ILO

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. Part of 'Development Centre Studies' Series A majority of workers in the world are informally employed and contribute to economic and social development through market and non-market activities that are not protected, regulated, well-recognised or valued. This study provides an in-depth diagnosis of informality and the vulnerability prevailing in the informal economy. It explores new ideas to improve the lives of workers in the informal economy based on the ILO indicators of informality and the new OECD Key Indicators of Informality based on Individuals and their Household (KIIbIH).The report contributes in four ways to the global debate on the transition from the informal to the formal economy: 1) by examining the multiple faces of informality in a large sample of countries representing diverse conditions, locations and stages of development; 2) by presenting new empirical evidence on the links between informality and the development process; 3) by assessing risks and vulnerabilities in the informal economy, such as poverty and occupational risks, which can be mitigated with social protection and appropriate risk management instruments; 4) by showing that the transition to formality is a complex issue that touches on a wide range of policy domains.

Access for all to good quality education, vocational training and workplace learning is a fundamental principle of social cohesion and economic growth. Some groups of people may require targeted attention if they are to benefit from education, training and employment opportunities.  

This is particularly the case for disadvantaged youth, lower skilled workers, people with disabilities, and people in rural communities. The attractiveness of vocational education and training is enhanced when combined with entrepreneurship training and when public policies encourage utilization of higher skills by business.

The UNESCO-UNEVOC Skills for Innovation Hubs is part of the initiative 'Developing TVET institutions for entrepreneurship, innovation and sustainability' implemented by UNESCO since 2017 and is supported by the International Vocational Education City (IVEC) China, with contributions from the German Federal Ministry of Education and Research (BMBF) and the Federal Ministry for Economic Cooperation and Development (BMZ) This report captures the key conclusions and action points from the Skills for Innovation Hubs (i-hubs) initiative Launch Meeting, held at UNESCO-UNEVOC in Bonn, Germany, 28-29 March 2019. The agenda, presentations and the participant contact details can be found through links in the annex and on the ‘i-hubs Virtual Platform’. The meeting was attended by representatives from the ten selected i-hubs UNEVOC Centres, together with participants from UNESCO HQ and field offices, as well as UNEVOC staff and experts and staff of the European Training Foundation.

UNEVOC Network Collaborative research This study looks at how community engagement is carried out in UNEVOC Centres across the UNEVOC Network’s five regions: Africa, Arab States, Asia and the Pacific, Europe, Commonwealth of Independent States (CIS) and North America, and Latin America and the Caribbean.

The objectives of the study are to: (i) collect information on how community engagement is addressed in technical and vocational education and training (TVET) institutions in different countries and regions; and (ii) address how to adapt a community engagement framework to different situations and TVET systems. The study’s methodology is adapted from the Delphi model, which is a survey-based methodology for obtaining consensus.

The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

The series Investing in Youth builds on the expertise of the OECD on youth employment, social support and skills. It covers both OECD countries and countries in the process of accession to the OECD, as well as some emerging economies.

The report provides a detailed diagnosis of youth policies in the areas of social, employment, education and training policies. Its main focus is on young people who are not in employment, education or training (the 'NEETs').

Earlier reviews in the same series have looked at youth policies in Brazil (2014), Latvia and Tunisia (2015), Australia, Lithuania and Sweden (2016), Japan (2017), and Norway (2018).

World Future Council, UNDP and the Inter-Parliamentary Union, with the support of the ILO, Youth Policy Labs and the Office of the UN Secretary-General's Envoy on Youth kick off a global call for nominations to identify and honour the world’s most successful policies enabling youth empowerment.

The award will highlight policies that advance the economic empowerment of young people in decent and sustainable jobs, for instance, youth skills development programmes that pave the way for youth to build the green economy we need. It also seeks to identify youth entrepreneurship or programmes targeting marginalized groups, including women, as well as policy and legislative frameworks that enable more civic engagement and political participation of youth.

Economies and societies are undergoing digital transformations that bring both opportunities and challenges and countries’ preparedness to seize the benefits of a digital world is largely dependent on the skills of their population. This edition of the OECD Skills Outlook 2019 aims to understand how policies, and in particular those that affect skills development and use, can shape the outcomes of digital transformation and translate into more equally shared benefits among and within countries’ populations. Ensuring people can benefit from new technologies and are not left behind requires a comprehensive and co-ordinated policy effort. This package of co-ordinated policies needs to simultaneously promote digitalisation where the latter increases productivity and well-being, and otherwise cushion its negative impacts.

There is a critical need for a greater overall investment in education and training, particularly in developing countries. Education and training investments should be closely linked to economic and employment growth strategies and programmes. Responsibility should be shared between the government (primary responsibility), enterprises, the social partners, and the individual. To make lifelong learning for all a reality, countries will need to make major reforms of their vocational and education and training systems. School-to-work schemes for young people should integrate education with workplace learning. Training systems need to become more flexible and responsive to rapidly changing skill requirements. Reforms should also focus on how learning can be facilitated, not just on training for specific occupational categories.

The 2019 edition of the OECD Employment Outlook presents new evidence on changes in job stability, underemployment and the share of well-paid jobs, and discusses the policy implications of these changes with respect to how technology, globalisation, population ageing, and other megatrends are transforming the labour market in OECD countries. The report discusses how labour market regulation might be used to extend rights and protections beyond standard employees, as well as to rebalance bargaining power between employers and workers. It analyses how collective bargaining and social dialogue can be mobilised to address emerging challenges in the labour market, looking at the role of government, social partners and new forms of collective organisation. The role of adult learning is also addressed, with a particular focus on the most vulnerable groups. And finally the report also assesses challenges for social protection policies, presenting evidence on the support gaps affecting different types of worker, and discussing reform avenues for preserving and strengthening the key stabilising role of social protection systems.

Every year, the most visionary policies tackling humankind’s most pressing challenges are celebrated through the Future Policy Award (FPA), the only global award that recognises policies for the benefit of present and future generations. The World Future Council has awarded this annual prize since 2010 in partnership with UN agencies and the IPU. The topic of Future Policy Award 2019 is youth empowerment, which is critical to achieve the Agenda 2030 and address key sustainable development and justice challenges.

The award will highlight policies that advance the economic empowerment of young people in decent and sustainable jobs, for instance, youth skills development programmes that pave the way for youth to build the green economy we need. OECD Reviews on Local Job Creation This report focuses on how to better engage employers in apprenticeship and other work-based skills development programmes aligned with growing sectors of the local economy. A key part of this report was the implementation of an employer-based survey, which gathered information from over 300 Australian employers about their skills needs and barriers to apprenticeship participation. The report also provides information on four case studies, including Sydney Metro and STEMship in New South Wales, Collective Education in Tasmania, and the Dream, Believe, Achieve programme in Queensland. The case studies demonstrate how local organisations are building stronger business-education partnerships.

OECD Reviews of Vocational Education and Training This review assesses the vocational education and training (VET) in Estonia and provides policy recommendations. Estonia does very well in terms of student achievement on PISA, and the results from the Survey of Adult Skills (PIAAC) are also excellent. Unemployment levels are low. But despite recent reforms, VET remains relatively low status compared to general education, dropout rates are too high for comfort, and apprenticeships, despite recent efforts, fail to attract many young people. Suggested approaches to improve VET in Estonia include the expansion of work-based learning within all VET programmes and measures to increase the number of apprentices.
