Part of the new skills at work series This report aims to show how different users—job seekers, employers, and other stakeholders—are interacting with new technologies. It explores how the injection of technological platforms and applications is changing traditional labor market matching interactions. The report also identifies the benefits and challenges of using these technologies, and reveals further questions and realities that must be confronted for labor market matching technology to have its greatest impact.

Throughout the report, the difficulties facing low- and middle-skill workers are highlighted. The report is intended to serve as a platform for discussion as labor market leaders plan for future use of continually evolving technological tools for connecting workers and employers.

The report will explore the following topics by section:

• Section II—Types of Labor Market Matching Technology: An overview of five different types of labor market matching technology, exploring benefits, limitations, and examples.

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. This paper looks at the changing world of work, including the role of information and communications technology, and the new virtual, dispersed worker. It outlines mobile technology as a means of reaching the new workers, and collects challenges and lessons learned to inform future outreach. The world of work is changing. A major factor contributing to this is the proliferation of information and communication technologies, with mobile technology playing a central role. More and more people are able to access the Internet through their mobile devices. This has empowered them to work from anywhere but it has also led to the decline of traditional forms of employment. In the broader development context, mobile technology has been used extensively to reach beneficiaries and target audiences. Overall, this presents organizations with a challenge but also an opportunity to adapt projects and interventions to new technologies. This paper outlines technological and institutional hurdles related to the future uptake and implementation of mobile technology platforms and the use of mobile technology as a means of outreach.

Jobs for the Future is a nonprofit organization that works to ensure educational and economic opportunity for all. Information technology jobs are among the fastest growing occupations in the United States, spanning many industries. Yet over a half million IT job openings are unfilled. Many of these jobs do not require university degrees and could be filled by unemployed or underemployed Americans if they obtain training in a community college or certificate program. To meet the growing demand for skilled tech workers and to foster opportunities for entering the tech field, the Obama Administration announced the launch of the TechHire initiative in 2015. TechHire is a network of regions across the country that are working to build an ecosystem where government, employers, training providers, and other stakeholders work together in collective action to achieve a unified goal—developing a pipeline of diverse talent to meet employers’ rapidly growing IT workforce demands. This brief profiles TechHire communities and describes effective approaches for providing high-quality, accessible tech training.

This study examines the demand and supply of digital skills in the UK and reviews the risks for the UK if the digital skills needs of the population and businesses are not addressed. The findings of the study aim to inform the government’s digital strategy, as a key element of the Productivity Plan.

The study addressed four key questions:

1. What is the current demand for digital skills across the economy and what are the different types of digital skills requirements?
2. What barriers and market failures to the development of digital skills have emerged during the last decade?

This collection of essays highlights the most likely trends in employment across Europe over the next 10 years, and finds out how experts think policymakers, firms and individuals should respond. The first set of essays examines the changing nature of Europe’s labour market; the authors in this section analyse how globalisation and technological change in particular are likely to affect the demand for skills over the next decade. The second set of essays looks to Germany for lessons that can be taken from its past reforms. The third section focusses on the likely effects of technological change, which it is generally agreed is driving the biggest changes in labour markets, and on the most appropriate policy responses. Then, in a final essay, the results of a survey of over 2,500 companies across five European countries are presented, which provide some interesting findings on the skills employees are using, polarisation on a sectoral level, and how firms are responding by increasing or cutting staff numbers.
