This paper, jointly prepared by Cedefop and the ETF, aims to inform the next steps in VET policy-making at EU level, including the Osnabruck declaration expected to be discussed by ministers in the autumn of 2020. It puts forward key challenges and opportunities for VET which have emerged from the intelligence, research and evidence collected over the years by the two agencies, each within its own remit and geographic scope.

This discussion paper supports the idea that, in light of the future trends and the changing world of work, the emphasis of VET policy also needs to change. While further developing initial VET (IVET) should remain an essential aim, European policy needs to strengthen the focus on advancing continuing VET (CVET) to meet the economic and societal challenges of the next decade.

Access for all to good quality education, vocational training and workplace learning is a fundamental principle of social cohesion and economic growth. Some groups of people may require targeted attention if they are to benefit from education, training and employment opportunities.  

This is particularly the case for disadvantaged youth, lower skilled workers, people with disabilities, and people in rural communities. The attractiveness of vocational education and training is enhanced when combined with entrepreneurship training and when public policies encourage utilization of higher skills by business.

The COVID-19 pandemic has presented unique challenges to all types and levels of learning including vocational education and training (VET). An entire generation of VET learners have seen their education and training being interrupted. This population could suffer severe disruption of their learning if continuity of distance learning is not ensured. Among VET learners, for those being already at risk, COVID-19 is not the only threat they face. These students are often found out of school. With schools being shut down, they risk falling even further behind while at the same time they are also at increased risk of violence, abuse and neglect, as families and households are locked down.

This report, based on preliminary information collected from Cedefop’s ambassadors tackling early leaving from VET, calls for a COVID-19 response that puts the needs of each VET student at risk front and centre. Students from disadvantaged socioeconomic backgrounds, migrants and from ethnic minorities, learners with disabilities and special educational needs, have an equal right to health, education and protection during the global recovery of COVID-19.

Europe's prosperity and social model depend on its ability to ride the new wave of innovation ahead of us, while ensuring a broad participation in the benefits accruing from these innovations. This ability to benefit from innovation depends on access to relevant skills, which is one of the main determinants of Europe's competitiveness and the capacity to drive innovation. The fundamental link between innovation, skills and growth makes investment in skills and proactive skills policies, aligned to the evolving industrial and technological landscape, a prerequisite for a dynamic and inclusive society.

This paper looks in particular at the potential of education and training for skills upgrading, innovation adoption and thus, in a long-term, increasing economic growth and reducing inequalities. The analysis takes into account wide range of issues, such as the structural change of economies, developments of productivity and innovation as well as employment shifts in labour markets, while considering also the effects of policies and investments.

The methodology presented in this paper offers an approach for assessing the robustness of a country’s vocational education strategy from the governance and financing standpoints. The analysis may serve as an input for decisions on financial assistance.

Developed on the basis of the European Commission’s Budget Support Guidelines 2017 – Annex 3, which focuses on assessing the credibility of sector policies, and tailored to vocational education, this methodology can be used to identify strengths, risks and areas for improvement in governance and financing, as well as an input to policy dialogue between the European Union and partner countries. It may also be used as a method for measuring policy progress over time in these two areas.

What can we learn from job portal data? In Kosovo, employers report significant skill shortages, which limits firm growth and job creation. To understand the labor market dynamics and employer needs in real time, this paper analyzes the content of job postings using data from major online job portals from 2018.

The findings show that the skills that are most in demand are socioemotional skills (especially related to extraversion), foreign language skills, and computer skills. The importance of these skills is transversal, cutting not only across occupations and industries, but also universally demanded in all education fields. The need for these skills is expressed more often and more explicitly in postings for jobs requiring higher levels of experience. Moreover, job platforms are used almost exclusively for filling high-skill occupations, especially in Kosovo’s capital city, Pristina, whereas many low- and medium-skill jobs and jobs outside the capital are filled through informal channels. Overall, online data can be a useful tool for policy makers and other stakeholders to help align career services, training programs, and educational curricula with the skill needs of firms in real time.

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. This joint report by the ILO and UNECE report estimates the employment impact of investing in public transport and making them free, as well as moving towards electrification of vehicles in the member states of the United Nations Economic Commission for Europe (UNECE). The report estimates the job creation potential of green and healthy transport by reviewing the economy-wide employment implications of an accelerated shift towards greener land transport in the Economic Commission for Europe (ECE) region. The report shows how changes towards green and healthy transport alter the structure of sectors and jobs across ECE member States and also in other parts of the world, given that greening the transport sector activates di­fferent national, regional and global value chains and employment in di­fferent industries and areas of the world.

Initial vocational education and training: focus on qualifications at levels 3 and 4. This study examines the initial vocational education and training (IVET) qualifications linked in the national context to the European qualifications framework (EQF) levels 3 and 4. EQF is a common reference framework of eight levels of learning outcomes that serve as a translation grid between national qualifications systems. Its main objective is to improve transparency and comparability of qualifications within and across countries participating in EQF implementation.

This study has an explorative character and considers what kind of IVET qualifications are linked to EQF levels 3 and 4 (via national qualifications frameworks); what their purposes and currencies are; how they are levelled; and more generally how EQF levels 3 and 4 are used in the countries included in the study.
