This report lays out an actionable policy agenda to ensure that workers are better positioned to navigate a potentially more turbulent, but ultimately beneficial labour market in an era of technological change. It offers four key factors that are important to reducing the costs of worker dislocation: Ensuring full employment, nationally and regionally; Ensuring workers have needed competencies before they are laid off; reducing financial hardships for laid-off workers; and, providing better transition assistance to help laid-off workers find new employment.

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

The 2017 edition of the series Global Employment Trends for Youth provides an update on key youth labour market indicators, trends and policies, focusing both on continuing labour market instability and on structural issues faced by young people across the world. It looks at the future of work for young women and men, in particular, the link between new automation and digital technologies and youth employment prospects. It also examines youth perceptions of the future based on the ILO’s Youth and the Future of Work Survey. Incorporating the most recent employment trends for young women and men, Global Employment Trends for Youth sets out the youth labour market situation around the world. It shows where progress has or has not been made, updates world and regional youth labour market indicators, and gives detailed analyses of medium-term trends in youth population, labour force, employment, unemployment, working poverty and informality.

The 2017 edition discusses the implications of technological change for youth labour market prospects – both quantity and quality – focusing on trends in sectoral employment and on the forms of work available to young people.

Mapping of models and practices supporting the ET 2020 Working Group on Teachers & Trainers in work-based learning (WBL). Work-based learning (WBL) in Vocational education and training (VET) provides important benefits, by increasing employability and smoother school to work transition. It contributes to reducing skill shortages and gaps, reduces youth unemployment, increases entrepreneurship and innovation and finally has the potential to foster social inclusion. The aim of the study was to provide the Education and Training 2020 Working Group on VET (2016-2018) with findings on three key areas:

- governance arrangements in place for professionals involved in WBL;

- professionalisation arrangements for those professionals; and finally,

- in what way cooperation between schools and companies is arranged, focusing on the quality of the professionals involved.

This study follows Cedefop’s (2009 and 2016) categories of professionals based on their place of work.

Global Alliance for Apprenticeships Over half a million training and job opportunities for young people have been mobilised since the launch of the European Alliance for Apprenticeships (EAfA) in 2013. Four years on, The European Commission’s engagement with the world of business through the Alliance has given an enormous boost to the supply, quality, image and mobility of apprenticeships. It now embraces 35 countries and has inspired over 200 pledges from companies, social partners, chambers, education and training providers, youth organisations and research bodies.

This brochure contains stories of young people, who, because of the European Alliance for Apprenticeships, have got their foot onto the jobs ladder and a good career which will allow them to follow their passion. Part of a series of case studies highlighting effective models of work-based learning supported by Jobs for the Future. The Industrial Manufacturing Technician Apprenticeship (IMT) fills a major gap in the professional development and career pathway of entry-level production workers—the largest manufacturing job category—in diverse manufacturing sub-sectors. Although the manufacturing industry has a long tradition of using apprenticeship to train workers for highly skilled occupations such as industrial maintenance mechanics and pattern makers, little formal training was deemed necessary for workers in entry-level production positions. In recent years, as manufacturers have incorporated lean manufacturing, statistical process control, and computer numerical control (CNC) processing into entry-level manufacturing jobs, the skill requirements of entry-level jobs have increased. Not only have manufacturing employers found it difficult to recruit and retain qualified production workers, they have also had difficulty finding candidates within their current workforce who are qualified to train for high-skilled occupations. This publication describes how the IMT Apprenticeship addresses both of these challenges.

Dual apprenticeship training is increasingly seen as an important educational track that provides youth with the skills necessary for a smooth transition into the labour market. However, providing skills at the workplace rather than at (vocational) school comes at a cost for firms that hire such apprentices. Nonetheless, as apprentices become part of a firm’s workforce, they also generate a benefit from working productively. This paper provides a theoretical framework and the latest empirical evidence about a firm’s costs and benefits that are associated with offering dual apprenticeship training.

While many aspects of such training are determined by external factors such as government policies, training regulations, and labour market institutions, firms can still influence many other aspects. The available empirical evidence suggests that there is no single optimal model of dual apprenticeship training. However, given the differences in the institutional setting across countries, adjusting key framework conditions can allow training firms to generate a sufficiently high return on their training investments. The main parameters affecting the cost–benefit ratio are apprentice wages, amount of training provided at the workplace, apprenticeship duration, and the manner in which firms integrate apprentices into the production process (to perform both skilled and unskilled tasks). An important prerequisite to successful apprenticeships, however, is also an adequate supply of suitable apprentices, which in turn (among other factors) depends on the training quality at the workplace, certification of the acquired skills, and future wages and career opportunities from obtaining a vocational qualification.

Si bien Honduras ha experimentado tasas de crecimiento positivas en la última década, solo afectadas por la crisis financiera del 2008 y 2009, y la crisis política del 2009, un hecho relevante es que el crecimiento no se ha sustentado en el aumento de la productividad, la que ha decaído por varias décadas con respecto a la productividad de los países de América Latina y el Caribe (ALC) y, más aun, respecto a países del sureste asiático. La baja productividad se refleja dramáticamente en el mercado laboral. Las tasas de informalidad y subempleo de Honduras son de las más altas de ALC, y más de la mitad de la población vive en pobreza. Es posible que el aumento de inversiones pudiera ayudar a Honduras recuperar las tasas de crecimiento previas a las crisis, pero la creación de buenos empleos y la reducción de la pobreza dependen esencialmente de aumentar sostenidamente la productividad, particularmente, la productividad laboral que es la base para potenciar el mejor uso de los demás factores productivos. Este estudio contiene los principales resultados de la Encuesta sobre Productividad y Formación de Recursos Humanos en Establecimientos en Honduras (EPFRH 2011) y aporta respuestas sobre las prácticas, incidencia y contenidos de la capacitación, entre otros aspectos, que los establecimientos proporcionan a la fuerza laboral en Honduras.

The increasing international interest in the Austrian dual system of apprenticeship has triggered a trend to transfer this system, or parts of it, to foreign countries including developing and transition countries. This paper analyzes the trend from a developmental perspective. After a historic outline of vocational education in international development and the discussion of current global trends in vocational education, the paper elaborates on the transfer of the dual system from a theoretical as well as an empirical perspective. It then goes on to describe the Austrian dual system of apprenticeship. In the empirical part, the paper first examines the status quo of the transfer trend as well as key players, funding possibilities, approaches, lessons of experience and challenges. Findings are subsequently analyzed from a developmental perspective. Finally, recommendations are made of how to strengthen the developmental impact. The paper concludes that while current transfer activities respond well to several criteria set out by the Austrian Development Cooperation, a number of open questions remain as to sustainability, systemic effect and economic bias, among others.

Efforts to strengthen WBL, particularly in vocational education and training (VET), are increasingly common throughout European countries. This report analyses the 2016 EU labour force survey (EU-LFS) ad hoc module, which covers the topic of young people on the labour market. The report focuses on WBL in formal initial education and training. It aims to provide EU-wide updated statistical evidence addressing key aspects: how many young graduates experienced work-based learning as part of their highest education attained, particularly in VET and in tertiary education; who they are; and how well they do on the labour market, in comparison with their counterparts who have not participated in WBL.
