Micro-credentials are increasingly promoted as a new and more flexible way of recognizing knowledge, skills and competences. Micro-credentials are flourishing with more new brand names constantly emerging. However, acceptance and recognition of micro-credentials by employers and policy-makers is hampered because, among other challenges, there is no universally recognized definition that clearly communicates to lay users, particularly learners and employers, what micro-credentials are.

In recent years, policy-makers, scholars and educators have produced their own definitions, advancing scholarship in the area, and sometimes causing more confusion by adding yet another definition. Other challenges include determining whether micro-credentials complement or replace qualifications, or both; the dizzying array of providers and partnerships in the provision of micro-credentials; the need for robust quality assurance and the conundrum of how to enact it when providers operate outside of the regulated education sector; the lack of research and convincing evidence of micro-credentials’ efficacy so far; and the risk of unintended consequences if funding is diverted away from formal systems.

This study set out to address the first of those challenges, coming to a consensus on a proposed definition, in the hope of assisting the field to move towards a common definition. It proposes a definition arrived at through a consensus-building process by a global expert panel.

Women represent both half of the world's population – and half the world's economic potential. Their participation in the labour market reduces poverty because they often invest 90 per cent of their income in the well-being, education and nutrition of their families. Yet labour force participation by women has stagnated at about 55 per cent globally since 2010. Moreover, women are disproportionately represented in precarious work – low-paid, low-skilled and insecure jobs.

Training plays an important role in the pursuit of equality of opportunity and treatment for women and men in the world of work. Yet women often lack access to technical and vocational education and training. Many also lack the basic functional skills, such as literacy and numeracy, to participate meaningfully in the work force. Overcoming this challenge requires the adoption of a life-cycle approach. This includes improving girls’ access to basic education; overcoming logistic, economic and cultural barriers to apprenticeships and to secondary and vocational training for young women; and meeting the training needs of women re-entering the labour market and of older women who have not had equal access to opportunities for lifelong learning.

Significant progress has been made in advancing gender equality and girls’ and women’s education.

UNESCO data shows that girls’ enrolment has improved dramatically over the past 25 years; 180 million more girls are enrolled in primary and secondary education. Between 1995 and 2019, the primary school enrolment rate of girls increased from 79 to 90 percent, while the percentage of boys enrolled increased from 86 to 92. Completion rates also improved, with girls’ primary school completion rate increasing by almost 20 percentage points to 87 percent during the period. The fastest progress was in Central and Southern Asia, where in 1995 just over half of girls completed primary school, but a generation later almost 90 percent of their daughters do so. And the pursuit of education continues; globally, 118 million women and 110 million men were participating in tertiary education in 2019.

But many challenges remain: In 2020, 260 million children and youth were out of school – just over half of whom were boys. Women still accounted for almost two-thirds of adults unable to read in 2019. Digital literacy gaps are widening. Among 10 low- and middle-income countries with data, women are less likely than men to have used a basic arithmetic formula in a spreadsheet in the 7 poorest countries, while parity exists in the 3 richest countries.

The 2022 Gender Report presents fresh insights on progress towards gender parity in education with respect to access, attainment and learning. It showcases the results of a new model that provide coherent estimates, combining multiple sources of information, on completion rates. It also reviews the results of learning assessments released over the past 18 months, which present an almost global picture of the gender gap in reading, mathematics and science achievement in lower and upper primary and lower secondary grades. They provide a baseline against which to assess the impact of COVID-19 on inequality when post-pandemic data start being released next year.

A companion to the 2021/2 GEM Report, it emphasizes the role of non-state actors in influencing gender inequality in and through education. Non-state actors have filled in provision gaps left by the public education system. The 2022 Gender Report presents evidence on gender gaps in the share of students enrolled in private institutions by sex and what drives these gaps in the various regions. It also provides case studies on the privatization of childcare in high-income countries, the impact of non-state faith-based schools in Asia on gender norms and the role of women’s universities around the world.

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. The Vocational Education and Training Act, 1994 part II section 4 (1) stipulates the objectives and functions of the Vocational Education and Training Authority (VETA). The promotion of on the job training in industry for both apprenticeship training and for skills updating and upgrading and promote access to vocational education and training for disadvantaged groups. The Competence Based Assessment Guidelines which were approved by the VET Board in March, 2011 considers informal and formal apprenticeship as alternative modes of training delivery hence providing for mechanisms for assessing competencies attained therefrom. Recognition of Prior Learning Assessment (RPLA) is an integral part of Competence Based Assessment. The concept of recognizing and accrediting what people already know and can do is having a signiÀ cant impact on many of the education and training programmes currently being developed. If applied properly, the concept is very useful for integrating the marginalized populations both, the self employed who seek qualiÀ cations to access wage employment or the employed who aspire for promotion and better pay or further career development. The guidelines for RPLA have been developed to act as a tool that will facilitate the exercise by providing proper guidance to all parties that will be involved in the process. These include, among others, RPL facilitators, assessors and moderators/validators. The guidelines are as well important to other stakeholders who in one way or another, interact with apprentices/ employees. They include individual employers and their related umbrella associations, trade unions, regulatory bodies other than VETA, VET providers, the government, NGO and higher learning institutions. It is our belief that, involvement of all key stakeholders will not only strengthen the VET system but also forge linkages and hence get approval and recognition of its services especially the graduates who will undergo the RPL processes successfully.

Increasingly, countries around the world, at all levels of development are putting work-based learning, particularly apprenticeships, high on their policy agenda, recognizing its potential for reducing skills mismatch, meeting skills demand of a fast changing labour market, providing cost-effective training, promoting private sector development and smoothing transitions to the world of work. 

Moreover, the issue of how skills are used in the workplace and how businesses engage with the local skills ecosystem are getting greater attention. It is increasingly recognized that workers who better use their skills are more likely to have greater job satisfaction, earn better wages and are more prepared to adapt to changes in the nature of work, while employers benefit from a more productive and innovative workforce, enabling them to maximise business performance and profitability.

Entrepreneurship competence generally supports a higher rate of start-ups, leads to a better employability and prevents social exclusion. It is not only about starting a business but also about creating value for others, innovation, inclusion and sustainable development; hence a must-have key competence for all.

The workshop ‘Entrepreneurship competence in vocational education and training’ will attract European VET stakeholders to:

  • discuss the research methodology piloted by Cedefop’s research team in two EU countries (Italy and Latvia);
  • share first results on how entrepreneurship competence is embedded in VET, including policy implementation challenges;
  • discuss tools and methods that can help policy makers, social partners and training providers overcome barriers in promoting the financial, cultural, or social value of entrepreneurship competence in VET.
