Policy brief The brief states that artificial intelligence and mainstream robots are rapidly increasing their range of activities and the tasks they are able to do. Consequently, the most affected sectors are manufacturing and agriculture, usually for low-skilled labour with low added value. However, not only routine tasks are at stake as robots improve their performance in their cognitive, social and creative abilities. Automation will globally increase productivity but the extent of it will largely depend on the investment of policy, institutions and the rate of innovation diffusion.

Education and training investments should be closely linked to economic and employment growth strategies and programmes. Responsibility should be shared between the government (primary responsibility), enterprises, the social partners, and the individual. To make lifelong learning for all a reality, countries will need to make major reforms of their vocational and education and training systems. School-to-work schemes for young people should integrate education with workplace learning. Training systems need to become more flexible and responsive to rapidly changing skill requirements. Reforms should also focus on how learning can be facilitated, not just on training for specific occupational categories.

Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

Career guidance and employment services

Career guidance and counselling, career education and lifelong development of skills for employability are key for success in learning activities, effective career transitions, livelihood planning, entrepreneurship and in increasing labour market participation. They are instrumental in promoting skills utilization, recognition (RPL), as well as in improving enterprise human resource management.

Career development activities encompass a wide variety of support activities including career information and advice, counselling, work exposure (e.g. job shadowing, work experience periods), assessment, coaching, mentoring, professional networking, advocacy, basic and employability skills training (curricular and non-curricular) and entrepreneurship training. It is often an area which is fragmented across different ministries (e.g. education, TVET, employment, youth) requiring an effort to achieve the necessary coordination to provide adequate support to individuals during learning, employment and unemployment/inactivity periods.

The purpose of this paper is threefold: (1) to provide a comprehensive look at the way the private sector is involved in youth skills and employment in low- and middle-income countries, considering the broad range of program types and firm types; (2) to present and interpret the available evidence of the effectiveness of this involvement; and (3) to understand where the private sector has been most effective at promoting young people’s labor market success, and what could be done to enhance the role of the private sector to achieve this objective. In attempting to understand firms’ engagement and effectiveness, the authors draw on a basic economic framework that considers this behavior in light of factors such as costs, perceived returns, information, and externalities.

Inclusive and Sustainable Industrial Development Working Paper 2/2017 This working paper is divided into four parts. The first section explores the different stages of development and the different skill patterns required to link the process of structural change with skills development. It underlines that technical specialization increases when a shift towards sophisticated industries takes place. Furthermore, important considerations policymakers need to take when designing skills policies as well as youth and the informal sector are addressed. The second section provides insights on a range of skills policy instruments for low- and middle-income countries. The third section highlights some of the main skills policy instruments used by policymakers and describes the experiences of low- and middle income countries with regard to implementation of such instruments. The conclusion summarizes the key findings and gives recommendations for policymakers in the implementation of skills policies in low- and middle income countries.

Cedefop - Lifelong learning platform joint briefing paper This briefing paper aims to inform European Institutions as well as national policy and decision makers on the issue of integrated and holistic approach to lifelong learning. The East Asia and Pacific (EAP) region is very diverse and there is a wide range in the extent to which firms across these countries identify the education level of their work force as being a major constraint. However, developing skills, including vocational and technical skills, and enhancing employability are clear strategic objectives in the EAP region.Countries in the region face strong pressures to expand their technical and vocational education and training (TVET) systems and enhance their quality, while also facing spending pressures on basic and higher education. As this demand increases, the need for sustainable financing for TVET becomes more urgent; this is not only about ensuring that sufficient and predictable revenue streams exist to fund training programs, but perhaps just as importantly about how financing mechanisms themselves can be strongly linked to achieving policy objectives of making TVET systems more accessible, equitable, efficient, demand-driven,responsive and relevant.

ILO

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. ILO Skills for Employment Policy Brief Series This policy brief provides an overview of the current debate and research efforts to measure cost and benefits of apprenticeship training. It introduces the methods and challenges associated with collecting data and attaching a monetary value to apprenticeships, for enterprises, learners and society. Despite the limited number of studies that exist, the policy brief shows that apprenticeships, if of a certain quality and regulated, are not only profitable for enterprises, but significantly increase employability and employment perspectives for apprentices, and in doing so, reduce the overall risks of unemployment and therefore potential social costs.

Access for all to good quality education, vocational training and workplace learning is a fundamental principle of social cohesion and economic growth. Some groups of people may require targeted attention if they are to benefit from education, training and employment opportunities.  

This is particularly the case for disadvantaged youth, lower skilled workers, people with disabilities, and people in rural communities. The attractiveness of vocational education and training is enhanced when combined with entrepreneurship training and when public policies encourage utilization of higher skills by business.

Migrant workers

According to the ILO global estimates on migrant workers, there were around 164 million migrant workers in 2017. 

Migrant workers contribute to growth and development in their countries of destination, while countries of origin greatly benefit from their remittances and the skills acquired during their migration experience. Yet, many migrant workers face challenges in accessing quality training and decent jobs including under-utilization of skills, a lack of employment or training opportunities, lack of information, and exploitation of low-skilled workers.

To address these challenges, countries need to strengthen skills anticipation systems to inform migration policies, increase access to education and training, and establish bilateral or multilateral recognition of qualifications and skills.

This self-assessment tool provides users with a practical and easy-to-navigate instrument for carrying out an analysis of the status of TVET in respect of refugees’ inclusion.

The tool is aimed at government officials, practitioners, researchers, international development agencies and organisations active in the field of refugees, education and skills and is designed to help users develop a better understanding of the factors affecting refugee inclusion in TVET.
