Governance matters when reforming VET and skills systems

The ETF’s work on VET governance is centred on the outcomes of public policies in the field of VET and skills in partner countries with which the agency cooperates.

Within the context of this article and its focus on skills systems, governance refers to the institutional settings devised to steer the planning, implementation and review of national offers of education and training. This is a role primarily attributed to the state; however, contemporary definitions of governance take into account a wider range of factors and stakeholders.

According to Oliver (2010:262) , governance can be defined “as the interactions among institutions, processes and traditions that determine how power is exercised, how decisions are taken on issues of public and private concern, and how stakeholders, including citizens, have their say”.

VET and skills form a complex sector, which intersects economic and social policies, competitiveness and social cohesion. This complexity is often reflected in the range of actors involved in the sector’s governance. VET and skills stakeholders include representatives of government, with typically Ministries of Education in the lead, national agencies, social partners, other employers and employees’ organisation, civil society, and VET providers.

These actors operate at national and sub-national level, while their role in policy-making and implementation is also influenced by international agreements and guidelines. This is the case, for example, of the sustainable development goals (SDG)......

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. The ILO Secretariat in offices in 40 countries works with Ministries of Labour, employers’ organizations, and trade unions to integrate skills development into national and sector development strategies in order to better meet current labour market needs and to prepare for the jobs of the future; to expand access to employment-related training so that youth, persons with disabilities and other vulnerable groups are better able to acquire skills and secure productive and decent work; and to improve the ability of public employment services to provide career guidance, maintain labour exchange services, and deliver active labour market programmes.For more information regarding the ILO’s work on skills and employability go to: http://www.ilo.org/skills/lang--en/index.htm; for ILO/Cinterfor's Knowledge Management Plarform, see: http://www.oitcinterfor.org

This report presents a short summary of the International Labour Organization’s (ILO’s) Global Dialogue on 'The Future of Work We Want', which brought together leading economists, academics and representatives from governments and social partners (employers’ and workers’ organizations) to discuss the profound changes sweeping through the world of work. More than 700 people participated in the two-day event, “The Future of Work We Want: A Global Dialogue”, which took place at the International Labour Office in Geneva on 6–7 April 2017. In addition, more than 2,000 people throughout the world followed the event and contributed via live video streaming and social media.

The Global Dialogue was part of the broader ILO Centenary Initiative to explore and examine the future of work in order to gain a better understanding of the drivers of the current unprecedented change, such as technological innovation, the changes in the organization of work and production, globalization, climate change, regulatory environment, demographic and migration shifts.

This report presents a short summary of discussions and includes:

This report summarizes results of the “Sustainable Vocational Training toward Industrial Upgrading and Economic Transformation” workshop held on 2-5 December 2013 in Beijing and Guangzhou, the People’s Republic of China. A joint initiative of the People's Republic of China and ADB, the “Sustainable Vocational Training toward Industrial Upgrading and Economic Transformation” workshop is part of the annual PRC-ADB Knowledge Sharing Platform and supported and organized by the Regional Knowledge Sharing Initiative.

The report summarizes discussions on (i) best practice and models for supporting sustainable vocational training; (ii) the role of the government, private sector, enterprises, and vocational training schools; (iii) improving vocational training in a rapidly changing world; (iv) financing vocational training; and (v) policy environment for vocational training governance and management.

As part of the European Commission’s support for the preparation of the second cycle of the Instrument for Pre-Accession Assistance (IPA II), the ETF is facilitating the process in the enlargement countries through the FUTURE FRAME initiative. In Turkey there is a long tradition of technology foresight, and a nationwide exercise involving an extensive and broad range of stakeholders had already been undertaken in the country starting from 2003 to develop ‘Vision 2023’. The FRAME initiative has therefore focused its efforts on defining a skills vision and roadmap, identifying key targets and priority measures for the human resources development (HRD) sector within Vision 2023. The review of institutional arrangements (RIA) and monitoring components have been approached in a similar way and the results are presented in this report. This report is intended primarily as a preparatory input to IPA II programming, and to specifically inform the Country Strategy Paper for Turkey.
