from tracking youth at risk to offering low-skilled people comprehensive counselling and various upskilling measures, especially basic skills training.

The world keeps changing at a rapid rate. This is characterized by ever-faster innovation cycles, disruptive technologies, digitization and challenges posed by demographic and global environmental change. As economic, technological and social developments constantly evolve and diversify, so do the skill requirements in the workplace and society.

Worldwide, TVET systems and institutions are struggling to anticipate to these changing requirements and to initiate the change processes that are needed for countries to stay connected to global developments, for economies to become or stay competitive, and for societies to remain inclusive.

For such change processes to be successful and sustainable, they must be driven from the inside - by national or local leaders who have a thorough understanding of the respective national policies and context. The UNEVOC TVET Leadership Programme therefore builds the capacity of such TVET professionals to become effective change agents in their institutions and countries.

Career guidance and counselling, career education and lifelong development of skills for employability are key for success in learning activities, effective career transitions, livelihood planning, entrepreneurship and in increasing labour market participation. They are instrumental in promoting skills utilization, recognition (RPL), as well as in improving enterprise human resource management.

Career development activities encompass a wide variety of support activities including career information and advice, counselling, work exposure (e.g. job shadowing, work experience periods), assessment, coaching, mentoring, professional networking, advocacy, basic and employability skills training (curricular and non-curricular) and entrepreneurship training. It is often an area which is fragmented across different ministries (e.g. education, TVET, employment, youth) requiring an effort to achieve the necessary coordination to provide adequate support to individuals during learning, employment and unemployment/inactivity periods.

OECD Social, Employment and Migration Working Papers No. 224 Profiling tools help to deliver employment services more efficiently. They can ensure that more costly, intensive services are targeted at jobseekers most at risk of becoming long term unemployed. Moreover, the detailed information on the employment barriers facing jobseekers obtained through the profiling process can be used to tailor services more closely to their individual needs. While other forms of profiling exist, the focus is on statistical profiling, which makes use of statistical models to predict jobseekers’ likelihood of becoming long-term unemployed. An overview on profiling tools currently used throughout the OECD is presented, considerations for the development of such tools, and some insights into the latest developments such as using 'click data' on job searches and advanced machine learning techniques. Also discussed are the limitations of statistical profiling tools and options for policymakers on how to address those in the development and implementation of statistical profiling tools.

OECD Social, Employment and Migration Working Papers No. 225 This paper studies the effects of a voluntary skill certification scheme in an online freelancing labour market. It shows that obtaining skill certificates increases a worker’s earnings. This effect is not driven by increased worker productivity but by decreased employer uncertainty. The increase in worker earnings is mostly realized through an increase in the value of the projects obtained (up to 10%) rather than an increase in the number of projects obtained (up to 0.03 projects). In addition, the paper finds evidence for negative selection to completing skill certificates, which suggests that the workers who complete more skill certificates are, on average, in a more disadvantaged position in the labour market. Finally, skill certificates are found to be an imperfect substitute to other types of standardized information. On the whole, the results suggest that certificates play a role in helping new workers break into the labour market, but are more valuable to workers with at least some work experience. More stringent skill certification tests could improve the benefits to new workers.
