Access for all to good quality education, vocational training and workplace learning is a fundamental principle of social cohesion and economic growth. Some groups of people may require targeted attention if they are to benefit from education, training and employment opportunities.  

This is particularly the case for disadvantaged youth, lower skilled workers, people with disabilities, and people in rural communities. The attractiveness of vocational education and training is enhanced when combined with entrepreneurship training and when public policies encourage utilization of higher skills by business.

The costs of persistent misalignment between the supply and demand for skills are substantial, ranging from lost wages for workers to lower productivity for firms and countries. Addressing skills imbalances has become a pressing priority as OECD governments reflect on the implications of technological progress, digitalisation, demographic change and globalisation for jobs and work organisation. In light of these challenges, the OECD has undertaken new research to shed light on how countries measure changing skill needs while ensuring that employment, training and migration institutions are responsive to the emergence of new skill requirements.

The Getting Skills Right in Australia review offers an in-depth analysis of the existing skill assessment and anticipation system in Australia, and makes recommendations for how it could be further improved. In addition to providing a summary of the state of skill imbalances in Australia, the report provides an assessment of practices in the following areas: i) the collection of information on existing and future skill needs; ii) the use of skill needs information to guide policy development in the areas of employment, education and training, and migration; and iii) the effectiveness of governance arrangements in ensuring strong co-ordination among key stakeholders in the collection and use of skill needs information.

Preparing for the Future of Work

This third edition of Job Creation and Local Economic Development examines the impact of technological progress on regional and local labour markets. It sheds light on widening regional gaps on job creation, workers education and skills, as well as inclusion in local economies. Drawing on new data, it examines the geographical distribution of the risk of automation and whether jobs lost to automation are compensated by the creation of jobs at lower risk of automation. Building on data from labour force surveys, the report looks at the rise of non-standard work, highlighting the main regional determinants of temporary jobs and self-employment. Finally, it considers determinants of productivity and inclusion in regional and local labour markets, as well as policies to foster greater inclusion of vulnerable groups into the labour market. Individual country profiles provide an overview of regional labour markets and, among other things, an assessment of the performance in terms of “quality” jobs created among different regions.

This policy brief provides insights into the various construction projects supervised by the Employment Intensive Investment Program of the International Labour Organization in favour of Indigenous and Tribal People. Indigenous and Tribal People account for 5% of the population but 15% of the World´s poor. Despite dedicated policy frameworks and development programs, they continue to belong to the most vulnerable and marginalized groups in rural areas. The Employment Intensive Investment Program (EIIP) of the International Labour Organization (ILO) advocates for integrated infrastructure development programs promoting employment that can benefit Indigenous and Tribal People. This policy brief provides insights into the various construction projects supervised by the EIIP in favour of Indigenous and Tribal People.

Issues and Policy Perspectives This report is based on two surveys, a qualitative and a quantitative one, conducted by the Kiev International Institute of Sociology (KIIS) on request of the International Labour Office in September-December 2017.

The surveys focused specifically on working conditions of online platform workers in Ukraine. Most of these workers refer to themselves as 'freelancers'. They find work through digital labour platforms that is posted by clients from Ukraine and from other countries. The work can last from several minutes to several months; it is not classified legally as an employment relationship. This means that the working conditions of these “freelancers” remain outside the scope of labour regulation.

The results of the survey show that digital labour platforms have transformed the modes of work and changed how work is viewed by both businesses and workers. Such transformations inevitably carry both a strong potential for benefiting the Ukrainian society, as well as risks. An understanding of such risks is important for designing policy responses that can enhance the benefits of the work transformation brought about by the platforms.

Más de 700 personas participaron en este evento de dos días, celebrado en la Oficina Internacional de Trabajo en Ginebra, del 6 al 7 de abril de 2017. Asimismo, más de 2000 personas de todo el mundo siguieron el evento y contribuyeron al diálogo vía transmisión de vídeo en vivo y a través de las redes sociales.

Como parte de la Iniciativa relativa al futuro del trabajo, el diálogo global tenía el objetivo de explorar y examinar el futuro del trabajo para comprender mejor los factores de este inusitado cambio, como la innovación tecnológica, los cambios en la organización del trabajo y de la producción, la globalización, el cambio climático, el entorno normativo, y los cambios demográficos y migratorios.

There is a critical need for a greater overall investment in education and training, particularly in developing countries. Education and training investments should be closely linked to economic and employment growth strategies and programmes. Responsibility should be shared between the government (primary responsibility), enterprises, the social partners, and the individual. To make lifelong learning for all a reality, countries will need to make major reforms of their vocational and education and training systems. School-to-work schemes for young people should integrate education with workplace learning. Training systems need to become more flexible and responsive to rapidly changing skill requirements. Reforms should also focus on how learning can be facilitated, not just on training for specific occupational categories.

Final report of the ET 2020 Working Group 2016 – 2018 on Adult Learning The role of the Education and Training Working Group on Adult Learning 2016-2018 was to identify policies that promote and support workplace learning of adults, covering: adults struggling with reading, writing, making simple calculations and using digital tools and adults with medium skills in need of up-skilling.

This report presents the outcomes of its work. It identifies key messages for policy development along with case studies to inspire new thinking.

Digitisation is transforming the nature of work, as well as many aspects of social and civic life. Digital skills are vital for individuals and national economies to prosper in a rapidly-changing world, benefiting from the opportunities of digital and remaining resilient to potential risks. More than 90 per cent of jobs in some categories now demand digital skills. Yet in 2016, just 56 per cent of Europeans had adequate digital skills for the world they live in, and 37 per cent of the workforce lacked adequate digital skills.

This project examines the development and approach of Grow with Google, a project which operates through national programmes matched closely to the contexts and needs of individual countries, in six case study countries (Sweden, Germany, France, Spain, Italy and Nigeria) in order to identify key themes and learning to support ongoing good practice in growing a digital skills ecosystem.

This report presents the main findings of the review of literature on existing funding methods for TVET. UNESCO sees TVET as: comprising education, training and skills development relating to a wide range of occupational fields, production, services and livelihoods. TVET, as part of lifelong learning, can take place at secondary, post-secondary and tertiary levels and includes work-based learning and continuing training and professional development which may lead to qualifications. TVET also includes a wide range of skills development opportunities attuned to national and local contexts.

It also proposes a methodology to estimate the amount of private sector resources that could be available for TVET.

This analytical study reviews the development of human capital in countries in South Asia, particularly in terms of education and skills achievement. It also analyzes the factors contributing to the differences in human development arising from policies and strategies for economic and human development pursued by these countries. It then compares the progress in education and skills development in these countries with those in other Asian economies, including the People’s Republic of China, the Republic of Korea, and selected countries in Southeast Asia.

Addressing Africa’s Demographic Dividend Published on a biennial basis, The Africa Competitiveness Report highlights areas requiring policy action and investment to ensure that Africa lays a solid foundation for sustained and inclusive growth. The Report, which is the result of a longstanding collaboration, leverages the knowledge and expertise of the African Development Bank, the World Bank Group, and the World Economic Forum to present a joint policy vision that can help Africa transform its economies.

By conducting a comprehensive analysis of Africa’s most pressing competitiveness challenges, the Report discusses the barriers and challenges to putting Africa’s economies onto a solid footing and helping them to achieve sustainable, broad based growth, taking into account rapid demographic changes. Africa’s working-age population is expected to soar by 450 million people, or close to 70 percent, by 2035. The Report examines how this population growth can either help to achieve broader shared prosperity and improve the livelihood of African people or become a source of fragility, social tension, and economic hardships. It does so by examining the potential of Africa’s fast-growing youth population to catalyze economic development through accelerating rates of job creation. It also discusses the potential of cities to transform, strengthen, and diversify Africa’s economies by creating more dynamic urban manufacturing and service sectors. The Report emphasizes the importance of ensuring that the youth of today and tomorrow possess the skills they need to build vibrant and inclusive economies. It further delivers detailed competitiveness profiles for 35 African countries, and provides a comprehensive summary of the drivers of productivity and competitiveness within the continent.
