South Asia’s contributions to the Asian economy and the global labor force are substantial and will continue to grow. The Asian Development Bank’s priority in the region is to complement infrastructure investments with strategic support to human resource development to help people move up the value chain. The objective of the Innovative Strategies for Accelerated Human Resource Development in South Asia (Subproject 11) under the Development Partnership Program for South Asia (RETA 6337) is to support emerging opportunities in priority human resource development through targeted policy dialogue grounded on relevant analytical work on technical and vocational education and training (TVET) and higher education. With that background, this report provides in-depth analyses of the state of technical and vocational education and training (TVET) and higher education in Sri Lanka.

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. Cambodia has made great strides toward sustained rapid and inclusive economic growth since its political environment stabilized in 1999. Its 7.8% average annual growth since then has dramatically brought down the poverty level, from 47.8% of the population living below the national poverty line in 2007 to a low 18.9% in 2012. However, 71.0% of Cambodians still live on less than $3 a day, which means that many of them remain vulnerable to falling back into poverty. A lack of decent jobs is at the heart of the problem. The share of self-employed and unpaid family workers, which was at 59.4% in 2013, remains high. Indeed, most of the working population is in the informal economy or engaged in vulnerable forms of employment.

Enhancing labor productivity could very well be the biggest challenge Cambodia will face in sustaining a strong and inclusive economic growth. Using a diagnostic approach to assess the dynamics of the labor market, this study jointly undertaken by the Asian Development Bank (ADB) and the International Labour Organization (ILO) has identified this and five other major challenges to generating more productive employment in Cambodia and the possible policy initiatives for addressing them.

National competency standards play an important and increasing role in skills development and recognition in the Asia-Pacific region, as they do in many other parts of the world. They are a guide to the range of skills and knowledge required for a whole industry. Competency standards can be flexibly combined into jobs and occupations. They are the common basis for training programmes, skills assessment and certification in many countries.

Competency standards, when recognized nationally, or across a cluster of nations, can form a key component in assisting the mobility of skilled labour. As part of a quality assurance system, the assessment of a person’s skills against accepted benchmarks means those skills can be applied in other, similar, work. Potential employers can feel confident in the level of competencies workers claim to have. Workers returning from employment in other countries can have the skills they gained working there formally recognized. The Regional Model Competency Standards (RMCS) are the reference standards at the regional level that can be used in various ways to underpin efficient and effective skill development. In addition, they are considered to be essential tools to protect migrant workers and their rights and to ensure their better reintegration.

This report is part of the OECD’s ongoing work on building effective national and local skills strategies. Skills have become the key driver of individual well-being and economic success in the 21st century. Without proper investment in skills, people languish on the margins of society, technological progress does not translate into growth, and countries are unable to compete in increasingly knowledge-based global economies. Effective skills systems connect skills with economic development to deliver prosperity and social cohesion.

The OECD Skills Strategy provides countries with a framework to analyse their strengths and weaknesses as a basis for taking concrete actions according to the three pillars that comprise a national skills system: 1) developing relevant skills from childhood to adulthood; 2) activating these skills in the labour market, and 3) using these skills effectively in the economy and society. This diagnostic report presents the main outcomes of Korea’s collaborative project with the OECD, which ran from July 2013 to February 2014. It identifies 12 skills challenges that need to be addressed to build a more effective skills system in Korea.

Migrant workers

According to the ILO global estimates on migrant workers, there were around 164 million migrant workers in 2017. 

Migrant workers contribute to growth and development in their countries of destination, while countries of origin greatly benefit from their remittances and the skills acquired during their migration experience. Yet, many migrant workers face challenges in accessing quality training and decent jobs including under-utilization of skills, a lack of employment or training opportunities, lack of information, and exploitation of low-skilled workers.

To address these challenges, countries need to strengthen skills anticipation systems to inform migration policies, increase access to education and training, and establish bilateral or multilateral recognition of qualifications and skills.

In preparation for ASEAN economic integration in 2015 the ASEAN Confederation of Employers (ACE) adopted an Employers’ policy framework for sustainable labour migration in the ASEAN region. In this framework ACE identifies five key areas requiring the attention of ASEAN businesses and policymakers in order to achieve effective labour mobility in 2015 and beyond:

- better matching of workers’ skills and employers’ labour demands;
- increasing productivity and migrant workers’ safety and health at the workplace;
- effective recruitment procedures to facilitate labour migration;
- enhancing competitiveness through embracing diversity; and
- a commitment to combating forced labour and human trafficking.

This paper will outline in broader detail ACE’s policy positions on skills matching and labour mobility in the AEC to be taken forward by ACE members when engaging national policy-makers on the necessary reforms, policies, and programmes, required for effective integration in 2015.

The paper discusses the TVET system in the information technology and automotive sectors in India, including challenges to improving TVET in India. It examines the role of the National Skill Development Corporation and sector skills councils, and looks at the salaries, working conditions and job satisfaction of teachers and trainers.

The study underlines the importance of social partner involvement in the elaboration of sectoral skills strategies and ever evolving changes in skill needs. It also emphasizes the importance of sound recruitment and training practices, training strategies, and decent working conditions for TVET personnel.

This publication is part of a series of six country reports on technical and vocational education and training (TVET) and higher education in Bangladesh, Nepal, and Sri Lanka. Each report presents current arrangements and initiatives in the respective country’s skills development strategies. These are complemented by critical analyses to determine key issues, challenges, and opportunities for innovative strategies toward global competitiveness, increased productivity, and inclusive growth. The emphasis is to make skills training more relevant, efficient, and responsive to emerging domestic and international labor markets.

Bangladesh has a strong track record of growth and development, even in times of elevated global uncertainty.  A robust demographic dividend, strong ready-made garment exports, resilient remittance inflows, and stable macroeconomic conditions have supported rapid economic growth over the past two decades. A strong recovery from the COVID-19 pandemic continued in FY22, although a recent surge in commodity prices has presented new headwinds. 

Bangladesh reached lower-middle income status in 2015. It is on track to graduate from the UN’s Least Developed Countries list in 2026. Poverty declined from 43.5 percent in 1991 to 14.3 percent in 2016, based on the international poverty line of $1.90 a day (1).  

Like many of its Asian neighbours, Bangladesh faces a major challenge trying to develop modern, employability skills for tens of millions of young women and men. It has a large informal sector, which accounts for 94.7 percent of the total employment in 2017 (2). Youth continue to be highly affected by the lack of opportunities, with the share of youth aged 15-24 not in employment, education or training (NEET), estimated at 27.8 percent in 2020 (3). 

TVET has a huge role to play in equipping the vast young labour force of 15-29 years referred to as the country’s “demographic dividend” with employability skills and providing enhanced support services to ensure a better transition from school to work. TVET may also contribute to reducing poverty by providing employability skills, particularly to those who drop out of school early and to a large number of unemployed and underemployed adults.  

Despite many reform initiatives by the government, the TVET sector needs further strengthening through reform of policies and systems in the labour market.  Enhancing industry-relevance of TVET qualifications will furthermore require closer Government cooperation with the private sector. For one and a half decade, the ILO has worked closely with the Government of Bangladesh and its Social Partners to reform the TVET sector and to improve access for people to increase their skills and employability, in particular youth, women and people from other marginalized groups. 

The impact of the COVID-19 pandemic had detrimental effects on the TVET sector, due to the nation-wide closure of all educational institutes for one and a half years, starting on 17 March 2020.  Most students’ learning was effectively abolished for this duration, and learning and certification was only possible through limited online learning facilities in existence at the time. Only recently has the TVET returned to its prior activity level. 

The ILO landmark programmes aim to strengthen and improve the environment for industry skills development, address the mismatch between the supply and demand for skills training, and drive the increased employability of millions of young women and men. ILO’s support to develop the skills system in Bangladesh has focused on skills system governance, development of skills policies and qualifications frameworks; delivery of quality skills training, expanding access to TVET, and involvement by the private sector.
