The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. The present report has been prepared within the framework of the Bangladesh Technical and Vocational Education and Training (TVET) Reform Project. The project, which is an initiative of the Government of Bangladesh, is funded by the European Commission and executed by the International Labour Organization. It aims to raise productivity and employability through skills development. Its specific objectives are to improve TVET policy and systems, build national capacity to develop new qualifications, courses, and teacher training programmes, and extend better training opportunities in the informal economy. It is designed to ensure that the TVET system in Bangladesh is better placed to serve the skill requirements of employers and to enable more people to acquire relevant skills that will help them gain productive wage- or self-employment. The present study is intended to identify: (i) sectors that are competitive and demonstrate growth potential; and (ii) the type of skills that will be required by these sectors in the coming years. The basic purpose of the study was to provide guidance for the TVET reform project, especially in selecting the sub-sectors to be targeted.

Bangladesh

Bangladesh has a strong track record of growth and development, even in times of elevated global uncertainty.  A robust demographic dividend, strong ready-made garment exports, resilient remittance inflows, and stable macroeconomic conditions have supported rapid economic growth over the past two decades. A strong recovery from the COVID-19 pandemic continued in FY22, although a recent surge in commodity prices has presented new headwinds. 

Bangladesh reached lower-middle income status in 2015. It is on track to graduate from the UN’s Least Developed Countries list in 2026. Poverty declined from 43.5 percent in 1991 to 14.3 percent in 2016, based on the international poverty line of $1.90 a day (1).  

Like many of its Asian neighbours, Bangladesh faces a major challenge trying to develop modern, employability skills for tens of millions of young women and men. It has a large informal sector, which accounts for 94.7 percent of the total employment in 2017 (2). Youth continue to be highly affected by the lack of opportunities, with the share of youth aged 15-24 not in employment, education or training (NEET), estimated at 27.8 percent in 2020 (3). 

TVET has a huge role to play in equipping the vast young labour force of 15-29 years referred to as the country’s “demographic dividend” with employability skills and providing enhanced support services to ensure a better transition from school to work. TVET may also contribute to reducing poverty by providing employability skills, particularly to those who drop out of school early and to a large number of unemployed and underemployed adults.  

Despite many reform initiatives by the government, the TVET sector needs further strengthening through reform of policies and systems in the labour market.  Enhancing industry-relevance of TVET qualifications will furthermore require closer Government cooperation with the private sector. For one and a half decade, the ILO has worked closely with the Government of Bangladesh and its Social Partners to reform the TVET sector and to improve access for people to increase their skills and employability, in particular youth, women and people from other marginalized groups. 

The impact of the COVID-19 pandemic had detrimental effects on the TVET sector, due to the nation-wide closure of all educational institutes for one and a half years, starting on 17 March 2020.  Most students’ learning was effectively abolished for this duration, and learning and certification was only possible through limited online learning facilities in existence at the time. Only recently has the TVET returned to its prior activity level. 

The ILO landmark programmes aim to strengthen and improve the environment for industry skills development, address the mismatch between the supply and demand for skills training, and drive the increased employability of millions of young women and men. ILO’s support to develop the skills system in Bangladesh has focused on skills system governance, development of skills policies and qualifications frameworks; delivery of quality skills training, expanding access to TVET, and involvement by the private sector.

Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

With more than half of its population under 25 years old and the world’s highest regional youth unemployment rate, the Middle East and North Africa region stands at a critical juncture. This youthful populace can turn into either a “youth dividend” or a “youth liability”, contingent upon the region’s ability to create an enabling environment in which young people’s aspirations can be fulfilled.

Africa Development Forum series This book brings together new household and enterprise data from 41 countries in Sub-Saharan Africa to inform policy makers and practitioners on ways to expand women entrepreneurs’ economic opportunities. Sub-Saharan Africa boasts the highest share of women entrepreneurs, but they are disproportionately concentrated among the self-employed rather than employers. Relative to men, women are pursuing lower opportunity activities, with their enterprises more likely to be smaller, informal, and in low value-added lines of business. The challenge in expanding opportunities is not helping more women become entrepreneurs but enabling them to shift to higher return activities.

A central question addressed in the book is what explains the gender sorting in the types of enterprises that women and men run? The analysis shows that many Sub-Saharan countries present a challenging environment for women. Four key areas of the agenda for expanding women’s economic opportunities in Africa are analyzed: strengthening women’s property rights and their ability to control assets; improving women’s access to finance; building human capital in business skills and networks; and strengthening women’s voices in business environment reform.

Human development is one of the pillars of Botswana’s Country Partnership Strategy with the World Bank (2009–13). The Country Partnership Strategy (CPS) is in line with Botswana’s “Vision 2016,” which, in terms of human development, envisions the transformation of Botswana to “an educated and informed nation” and to “a prosperous, productive and innovative nation” as two key cornerstones of the strategy. In line with these objectives, the World Bank with support from the Ministry of Education and Skills Development (MoESD) embarked on analytical study entitled “Skills for Economic Growth and Diversification in Botswana.” The work is informed by Botswana’s need to diversify its economy to facilitate stronger, more sustainable economic and employment growth and, concurrently, equip its workforce with a variety of skill sets that meet employer needs.

The objective of the exercise is to provide the government of Botswana with concrete suggestions for policy interventions that strengthen the skills base of the workforce and thus facilitate economic growth, diversification, and employment. The recommendations offered by this and the other notes that make up the study, are based on analyses of available data and international best practices. Four policy notes were developed, each of which touches on crucial aspects of strengthening the country’s skills base: “Raising Botswana’s Human Resource Profile to Facilitate Economic Diversification and Growth” (note 1), “Labor Market Signals on the Demand for Skills” (note 2), “Skills Needs of the Private Sector” (note 3), and “Skills Implications of Botswana’s Diamond Beneficiation Strategy” (note 4). The key findings and recommendations of these four notes were then integrated into a short Summary Report.

This publication seeks to contribute to the implementation and follow-up of the new proposal to build a model of Secondary Education integrated with Vocational Education in Brazil. It not only provides a legal framework supporting the design and integration of the proposed model but provides two case studies that showcase the implementation of integrated educational policies. Recommendations have been provided to stimulate further integration initiatives. These include the need for systemic capacity building actions for educational personnel, directors and technicians so that they can design, plan and implement curricula with a perspective of flexibility, innovation, creativity and boldness, and so that they can use methodologies that are active, context-based and inter and trans-disciplinary.

Apprenticeships and other forms of work-based learning are seen as having particular advantages as a learning method. They can provide young people and adults with the job-specific and generic skills employers need and so help smooth transition from school or other learning to work. Given that apprenticeships systems also strengthen cooperation between governments, social partners, employers and training institutions, it is not surprising that their revival has become a worldwide trend. Where employee training is an enterprise priority and where employers believe that education and training meet economic needs, high-quality apprenticeships will ease young people’s transition to the labour market. They will also reduce skill mismatch and skill gaps by aligning skills and qualifications with labour market needs.

India faces a historic opportunity. The country will be home to 700 million people of working age by 2020, a demographic situation that if leveraged properly can transform the country into the next economic superpower. To contribute significantly to the overall target of developing new skills in 500 million people in India by 2022—mainly by fostering private-sector initiatives in skill development programs—the government created the National Skills Development Council (NSDC) in 2009. Private organizations such as Accenture also came forward and launched a series of initiatives to achieve this national goal.

Together, with the NSDC, Accenture conducted a survey with the aim of understanding the impact of its training investments on trainees and the industrial sector over a three-year time span. Survey results clearly indicate that the injection of private capital into India’s Vocational Education and Training (VET) system is helping overcome traditional challenges of poor and inadequate infrastructure. The private initiatives have also recorded high placement rates for its trainees, with 50 percent of the trainees who complete training receiving job offers within three months of their training. However some significant challenges exist. The ‘expectations-delivery’ mismatch is leading to high numbers of drop outs— trainees quitting jobs within a month of joining, or those not willing to accept offers made to them due to a series of mismatches between trainee expectations and what programs are actually delivering. This paper presents a comprehensive action plan that could help overcome the expectations-delivery mismatch and improve the attractiveness of VET.

Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

En Afrique subsaharienne, 60% de la population, soit 200 millions de jeunes de 15 à 24 ans, a moins de 25 ans et 11 millions de jeunes entrent chaque année sur le marché de travail. Malgré une croissance économique soutenue depuis des années et des progrès en termes d’éducation et de formation, la question de l’emploi des jeunes et de leur employabilité reste un défi majeur pour les pays.
