The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. Results of a joint international survey In light of the growing negative impact of the Covid-19 pandemic on national labour markets and people’s lives and livelihoods, the role of career guidance has become ever more important to individuals, families, communities, the workforce, employers and society.

This report is based on a flash joint international survey, designed to provide a snapshot of how career guidance policies, systems and services were adapting and coping, following the declaration of the world Covid-19 pandemic in March 2020.

The survey, launched on 8 June 2020 and closed on 3 August 2020, included an exploration of these policies, systems and practices (focusing on remote and ICT-based delivery) in the context of the early phase of government reactions to the pandemic, the extent to which the pandemic and its social consequences triggered a debate on career guidance reform, and the role for career guidance in pandemic recovery measures. It also considered the support role of international and donor bodies.

This publication has been prepared by the interagency technical vocational education and training (TVET) group on skill mismatch in digitised labour markets, to support experts and policy-makers who wish to engage in discussion on the potential of web-based big data for skills policy.

It outlines how such data can be used to mitigate labour market challenges, reduce skills mismatches and strengthen the links between the labour market and education and training.

The focus is on overcoming conceptual and practical challenges and limitations, system development and using big data for skills policy in practice. Examples of big data initiatives from around the globe illustrate its potential and provide insight into how big data are already supporting policy-makers in shaping the futures of work and education.

Cedefop’s study Financing apprenticeships in the EU is a first-time effort in systematically collecting and analysing information on financing arrangements for apprenticeship schemes in EU countries and the UK. The data were collected through national expert surveys and the results are presented in two forms. An online database www.cedefop.europa.eu/en/tools/financing-apprenticeships provides detailed financing information for each apprenticeship scheme, while the report focuses on the main findings and offers comparisons of financing arrangements. The study looks at the main costs of apprenticeship and how they are shared between employers, apprentices, State, schools and other training providers. It examines the mechanisms for collection and redistribution of financial resources (focusing on incentives for employers and apprentices) and the volumes of funding involved. It demonstrates the wide variety of ways in which apprenticeships are financed and proposes a typology of financing arrangements for apprenticeships. The study aims at better understanding the patterns of financing apprenticeships and contributing to policy learning.

This paper aims at contributing to the discussion about the need for EU-wide comparable statistics that capture precisely how many apprentices there are in a country in a particular year.

It presents Cedefop data on apprenticeship participation based on national sources, without the ambition of providing comparable data per country or across countries. It also offers some reflections on the challenges that make it difficult to estimate apprenticeship participation in EU Member States. In support of these reflections, the paper discusses two other EU-wide sources that seem most relevant in any attempt to estimate the number of apprentices: the European labour force survey, 2016 ad hoc module and the European labour cost survey.

The Sustainable Development Goals Report 2017 reviews progress made towards the 17 Goals in the second year of implementation of the 2030 Agenda for Sustainable Development. The report is based on the latest available data. It highlights both gains and challenges as the international community moves towards full realization of the ambitions and principles espoused in the 2030 Agenda.

While considerable progress has been made over the past decade across all areas of development, the pace of progress observed in previous years is insufficient to fully meet the Sustainable Development Goals (SDGs) and targets by 2030. Time is therefore of the essence. Moreover, as the following pages show, progress has not always been equitable. Advancements have been uneven across regions, between the sexes, and among people of different ages, wealth and locales, including urban and rural dwellers. Faster and more inclusive progress is needed to accomplish the bold vision articulated in the 2030 Agenda.

Technical and vocational education and training (TVET) institutions need to ensure not only job-specific skills that align with labour market demands, but also the development of entrepreneurial competencies and mindsets to respond to 21st century challenges. Indeed, the importance of entrepreneurial skills in equipping youth for the world of work and improving their capabilities to adapt to changing skills demands is well reflected in the commitments made by the international community. SDG 4 on quality education and SDG 8 on decent work and economic growth call for the strengthening of skills for employment, decent jobs and entrepreneurship.

This practical guide helps TVET institutions to focus on what really drives entrepreneurial learning by providing the tools to assess the needs of the target group and the framework to explore the added value of an entrepreneurial learning ecosystem. The Entrepreneurial Learning Institution Canvas (ELIC) enables TVET institutions to develop their own concept for entrepreneurial learning, map out which entrepreneurial learning activities are relevant to their institutional context and apply innovative approaches and models.

This case study examines how technical and vocational education and training (TVET) was organized during the state of emergency caused by the COVID-19 pandemic in Finland. The disruption accentuated the importance of flexibility within the education system to make it resilient. Finnish TVET, created as a hybrid solution combining school-based, work-based and online-based learning environments, remained responsive and functional throughout the difficult time in spring 2020. To urgently improve the resilience of education, this case study emphasizes the necessity to improve system-level flexibilities across all levels and all types of TVET, including alternative modes of delivery and hybrid learning opportunities, as the one size fits all approach increases rigidity and redundancy of education and training. Flexible measures are key to improve resilience, also beyond the COVID-19 pandemic.

This new book makes its own genre in the skills debate and research, combining research disciplines at different levels, namely theoretical concepts, practice in enhancing performance, organisational strategy and national skills policies. It begins by challenging the poor record of public skills policies that are often derived from human capital theory. The book argues that the days for relying on market failure for providing intellectual input into skills policies are numbered. The nature of a contemporary and forward-looking skills policy is about understanding skills in the context of business strategy, the nature of the productive system, work practices and skills utilisation at the workplace. Thus, skills policies are no longer solely about training and qualifications. It should also be (if not more so) about using sector-based policies to create a set of 'institutional logics' that shape business decisions and employers' competitive behaviour. The book has an in-depth critique of the development of skills policies, a (new) strategic skills model that identifies the fundamental drivers for high skills utilisation, case studies for high performance working as well as an analytical framework for a sectoral approach to skills development for public policy-making. This book was published in November 2014. The attached (free) chapter is the introduction to the book which gives the reader a good idea about the content of the book.

The combination of slow economic growth, lingering unemployment, some of it structural, and a dramatic demographic shift towards older populations on the horizon is increasing pressure on policy makers to find ways to boost productivity. The Internet is seen as a key platform that can help support needed productivity gains, open up new business opportunities, and lead to new and better jobs. But at the same time, the Internet is forcing a significant reorganisation of businesses, and this affects labour demand and ultimately employment. The combined effect of these drivers is not obvious, and may depend on specific conditions and policies in each country.
