Competencies are job skills. They are the knowledge and practical ability required to do the tasks of a job. To be recognized as having a competency, a worker has to be assessed though observation, to a set standard, in a job setting. In many parts of the United States, throughout Europe, and in other places around the world, competencies are the currency through which employees find jobs and advance in their careers. This report collects some insights from competency frameworks around the world and proposes future steps to develop Canada’s own competency framework.

Access for all to good quality education, vocational training and workplace learning is a fundamental principle of social cohesion and economic growth. Some groups of people may require targeted attention if they are to benefit from education, training and employment opportunities.  

This is particularly the case for disadvantaged youth, lower skilled workers, people with disabilities, and people in rural communities. The attractiveness of vocational education and training is enhanced when combined with entrepreneurship training and when public policies encourage utilization of higher skills by business.

TNP2K Working Paper 23 This study examines the current situation with regard to non-formal training in Indonesia. Specifically, the paper seeks to clarify the role of the most important stakeholders in skills training and the extent to which the national skills training system – consisting of public and private training providers as well as the apprenticeship system – is able to meet labour market demands. The immediate objective of this study is to inform the discussion on reforming the skills training system in Indonesia by establishing a Skills Development Fund (SDF).

Although there is a general agreement in the literature of the importance of social-emotional skills for labor market success, there is little consensus on the specific skills that should be acquired or how and when to teach them. The psychology, economics, policy research, and program implementation literatures all touch on these issues, but they are not sufficiently integrated to provide policy direction. The objective of this paper is to provide a coherent framework and related policies and programs that bridge the psychology, economics, and education literature, specifically that related to skills employers value, non-cognitive skills that predict positive labor market outcomes, and skills targeted by psycho-educational prevention and intervention programs.

National competency standards play an important and increasing role in skills development and recognition in the Asia-Pacific region, as they do in many other parts of the world. They are a guide to the range of skills and knowledge required for a whole industry. Competency standards can be flexibly combined into jobs and occupations. They are the common basis for training programmes, skills assessment and certification in many countries.

Competency standards, when recognized nationally, or across a cluster of nations, can form a key component in assisting the mobility of skilled labour. As part of a quality assurance system, the assessment of a person’s skills against accepted benchmarks means those skills can be applied in other, similar, work. Potential employers can feel confident in the level of competencies workers claim to have. Workers returning from employment in other countries can have the skills they gained working there formally recognized. The Regional Model Competency Standards (RMCS) are the reference standards at the regional level that can be used in various ways to underpin efficient and effective skill development. In addition, they are considered to be essential tools to protect migrant workers and their rights and to ensure their better reintegration.

Level descriptors are essential elements of national qualifications frameworks being established across Europe. They define what is meant by learning outcomes, describing what an individual is expected to know, be able to do and understand, having acquired a qualification at a particular level.

This paper shows that most of the 36 countries taking part in the implementation of the European qualifications framework (EQF) have now (spring 2013) defined – and for a large part adopted – their levels of learning outcomes.

The analysis illustrates the influence of the EQF on national level descriptors, but it also demonstrates how countries have adjusted and further developed the learning outcomes approach according to national needs and priorities. National level descriptors have mostly been developed through extensive dialogue between different stakeholders.

This report supports EQF implementation and feeds directly into the referencing process, in which countries relate their national qualifications levels to the EQF. It also provides input into continuing evaluation of the EQF.

Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

The two studies presented in this publication are based on empirical field research work and were prepared as part of the Education and Labour Market project.

The strategies used in preparation of the studies include surveying the opinions and attitudes of various social groups (schoolboys and schoolgirls themselves, their parents, the staff of general schools, vocational schools and universities, and employers and employees in various sectors of the economy). This made it possible to analyse the close links between education, employment and the labour market from a variety of stakeholder perspectives.

One of the studies explored the job expectations of girls and boys in grades 9 and 12, and boys and girls attending vocational schools, bearing in mind that in the Libyan education system pupils specialise from grade 10 upward. These expectations were then compared with the actual employment situation. The second study focused on labour market study and a comparison of supply and demand. It explored the self-assessment of key competencies that young people had acquired in various educational and training institutions. These were compared with the competencies in demand among businesses and institutions in economic growth sectors in Libya.

Both studies are the result of interdisciplinary teamwork involving close and daily cooperation between international experts and a considerable number of Libyan experts.

Vocational Training Institutions’ Network The need to provide easy access to training and employment for more people, within a diverse region, has led Vocational Training Institutions (VTIs) to explore innovative and creative solutions that increasingly rely on technology to cater to the varying needs. Against this backdrop, there has been a growing interest among those involved in skills and learning to explore the challenges and opportunities presented by Learning Objects (LOs).

The paper contributes to the debate on LOs for skills development by sharing the experiences, conceptual and methodological frameworks of VTIs in the use and design of training materials to respond to human resources development. This paper is the result of a collective knowledge sharing and building exercise involving 25 VTIs representing 12 countries.
